About this file
This file is a Questions and Answers (Q&A) document for federal contract solicitation WWYK240052, a hallway renovation project at building B3001. The government received 40 RFIs from prospective contractors, with responses addressing scope clarification, submission procedures, bonding requirements, and technical specifications.
The project involves renovating two corridors (East 1AH1-103C to 1AH1-108B and West 1AB1-103C to 1AB1-108B) with an estimated construction magnitude between $200,000 and $400,000. Key requirements include: one digital proposal submission via email or DoDSafe; mandatory site visit attendance for proposal eligibility; 20% bid guarantee; performance and payment bonds due 10 days after award; lighting plans as shop drawings without professional seals; fire alarm devices to be uninstalled, made safe, and reinstalled without sealed drawings; and concurrent renovation of both corridors without required phasing. The facility will remain occupied during construction, requiring dust control, egress maintenance, and coordination with facility managers. No temporary partitions, hard wall barriers, or negative air machines are required. Scope includes two new oak doors with specific specifications, painting all existing doors and frames, installing new ceiling systems and lighting per UFC requirements with one emergency light at each hallway end and one in center, replacing HVAC diffusers in current general locations without testing and balancing, removing and disposing of ceiling speakers, removing and replacing sprinkler escutcheons only, providing new fire extinguisher cabinets with signage, and removing and reinstalling mirror domes. No IFC drawings are available; government reference prior similar projects as design guidance. No hazardous materials abatement is required, and Wi-Fi device removal/reinstallation will be performed by government communications personnel following CIPS request procedures.

1. SF 1442 Item 10 identifies the project limits as both 1AB1-103C to 1AB1-108B and
1AB1-102C to 1AB1-108B, while the SOW and Drawing A-101 identify west corridor 1AB1-103C to 1AB1-108B and east corridor 1AH1-103C to 1AH1-108B. Please confirm the exact limits of work for both corridors.
GOVERNMENT RESPONSE: The original NexGen title name for this project is different than the final drawings. The original Work Task description was for the East corridor with an option to also add the West corridor. This project is for BOTH the East 1AH1-103C to 1AH1-108B and West 1AB1-103C to 1AB1-108B corridors between posts 103C and 108B. The drawing sheet A-101 shows the two hallways with keynotes 1 & 2. The limits for scope of work is on that drawing, and is the full length of both hallways, door to door. MJN
2. Please confirm the required proposal submission method. SF 1442 Item 13 directs delivery of an original and one copy to the physical address in Item 8, although the acquisition is marked as a negotiated RFP. Please confirm whether proposals must be submitted as sealed hard copies, electronically, or both, and provide any required electronic portal or email address.
GOVERNMENT RESPONSE: This should be one digital copy submitted via email or DoDSafe.
3. Please provide the complete proposal preparation instructions, required proposal contents, pricing schedule/form, and evaluation factors. Sections L and M do not identify proposal volumes, technical requirements, price breakdown requirements, or the basis for award.
GOVERNMENT RESPONSE: Refer to Section L and Section M that are posted on

4. Please provide the Government's estimated construction magnitude for this project.
GOVERNMENT RESPONSE: The magnitude of this project is between $200,000 and $400,000.
5. SF 1442 Item 13(b) states that an offer guarantee is required, but the solicitation does not include FAR 52.228-1 or state the required amount or acceptable form. Please provide the required bid guarantee percentage or dollar amount, acceptable forms, and submission instructions.
GOVERNMENT RESPONSE: Bid guarantee percentage shall be 20% of bid price.
6. SF 1442 Item 12 requires performance and payment bonds within 10 calendar days after award; however, FAR 52.228-13 is included with the acceptable payment-protection types and submission period left blank. Please confirm the required performance-bond and payment-bond percentages, whether FAR 52.228-13 applies, and the required post-award submission deadline.
GOVERNMENT RESPONSE: Payment and Performance bonds are required 10 days after award along with certificate of insurance. Clause 52.228-13 should not be in the solicitation and will be removed.
7. Please confirm whether attendance at the site visit is mandatory for proposal eligibility and provide the official site-visit sign-in sheet.
GOVERNMENT RESPONSE: Initial site visit attendance is mandatory for proposal eligibility, and site visit sign-in sheet has already been posted to SAM.
