About this file
This is a Pre-Bid Request for Information (RFI) Response memorandum from the Department of the Air Force, 72nd Air Base Wing at Tinker Air Force Base, dated 25 August 2026, addressing contractor inquiries regarding Project WWYK200131 - Repair Chilled Water System, B2280, located in Building 2280.
The primary subject matter concerns the applicability of alkali reactivity testing requirements specified in Specification 32 13 13.06, paragraph 2.1.3.2 for the concrete scope of work. The contractor requested confirmation that extensive quality control testing for alkali reactivity—which adds approximately 25% to concrete scope costs and is standard for airfield paving projects—should not be required for this heavy mechanical scope. The Government Response approved the contractor's request with the provision that this exception does not release or relieve the contractor from warranty work related to concrete quality or installation, and that all concrete must meet or exceed all other specifications in 32 13.06. The memorandum identifies four primary government points of contact: Cole Hixon (Project Manager), Mark Williams (Construction Inspector), Joshua Wheeler (CSAG Program Manager), and Billy Deal (Contracting Officer Representative), with corresponding contact phone numbers provided for proposal preparation coordination.

SUBJECT: Pre-Bid RFI Response Project: WWYK200131 - Repair Chilled Water System, B2280
Reference: Email, 21 Aug 26, Concerning Alkali Reactivity Tests, WWYK200131 - Repair Chilled Water
System, B2280
1. This office reviewed the referenced RFIs for the subject project and provided answers below. Please forward to the contractor(s) for their use in preparing proposals
(1) Specification 32 13 13.06, para 2.1.3.2 requires extensive and costly quality control testing. This requirement, which is standard for airfield paving, should not be included for the concrete scope covered under this contract. The alkali reactivity tests requires a significant amount of time, and costs a significant amount of money – it adds close to an additional 25% on to the concrete scope. This requirement is typically included in every Tinker AFB project, but is usually removed during pre-bid RFIs. Unfortunately, since this is a heavy mechanical scope, this concrete requirement was overlooked. We are requesting the GOV confirm that the quality testing required in 32 13 13.06, para
2.1.3.2 is not require for this project.
Government Response: No exception taken to contractor request PROVIDED, this does not release/relieve the contractor of any warranty work in relation to the concrete quality of the product or installation. Concrete must at least meet or exceed all other specifications required in 32 13.06.
