About this file

This document is a PowerPoint presentation for the Simplified Acquisition of Base Engineering Requirements (SABER) Construction Contract Industry Day for the 72d Air Base Wing at Tinker Air Force Base, Oklahoma. The SABER contract will support a broad range of sustainment, maintenance, repair, alteration/renovation, and minor construction projects for base facilities, typically involving non-complex work requiring multiple construction trades. Key contract features include using RS MEANS Facility Construction Cost Data as the Unit Price Book (UPB), with two proposed coefficients for standard and non-standard work hours to cover indirect costs and profit.

Contractor key personnel requirements include a Contract Program Manager with 10 years of multi-trade construction experience, a Quality Control Manager with 5 years of experience and a current Construction Quality Management certificate, and a Superintendent with 5 years of construction experience. The contract will not provide on-base office space or storage, and contractors must obtain base badges with background checks. The anticipated procurement is an 8(a) set-aside, with an Industry Day planned for 20 November 2025 at the Tinker Federal Credit Union in Midwest City, Oklahoma. Task orders will be issued with 30-60 days notice, and contractors should be prepared for potential work during non-standard hours and in controlled/restricted areas.

TO Pricing/Coefficient Terms Contract Unit Price Book (UPB) UPB is a compilation of detailed work description line items, associated units of measure, and unit prices to be paid for their accomplishment.

The RS MEANS® Facility Construction Cost Data shall be used as the UPB for the SABER contract.

Non-Priced Items (NPI) Items of work not included in the UPB, but required for execution of a TO, and within the scope and general intent of the SABER contract.

NPI item prices shall be based on the lowest equipment/material price offered from at least two (2) acceptable vendors.

Labor costs shall be derived using the RS MEANS® productivity and crew cost rates.

NPIs are to cover individual line items, not subcontractor costs Engineering services, when required, will be treated as NPIs

TO Pricing/Coefficient (cont) Area Adjustment Factor - The Contractor shall use the RS MEANS® City Cost Index (CCI) for Oklahoma City, OK.

Coefficient A numerical factor that compensates the Contractor for all costs (generally indirect costs) and profit not included in the UPB unit pricing.

Two (2) coefficients will be proposed for each ordering period of the SABER contract. The coefficients are as follows:

Standard work hours Non-standard work hours Coefficients are intended to cover all costs listed in Division 1 – General Requirements of the UPB, plus items such as overhead, profit, labor burden, bonds, insurance, etc.

Certain Division 1 items are excluded from the coefficient and will be included as a direct cost using appropriate UPB line items.

TO Pricing/Coefficient (cont) Calculating TO Price Determine UPB line items and quantities applicable to the TO; sum all UPB line-item costs, subtotaled by division Multiply each division subtotal by the CCI for that division; sum the UPB costs Multiply the total by the contractor coefficient.

Sum all NPI line-item costs (should not exceed 10% of total cost) Sum adjusted UPB and NPI for total cost.

Keeping Prices Current UPB will be updated at the beginning of each CY for the duration of the contract Interim updates published by RS Means will not be used

Ordering Procedures Reference Contract SOW for detailed discussion of ordering procedures Government will review Contractor’s proposal package for technical acceptability and compliance with the Government’s intent Government will review Contractor’s cost proposal for to ensure Use of appropriate line items from UPB and the proposed quantities Appropriate use of NPIs Upon completion of the Government review, the CO will negotiate on a line-item by line-item basis, a firm fixed price for the TO Note the Government will issue RFPs in advance of funding There may be no funding available, and there is no guarantee that funds will be available There will be no compensation for any costs associated with preparing proposals for these projects RFP will specify how long pricing will be held

Contract Execution Reference Contract SOW for detailed discussion of commencement, prosecution, completion and payment for work Schedule/Progress Reporting Contractors will be required to provide schedules utilizing the Network Analysis/Critical Path Method. AF Form 3064 will not be used.

Schedules shall be updated monthly Contractors will be required to provide progress reports generated using their scheduling software. AF Form 3065 will not be used.

Progress reports will be submitted weekly; progress reports will reflect not only actual vs planned percentage complete but will also provide information regarding adherence to critical path.

When cost loading the schedule, 10% of total contract cost will be assigned to final acceptance; no payment will be made against this line item till all closeout items are complete.

Contract Execution (cont) Reference Contract SOW for detailed discussion of commencement, prosecution, completion and payment for work Submittals Contractor is encouraged to utilize a Master Submittal List (i.e. Submittal Library) Submittal Library can include items such as an overall QC Plan or Health and Safety Plan (contractors will be expected to provide individualized plans for each TO) Submittal library can also include commonly used materials (e.g. mix designs for commonly used PC Concrete, electrical materials, etc).

Inspection Government inspector will make regular (daily) site visits to monitor progress and perform Quality Assurance surveillance.