8. The SOW describes contractor-prepared lighting plans/calculations and signed/sealed fire-alarm shop/detail drawings. Please confirm that design-after-award responsibility is limited to these working documents and identify any additional delegated-design disciplines, calculations, or signed/sealed deliverables required.
GOVERNMENT RESPONSE:
Lighting Plans / Calculations: These can be provided as a shop drawing, no need for stamp and seal. MJN
Fire Alarm: Contractor may omit section 3.5 (2) (b) of the SOW. The fire alarm and mass notification drawings are not required to be signed and sealed by a licensed fire protection engineer. Working documents from a licensed alarm contractor will be acceptable. Existing alarm devices shall be maintained in their current working order and their respective locations at the completion of the project. ~AWM
9. SOW Sections 3.7 and 5 state that an editable submittal register, AutoCAD drawing files, and relevant B3001 as-built drawings are included with the RFP. These items were not included in the provided package. Please provide the editable submittal register, CAD files, and applicable architectural, mechanical, electrical, fire-alarm, and fire-sprinkler as-built drawings.
GOVERNMENT RESPONSE:
Editable submittal register has been posted on SAM. Fire Alarm and Fire Sprinkler Drawings are not available and not needed. The fire alarm and fire sprinkler systems are not being modified. The fire alarm devices will be uninstalled and made safe and then reinstalled. The fire sprinkler system will only have new escutcheons provided but no sprinklers are being added or replaced. ~AWM
10. The facility will remain occupied during construction. Please identify required phasing, temporary partitions, egress-maintenance requirements, noise/dust restrictions, and whether the east and west corridors may be renovated concurrently.
GOVERNMENT RESPONSE: There are no temporary partitions required. Phasing not required and both corridors can be worked on at the same time. Egress requirements must be maintained for people to pass by any work being done in the corridors. Dust must be controlled at all times. Cones and caution tape should be used around the specific work areas to prevent people from running into workers or work products.
11. Please identify the anticipated contractor staging/laydown area, construction access point, interior material/debris route, and available contractor parking. Please also confirm whether a secured dumpster or storage container may remain onsite overnight after approval.
GOVERNMENT RESPONSE: See SOW section 2.1 JM
12. Please identify allowable outage windows and maximum outage durations for lighting, emergency lighting, fire alarm/mass notification, and any other affected systems. Please confirm whether temporary lighting or power must be maintained continuously in each corridor during construction.

16. SOW Section 4.2(4) calls for 'two layers substrate' below the chair rail and references 'Floor Stone material,' DensShield, sheetrock/plywood, and wall preparation. Please clarify the exact required wall assembly, including material type, thickness, number and sequence of layers, fastening method, and extent of replacement.
GOVERNMENT RESPONSE: The existing conditions of the area below the chair rail are assumed based on 10 previous hallways recently renovated in B3001. If the existing substrate of the lower section of wall below the chair rail varies from what the SOW notes, then the intent is to remove the existing substrate and replace it with the Floor Stone / DensShield material to be flush with the current wall and then the LVT attached.
If there is no buildup of material other than gypsum wallboard and the carpet bonded material, then remove the carpeted section as well as the gypsum wall board substrate and replace with materials noted in the SOW 4.2 (4). The intent is for the LVT material to be installed over a very smooth substrate to avoid wavy and uneven defects projecting through the LVT. MJN
17. SOW Section 4.2(4) requires 3-inch by 3-inch stainless-steel corner guards only between the chair rail and base, while Section 10 26 00 states that stainless-steel corner guards extend floor-to-ceiling. Please confirm the governing height and provide the required locations and quantity.
GOVERNMENT RESPONSE: Stainless Steel corner guards are only required to be installed between the chair rail and base at all outside corners as noted in the SOW
4.2.(4). MJN
18. SOW Sections 4.1(10) and 4.2(8) require reuse of the existing 10-pound fire extinguishers in new semi-recessed cabinets. Please provide the cabinet locations and quantity and confirm whether the existing extinguishers are to be reused as-is or inspected, serviced, recharged, or replaced under this contract.
GOVERNMENT RESPONSE: New portable fire extinguisher cabinets shall be provided to match the existing. New cabinets are to be installed in the existing locations of the existing portable fire extinguisher cabinet locations. Provide the associated signage with the new cabinets per NFPA 10. Reuse the existing portable fire extinguishers that are to be paced within the new portable fire extinguisher cabinets. ~AWM
19. Please provide an inventory or schedule of existing wayfinding, post, and room-identification signage to be removed and reinstalled, and provide the Image 360 standard details required for any signs that cannot be salvaged.
