This is a Request for Information (RFI) document subsequent to a site visit for a federal contract project involving the construction of a wall inside an aircraft fuselage. The wall shall be constructed while the fuselage remains on the ground as it currently sits. Contractors are not liable for wall damage resulting from moving the fuselage to a trailer, and material defects will be addressed at the government's cost. Required contractor training includes Insider Threat Awareness, Environmental Management Systems, Classified Access Education, Records Management, Force Protection, DoD CTIP General Awareness, Annual Cyber Awareness, DoD Annual Security Training, DoD Mandatory CUI Training, Privacy Act Education Training, and DAF OpSec Training as applicable. Proposals must include technical submittals, a Quality Control Plan, and a Safety Plan. On-site personnel requirements are determined at the contractor's discretion based on how they best accomplish the work. Reasonable accommodations for utilities will be provided at no cost to the contractor.

Request for Information (RFI)

The following are Request for Information (RFI) subsequent to the site visit.

Project Specific Request for Information

1. Is this project tax exempt? If so, will the government provide a tax-exempt form to the awarded contractor so that they may provide it to their subcontractors? (The project is tax exempt a form letter will be provided upon request)

2. The scope of work in the PWS, paragraph 2, indicates painting is required. What is to be painted?

Please be specific on what items are to receive paint. (Interior/exterior wall, door and frame, access panel)

3. PWS, paragraph 3.1.3, indicates a requirement to fabricate an access door below the man-door.

However, we don’t see the access panel included in the materials list. Are Contractors to provide the access panel? If so, please provide a make/mode and size, to include any required hardware, so Contractors can price the same access panel door. (The access panel shall be a simple lap design fabricated from sheetmetal approx. 3’x3’ and attached using QD type connectors (D4 Dzus standard line, Button head/slotted ¼ turn or equal), there should be enough metal provided to make this panel) Link for QDs below

4. During the site visit, the GOV indicated that the new wall is to be constructed flush to the back/cut part of the plane. Is there any part of the plane that Contractors are not allowed anchor the wall too? Is there anything Contractors can’t put a screw through? (All options will be considered, the only place we cannot fasten to is the removable floorboards, floorboards can be removed and trimmed to allow construction/attachment to fuselage)

5. Are all screws and fasteners are to be provided by the Contractor? (Yes)

6. There is requirement for caulking or waterproofing. Are there no requirements for caulking or waterproofing? If not correct, please indicate what the requirements are for caulking or waterproofing. (All joints where the wall meets the fuselage, shall be water and weather proofed with a flexible paintable silicone type sealant)

7. Will the wall be constructed with the plane on the ground as it currently sits? Or will the wall be constructed in the plane after it’s been set on the trailer? (Wall shall be constructed as the fuselage sat during site visit, on the ground as it currently sits)

8. Is there a warranty period for this wall? Reason we’re asking, is if the wall is constructed, and then the plane is lifted and set on a trailer, there is a significant possibility that the wall, framing or door/frame will be damaged. (Standard Commercial Warranty. Wall contractor will not be liable for anything that happens to the wall as a result of moving fuselage to trailer.)

9. What are the on-site personnel requirements for Contractors? Will the GOV require a full-time, onsite Superintendent, Quality Control, or Site Safety? For a project this small and to avoid significant costs, we recommend having no requirement for on-site personnel. (Requirement is for the wall and how the contractor best sees fit to accomplish is their judgement)

10. PWS, paragraph 8.11 Contractor Training, references “required training” but does not list what is the required training. Please indicate what training will be required for Contractor personnel on this project. Insider Threat Awareness Training

DAF OpSec Training (for contractors who perform work on-site at DAF/DoD Facilities, access federally controlled info systems, or are otherwise required by their contract)

11. Please confirm that there is no in-wall bracing, blocking or backing required. If it is required, please indicate the location, size, quantity, and type of backing/blocking. (Since the wall itself will be .060 Aluminum attached to metal studs…extra supporting/bracing will not be required. I have enough studs to space at 16”O/C…will be very strong.)

12. Since the contractor did not purchase or provide the material, specifically the door, frame and hardware components, if there is a problem with the door, door frame, or door hardware components, please confirm that the Contractor is not liable for door, door frame, or door hardware fit, finish or functionality. (Material defects, if any, will be addressed at time of construction at my cost)

13. Please confirm that just the metal panel walls, both interior and exterior, are the only areas to receive paint. (Question #2)

14. The PWS states that the only submittals are a QC Plan and a Safety Plan. Please confirm that those are the only submittals required on this project. If not, please provide a submittal register so Contractors can review the submittal requirements. (Proposals shall also include technical submittals to show the government how they intend to fulfil the requirement IAW the PWS.)

15. If the quantity of metal studs, metal panels and insulation is not sufficient to complete the project, who is responsible for providing additional materials to complete the project? (As stated during site visit, any extra materials required beyond what is provided, shall be part of each contractor’s submittal.

After award any extra materials will be the responsibility of the contractor)

16. Please confirm that Contractor will have access at no cost to utilities needed for construction (electrical, water, etc.). (Reasonalbe accommodations will be provided)