NOTE: Quality control in the responsibility of the Contractor, not the Government Inspector.

Contract Execution (cont) Reference Contract SOW for detailed discussion of commencement, prosecution, completion and payment for work Completion Inspection Completion/Final inspections are performed in accordance with quality control specification 01 45 00 (COE QC procedures).

Contractor’s Punch-Out Inspection Pre-Final Inspection Final Acceptance Inspection

Work Hours Standard work will be accomplished during Normal Duty Hours, M-F (0700-1600) Exception will be for utility outages, roadway/parking closures, etc.

Of the 'Non-standard hours' coefficient will be limited to TOs where most of the work will occur outside of normal duty hours

Badging Contractor badges are required for all personnel working on TAFB Contractor will appoint their own certifying official and complete paperwork to obtain badges for their employees and subcontractor employees Persons obtaining badges must have state issued Real ID or US passport.

Persons obtaining badges must be able to pass a preliminary background check (i.e. no record of felonies) and be authorized to work in the US.

Controlled/Restricted Areas Some work may occur in restricted areas. Contractor will be required obtain necessary badging to provide their own escorts Airfield is considered a controlled area, escorts will be required, as well as training for all persons driving Contractor vehicles on the airfield.

Building 3001 industrial area is now considered a Controlled area with additional training and badging requirements

Protection of Existing Utilities During Excavation Contractor is responsible to protect existing utilities.

Government will mark after submission of the digging permit Contractor is responsible to locate (+/- 6 feet of marked location)

Safety Contractors should note that a new version of the USACE safety manual, EM 385-1-1, has been issued and made effective March 2024.

LESSONS LEARNED

Lessons Learned Quality Control / Quality Assurance Contractor is responsible for Quality Control on Task Orders, e.g. ensuring materials are in accordance with specifications and drawings; ensuring testing is performed and results meet requirements of the contract; ensure installation is in accordance with contract and accepted industry standards.

Government is responsible for Quality Assurance, i.e. making sure through regular inspections and review of the Contractor’s QC documentation that the Contractor is following the requirements of their QC plan.

Submittals – Gov Approved vs For Information Only (FIO) FIO submittals need to be provided to the Government as they are received/generated; not at the end of the project.

For example, most test result submittals are marked FIO; however, it does the Government no good to see the result of a failed concrete break test after all the work is complete and we are at final inspection.

FIO submittals that do not meet the requirements of the contract can result in resubmittal and/or rework of non-conforming materials.

Submittals – Submittal Library Government strongly encourages the use of submittal libraries. Though they take some effort to establish upfront, the time-savings for Contractor and the Government are significant.

Work Planning - Weather Many projects will be awarded near the end of the Government's fiscal year (30 Sep). Notice to Proceed (NTP) for each project will be issued generally within 30 days after award, depending on availability of funding.

This leaves about 60-90 days before winter weather becomes an issue with work; plan work/schedules accordingly so that there are not open areas/incomplete work that sits for weeks/months due to winter recess.

Similar discussions concerning late spring and associated rains.

Work Planning - Closures Most closures will require a 45-day notice to the Government; this is to obtain approval from Base leadership, but also to make sure those affected by closure are notified.

Base leadership is sensitive to closures that affect traffic patterns or closes large number of parking spaces. Government will generally provide a traffic plan for these situations but will be looking to the Contractor for additional input to minimize disruptions.

Most closures will occur over weekends when on base traffic is the lightest.

Government Furnished As-Builts Simply, do not trust them!

Contractors are strongly encouraged to located all utilities prior to construction. Hydro-vac has become standard on base, but other methods such as GPRS may be utilized.

FAR 52.236-3, Site Investigation and Conditions Affecting the Work

Contract Modifications Many projects are likely to be funded near end of FY. This means that if there is a need for a contract modification, it will probably occur in the next FY.

Except in some limited situations, modifications must be paid for with funds from the FY the project was awarded.

Obtaining prior years funds can take weeks, usually months to obtain.

When the need for a modification is identified (usually as a RFI for an unforeseen site condition) be prepared to come with recommendations to resolve the issue in ways that minimize impact to the schedule and/or the contract’s total cost.

Recommendations to resolve issue De-scoping work Adjusting phasing/schedule to allow work to continue

Period of Performance Be thinking of the construction schedule during the proposal stage.

Meeting the Government’s anticipated PoP will be part of the determination of ‘Technical Acceptability’ If Contractor truly believes that the Government PoP cannot be met, submit RFIs during the proposal process for the Government consideration.

Schedule Submit long lead-items early in the process Work the critical path.

Changes, delays (equipment, weather, Government, etc), are going to be evaluated based on effect to critical path.

Government will be putting more emphasis on monitoring float in the schedule, rather than percentage complete.