GOVERNMENT RESPONSE: Post signage mounted typically up high should be removed by contractor and replaced if not damaged during removal. If damaged, then they will need to be replaced to match those that were removed. All other room signage will be removed by users vendor and reinstalled after completion of project. In addition, the user will also remove all artwork and photos from walls, and they will reinstall after completion of the project. MJN
20. SOW Section 4.2(5) requires painting all existing doors and frames on both sides along each corridor, including exit doors. Please confirm whether this includes the room-side face of every door opening onto the corridors and identify any doors/frames, hardware, signage, access-control devices, or rated labels that are excluded from painting.
GOVERNMENT RESPONSE: All doors and frames to be completely painted, inside and outside. Best practices should be employed to remove all hardware, etc. and reinstalled after painting. Rated labels should not be painted over. MJN
21. Please provide an existing reflected ceiling plan or an inventory showing ceiling heights and the locations/quantities of existing light fixtures, diffusers, sprinklers, fire-alarm devices, speakers, cameras, security devices, Wi-Fi devices, access panels, and other ceiling-mounted items in both corridors.
GOVERNMENT RESPONSE: There will be no additional drawings provided and no inventory of existing devices provided. They are clearly visible for quantity takeoffs.
New ceilings are to be installed at the current elevations. Location of sprinklers, and alarms to remain in each current location. New HVAC diffusers will be located in their current general locations. New lighting calculations per the UFC foot candle requirements as noted in SOW can be done by the lighting supplier in order to determine final quantities and layout/spacing of light fixtures. MJN
22. SOW Section 4.2(2)(a) recommends pre-priming and painting approximately 6 inches above and below the new ceiling-grid elevation. Please confirm whether this work is mandatory and must be included in the base proposal.
GOVERNMENT RESPONSE: No this is not a mandatory requirement. Upon further investigation of existing conditions, the ceiling grid sits above the top of the wall, therefore there is no need to keep this recommendation to paint the upper portion of the wall first. MJN
23. SOW Sections 4.1(3) and 4.8(4) require demolition/disposal of all ceiling-mounted speakers, while Sections 4.3 through 4.5 address fire-alarm/mass-notification devices.
Please identify whether the existing speakers are paging, mass-notification, or another system and confirm whether they are to be permanently removed, replaced, or reinstalled.
GOVERNMENT RESPONSE: Speakers shall be removed and disposed of, not replaced.
SOW 4.8 (4). MJN

The fire alarm devices will be uninstalled and made safe and then reinstalled. The fire sprinkler system will only have new escutcheons provided but no sprinklers are being added or replaced. ~AWM
25. Please confirm that existing sprinkler heads and branch piping will remain in place without relocation and that the contractor's fire-suppression scope is limited to temporary removal and replacement of escutcheon plates. If relocation is anticipated, please provide design criteria and existing sprinkler as-builts.
GOVERNMENT RESPONSE: All existing sprinkler heads and branch piping will remain in their current locations as noted in SOW 4.3. Only the escutcheons are to be removed and replaced. If any fire alarm devices are uninstalled, then save and reinstall per SOW 4.3 and 4.4. MJN.
26. Please provide the quantity, size, neck connection, airflow, and type of each existing supply diffuser to be replaced. Please also confirm whether testing, adjusting, and balancing is required after diffuser replacement and provide the existing design airflow values.
GOVERNMENT RESPONSE: All existing supply diffusers need to be removed, and new ones installed in roughly the same locations depending on final acoustical tile ceiling layout. No testing and balancing is required.
27. Please provide existing lighting circuit and panel schedules identifying the serving panelboard(s), circuit numbers, voltage, available breaker capacity, emergency circuit, and existing control configuration for both corridors.
GOVERNMENT RESPONSE: Refer to SOW 4.8 and more specifically 4.8 (2).
28. Please confirm whether the six emergency LED fixtures specified in SOW Section 4.9.1 are a fixed minimum quantity or may be revised by the contractor's photometric/code analysis. Please also provide the required locations or spacing criteria for emergency fixtures and new recessed exit signs.
