About this file

This document is a Questions and Answers (Q&A) response for federal contract opportunity WWYK250088 MAC BOA, concerning repair of interior walls in building B8400.

The government addressed three contractor inquiries regarding the project scope and requirements. In response to the first question, the government clarified that no deck replacement is required, as damaged decking was already addressed through an ongoing roof replacement project. Regarding the second inquiry about as-built roofing system documentation, the government confirmed that such documentation was provided to contractors prior to the pre-bid site visit, with contractors unable to locate files directed to contact the Contracting Specialist or Contracting Officer. For the third question concerning design submittal schedules and requirements, the government emphasized this is a "construction only" project rather than a "design-build" project. The government noted that SOW Section 1.3.3 permits subcontractor firms performing "delegated" design to offer engineering or architectural services authorized in any U.S. State or Territory, with Oklahoma state licensure not required for individuals responsible for signing or sealing documents. The delegated design requirements are referenced in SOW Section 3.5, Working Documents. The document was digitally signed on March 18, 2026.

RFI's For WWYK250088 MAC BOA WWYK250088 ~ Repair Interior Walls, B8400

1. Can the government provide guidance on the areas that are needed for deck replacement (minimum SF)?

Government Response: No deck replacement is required. The damaged decking was addressed by the ongoing roof replacement project.

2. Can the government provide as-built data on the existing roofing system?

Government Response: As-built documentation was made available to contractors prior to pre-bid site visit. If, for whatever reason, a contractor did not receive as-built documentation, correspond with the Contracting Specialist / Contracting Officer to request the files.

3. Can the government provide the schedule for design submittals and the submittal requirements (65%,95%,100% and IFC) if necessary.

Government Response: This is a “construction only” project, not a “design-build” project. SOW Section 1.3.3 indicates “Subcontractor firms performing ‘delegated’ design shall be authorized to offer engineering or architectural services in a US State or Territory. An Oklahoma license will not be required for individuals responsible for signing/sealing documents.” The ‘delegated’ design indicated is referenced in SOW Section 3.5, Working Documents.
