The CDRLs are not separately priced (NSP) and are related to program management. The unit price for the NSP CDRLs can be included in the program manager labor since the CDRLs are related to program management. The contractor shall not invoice the government for a CLIN that includes in its price an NSP item until 1) the contractor has also delivered the NSP CDRL included in the price of the item being invoiced (program manager labor) and 2) the government has accepted the NSP
CDRL.
Instructions state cost required to produce each CDRL should be included in the offeror’s proposed labor hours. No format for hours input has been provided. Please clarify these instructions.

Remedy Data is a reflection of tickets submitted on Hill AFB, similar issues will arise appear to be duplicates.
Where should the price of Personal Protective Equipment (PPEs) be? And does a list of the PPE need to be included in the offeror's proposal?
In the middle of the first paragraph, it states, "Excel spreadsheets -Set "save as type' to "Microsoft PowerPoint 2010 Presentation (*.pptx)." Is the Government requesting all excel spreadsheets be saved as "Microsoft PowerPoint 2010 Presentation(*.pptx)" or was this a typo and the Government is requesting all excel spreadsheets be submitted as an Excel Workbook?

Is the help desk or any part of the contract supported by a cooperative arrangement consisting of contractors and civilians at Hill AFB? If so, can a list of those areas with the approximate percentage of civilian personnel be provided?
All areas of this requirement are measured independently of any government work. The contractors are measured separately from government support.
Is there a specified team, process, or metrics for handling VIP support at Hill AFB?
No, all tickets are worked according to their assigned level; High, Medium, Low.
Would the government consider subcontractor corporate experience for evaluation under this subfactor if the 8(a) Prime has experience in the majority of the areas?
The Remedy Data contains 86,764 total incident tickets from 2019. 20,825 of these are duplicates. All the duplicates seem to be true duplicates – with exact matching data like submit and resolve times. Please confirm that these are truly duplicates, and clarify the basis or rationale for including duplicates in the Remedy Data.
Can the government clarify the instructions for the Compensation Plan? Should the Compensation Plan contain only the salaries and fringe benefits proposed in accordance with FAR 52.222-46 and Section M?

Is the Remedy Data provided a complete data set for the specified time interval or is it a portion of the data?
Incidents and Work Orders are used to assign tickets reported through the current automated information system (Remedy).
This section states, "The Offeror shall submit a total professional employee compensation plan meeting the requirements of FAR 52.222-46. The Offeror shall detail the base labor rate, fringe, all other burdens, and profit/fee contained in labor rates to facilitate comparisons IAW FAR 52.222-46."
Can the Government please remove this requirement since Attachment 4 - Section L Section 3.4 Cost or Pricing Data Requirements states, "If, after receipt of proposals, the PCO determines that there is insufficient data available to determine price reasonableness and none of the exceptions in FAR 15.403-1, Prohibition on Obtaining
Certified Cost or Pricing Data (10 U.S.C. 2306a and 41 U.S.C. 254b) apply, the offeror shall be required to submit additional cost or pricing data". Therefore the
Government still reserves the right to request pricing clarification after receipt from Offerors if deemed necessary.

Matrix are the only PWS paragraphs that Offerors should reference when providing an approach in the Technical Volume?

Question: Would the government accept past performance citations from a member of the Joint Venture in which the work was performed in a subcontractor role?