GOVERNMENT RESPONSE: Photometrics and UFC’s should dictate. From our recent hallway projects over the past few years, we installed one emergency light at each end of the corridors near the door and one in the center of the hallway or at any exit out of the office areas into the hallways.
Recessed exit signs are to be placed above the doors at each end of the hallways. MJN
29. Please provide the intended control sequence and zoning for 50-percent/100-percent illumination, night-light operation, and long-range aisle occupancy sensors, including which fixtures must remain continuously energized and whether the existing control devices are to be removed or reused.
GOVERNMENT RESPONSE: Lighting as noted in SOW 4.9.1 (1). nLight Interface- N100 nLight without lumen management, Control-No sensor control.
30. Since this project is located within an occupied office environment, will hard wall partitions and negative air machines be required for the duration of the project?
GOVERNMENT RESPONSE: No hard wall partitions and no negative air machines are required for this project. MJN
31. Will access to any of the adjacent rooms within these hallways be closed during construction? If not, how will access be provided within an active construction site?
GOVERNMENT RESPONSE: Access to the adjacent rooms will need to be coordinated with the User through the Tinker PM. JM
32. Will the GOV please provide finish schedule, to include interior finishes and door/hardware schedule?
GOVERNMENT RESPONSE: Refer to SOW 4.2 in its entirety. MJN
33. This project appears to be design-bid-build with limited delegated design as outlined in SOW paragraph 3.5, Working Documents. Please confirm that no other design or engineering services are required other than SOW, Para 3.5, Working Documents.
GOVERNMENT RESPONSE: The lighting plan with photometric calculations can be submitted as a shop drawing. MJN
The fire alarm and fire sprinkler systems are not being modified. Omit SOW section 3.5(2)(b). No alarm calculations or sealed documents are required for the fire alarm and fire sprinkler systems. ~AWM
34. Does the GOV have 100% IFC construction drawings Contractors can evaluate and review for bidding and building purposes?
GOVERNMENT RESPONSE: There are no IFC drawings for this project, only the drawings and SOW that was issued for solicitation. As we mentioned during the pre-bid site walk through, there were 10 previous sections of hallways rebuilt in the past three years just inside Doors C and E that this project is identical to in nearly every design detail noted in the SOW.
35. The SOW states that all fire sprinklers in the work area shall remain in place. Because this will be an active construction site, with new ceiling work occurring, please confirm that the GOV will require a sprinkler outage to make-safe for construction/ceiling work.
GOVERNMENT RESPONSE: There is no sprinkler outage required for this project. If the contractor chooses to request and outage for the fire sprinkler system, the contractor will need to follow the Tinker AFB outage request procedure and provide a fire watch for the duration the fire sprinkler system is inoperable. Fire watch is to be coordinated with the base fire department. Contractor will be responsible for any required fire watch.
~AWM
36. Please confirm that the doors/hardware scope consists solely of removing/replacing the two doors/frames at Post AH1 between 105E and 106C and Post AH1/107B. All other existing doors/frames within the work area are to be painted, but the hardware is to remain.
GOVERNMENT RESPONSE: The only two doors to be removed and replaced are as noted in SOW 4.1 (1) and 4.2 (1). See attached photo of the style door with a frosted applied logo to the vision glass for what the user has requested. The second wood door is at the Cherokee Conference Room. All other doors and frames within the limits of this project including doors at each end of the hallway on the north and south are to be repainted, inside and outside.
37. Will the GOV have a location Contractor can safely store the removed/salvaged Mirror Domes that are to be removed and reinstalled on the walls?
GOVERNMENT RESPONSE: Yes, there are areas in B3001 that can be used for storage within this general area of the building along the west corridor. We will need to coordinate with the facility managers where those areas are prior to work beginning.
MJN
38. Is the new post signage provided and installed by Contractor? Or, is Image360 providing the signage and contractor install?
39. Please confirm that in accordance with the SOW, para 2.8, this project does not require any hazardous materials abatement of any kind.
GOVERNMENT RESPONSE: Yes, according to the Environmental Reports there are no environmental concerns for this project. JM
40. Please confirm that both hallways can be performed at the same time; the SOW does not have any required phasing.
GOVERNMENT RESPONSE: Yes, both hallways can have the construction performed at the same time. MJN
