About this file

This document is a Pre-Bid Request for Information (RFI) responses for federal contract WWYK250096, titled "Repair Stormwater Spill Gate 11 Structure." The RFI addresses 13 questions and concerns raised by potential bidders regarding project scope, site conditions, and technical specifications.

Key clarifications from the Government responses include: the Government Acceptance Period remains 10 calendar days; contractors must clear all vegetation within 30 feet in all directions of the spill gate within the base fenceline with no tree replacement requirement; the staging area may be relocated with Base/User approval via formal submittal; creek disturbances are permissible under environmental protocol with contractor coordination with identified Points of Contact; temporary security fencing may be relocated to the west side provided it meets UFC/spec/Tinker Standards and maintains continuous barrier protection, with mandatory Security Forces inspection and approval before removal of existing perimeter fencing; and this is a Design-Bid-Build project with no design efforts required, though shop drawings for fence submittals and other applicable components must be submitted for review. Regarding material substitutions, contractors may submit alternative products (flex-a-mat for riprap, cellulose grout for polyurethane foam) through formal submittal and substitution request processes, requiring complete technical data sheets, comparative performance documentation, and impact assessments; however, specified products remain the basis of design unless formal written approval is granted. The document includes site photographs showing the void condition under concrete and overall project site conditions. Responses were provided by DBS (Design-Build Specialist) and RP (Resource Planning) representatives, with the COR being S. James Potter, digitally signed on July 10, 2026.

REPAIR STORMWATER SPILL GATE 11 STRUCTURE

WWYK250096

Pre-Bid RFIs

1. SF 1442 Box 13.d. Government Acceptance Period:

a. Situation: The Calendar days listed for Government acceptance is 10 days.

b. Information Requested: Does the Government want to extend the number of days?

c. Government Response: Contact your Contracting Officer or Specialist -DBS

i. PZ Answer: No

2. Tree Removal:

a. Situation: There are a lot of non-tagged trees located along the south side of site and Soldier Creek.

b. Information Requested:

1. Does the Government want these trees removed?

2. If yes, what is the extent of removals?

3. Will the Government require the “policy that for every tree removed two replacement trees shall be planted” found in Para. 1.4 of Spec 00 72 00?

c. Government Response: Contractor is to clear all vegetation within 30-ft (N-S-W) of the spill gate within the base fenceline. There will be no requirement to replace any trees for this effort. -DBS

3. Staging Area – CG104 Keyed Note #2:

a. Situation: The sheet indicates that the staging area is located on the north side of the site. Access to this area is limited and heavy equipment will have a difficult time accessing this location.

b. Information Requested:

1. Please verify if this area has access for heavy equipment.

2. If not, could the staging area be moved to the south side (if the trees are removed)?

c. Government Response: Yes, the staging area may be moved with Base/User approval.

The location must be approved via the Staging Area Request submittal. -DBS

4. Creek Protection – Sheet CG104 Keyed Note #4:

a. Situation: In order to “pump and reroute water for the duration of construction” there might be some disturbances of the creek.

b. Information Requested: Please verify if this creek area is a Jurisdictional Wetland as which is regulated by the USACE.

c. Government Response: Disturbances to the creek will be allowed IAW Environmental protocol. Contractor shall discuss and share details with POCS (John Krupovage, Ray Moody, John Troung). -RP

5. LOC, Temporary Security Fencing, and Off Base Access – CG104:

a. Situation: The limits of construction “LOC” do not encompass the entire work area. Also, a lot of work needs to happen outside of the proposed temporary security fence, or at least a buffer area.

b. Information Requested: With the work area access concerns and staging area, would the Government accept moving the temporary security fencing to the west side of the work area so that this project’s repairs could be performed off Base? Refer to example below:

c. Government Response: This is acceptable, provided the temporary fence is built to UFCs/specs/Tinker Standards, and always maintains a continuous barrier. The temporary fence must be installed AND inspected/approved by Security Forces prior to removal of any existing perimeter fencing. -DBS

6. Design By Contractor:

a. Situation: The Government drawings are listed as 35%.

b. Information Requested: Please confirm no design efforts are anticipated by the contractor.

c. Government Response: Correct. This is a Design-Bid-Build. However, shop drawings for fence submittals and other applicable components are to be submitted for review. -DBS

7. Additional Government Pictures:

a. Situation: It was indicated at the site visit that the Government has additional pictures of the void under the concrete prior to the riprap being added.

b. Information Requested: Can the Government provide these additional pictures.

c. Government Response: See below…-DBS

8. What are the limits of clearing and grubbing?

Government Response: Refer to RFI #2. -DBS

9. Can the temporary fence be moved further east of the project area?

Government Response: No. -DBS

10. Can alternate repairs be provided, such as deeper and longer cut-off walls, and used for fence foundations?

Government Response: The government believes that the provided contract drawings contain adequate details and location information for the required repairs. However, if the contractor wishes to propose alternative repairs, they must submit detailed technical drawings and justifications for review and approval. If necessary, a coordination meeting can be scheduled to clarify the proposed alternatives. -RP

11. Can flex-a-mat be used instead of rip rap downstream of the spill gate?

Government Response: The contractor shall proceed with the product specified in the approved design plans. However, an alternate product may be considered if submitted through the formal submittal and substitution request process. Any such submittal must include complete technical product data sheets, a side-by-side comparison proving equal or superior performance, and an assessment of any impact on project cost, schedule, or coordination. The specified product remains the basis of design unless a substitution is formally approved in writing. -RP

12. On sheet s-101, can the base elevation of the fence be defined, or does the contractor need to field fit and provide design-detail shop drawings?

Government Response: No design is required or anticipated. However, shop drawings for fence submittals and other applicable components are to be submitted for review. -RP

13. Can cellulose grout be used as a substitute for the polyurethane foam injection on the sunken slab and scour section?

Government Response: The contractor shall proceed with the product specified in the approved design plans. However, an alternate product may be considered if submitted through the formal submittal and substitution request process. Any such submittal must include complete technical product data sheets, a side-by-side comparison proving equal or superior performance, and an assessment of any impact on project cost, schedule, or coordination. The specified product remains the basis of design unless a substitution is formally approved in writing. -RP