The offeror will determine the number of vehicles and type, if any. PWS paragraph 1.2.4 addresses historically, not mandatory, transportation has been satisfied with a large delivery van with approximate dimensions and equipped with a mechanical lift gate. Parking for one delivery vehicle is provided by the Government at Building 850, Hill AFB UT.
Surges are described as an increase of call volume outside normal call volume. For example, Monday mornings, historically, will reflect high call volume outside of traditional call volume. During these times, it is important for the contractor to have a contingency plan in place that allows additional support of the CSD. Also, the
Program Manager must be cognizant of call volume and able to implement the contingency plan at first notification of call surge.
Does the current Giant Voice system have the capability to provide two-way communications between the control points and sirens?
Does the current Giant Voice system provide diagnostic feedback to the control point?
The system does not have the capability to send voice-data from the stack(s) to the command station. Note: Currently the only operational “command points” are in the
Command Post and Alternate-Command Post. One-way.
There is limited information that can be obtained from the control point. It mainly amounts to showing connectivity to the stack and a basic Go/No-Go for functionality.
Technicians are expected to have Whelen specific training to support Whelen equipment.
How many full time equivalents are currently working remotely or from home? Will full time equivalents be able to work remotely from home in the future?
What is the current number of full time equivalent (FTEs) by labor category in Attachment 3 ITCC TEP Matrix supporting the current contract?
Surges will not be priced using a separate Firm-Fixed Price (FFP) CLIN or a time and material (T&M) contract type or pricing arrangement. Separate FFP task orders may be needed for additional support and would have a different Period of Performance (PoP). If the requirement in the separate task orders are needed on a continuing basis, the requirement would be rolled up into the Annual Contractor Logistics Support Task Order.
Will the government consider adding surge CLINs to support individual labor category surge requirements?
Separate task orders may be needed for additional support (i.e., WIN10 deployment) and would have a different PoP. If the requirement in the separate task orders are needed on a continuing basis, the requirement will be rolled up into the Annual Contractor Logistics Support Task Order.
The contractor will be required to manage call volume and ticket volume on a day to day basis. But, in the event of a planned increase in long term workload, the government will request a proposal for additional personnel to support the planned workload increase. An example of planned workload increase would be deployment of
WIN10 across Hill AFB UT.
PWS paragraph 1.4 describes the Server Administration Services. The number of servers and workload is specified at the task order level.

Answer No, this effort is not a Service Contract Labor Standards (previously referred to as SCA) covered action.
Everything is controlled wirelessly (radio).
Please clarify this statement: "The contractor will perform Silent Tests on all Hill AFB Giant Voice stacks every 30 days." Does this mean that each siren has to be visited on a monthly basis, or can a silent test be ran from the activation point and diagnostic feedback from the sirens be recorded?
Approximately how tall are the Giant Voice stacks? 50-55 ft or less than 50ft? How high are the Whelen cabinets that require a lift?
Is the current Giant Voice system a land line only system, are there any radios in use, or are they dual (landline and radio)?
The speaker test can be performed from the command station, but another technician will need to be in the area of the giant voice stacks being tested to hear the tone.
The poles are 50 ft or less. All of the actual “Whelen Cabinets” are much further down the pole than 50 ft. That height was set by FEMA regulation with an estimate they are all between 8-15 ft. For clarity, the cabinet that contains the speakers are around 50 ft and the cabinet that contains the amplifiers/control boards/batteries is around
15ft or less.
How shall offerors provide pricing for materials such as vehicles, transportation, travel, personal protective equipment, cell phones, fuel, and supplies? Will pricing for these items be required at the task order level?
On Solicitation FA8201-20-R-0007 Supplies or Services and Prices/Cost Contract Line Item Numbers (CLINs) 0001 through 0012, is it the Government's intent to provide an other direct cost (ODC) CLIN at the task order level?
No, an other direct cost (ODC) contract line item (CLIN) is not going to be added for pricing at the task order level. Task orders will be executed utilizing CLINs 0001 through 0012 on the basic IDIQ, as applicable. The contractor determines if the costs including vehicle costs are direct or indirect costs based on how the contractor identifies the costs. Costs, including vehicle costs, are not deliverables and a separately priced CLIN or an ODC CLINs are not going to be added. Travel required in the performance of duties (i.e., expeditor support) are not priced as separate travel. Employee travel, if compensated, is included in the employee compensation and compensated by the employer. Employee travel includes trips to the Utah Test and Training Range (UTTR), Little Mountain, etc. There is no travel contract line item on this contract and any travel reimbursement would be the responsibility of the contractor. For personal protective equipment, the contractor determines if costs are direct or indirect costs based on how the contractor identifies the costs. Cell phones, if primarily used for business use, an allowable expense. Cell phones used for personal use are unallowable costs.
