About this file
This document is a Request for Information (RFI) for the WWYK240021 Repair Vehicle Exhaust System project at Tinker Air Force Base, located in Building B1130. The RFI contains 28 questions and government responses covering critical project details, including the contract period of performance (225 days after Notice to Proceed), proposal due date (23 June 2025 by 2:00 pm), and specific technical requirements for the vehicle exhaust system replacement.
Key technical details include the project's intent to remove and replace the entire existing vehicle exhaust system to achieve required extraction rates per the ACGIH Industrial Ventilation Manual, with specific considerations for different rooms and vehicle types. The government specifies requirements for hose reel attachments (4" and 6" tailpipe diameters), potential need for Y-hose assemblies, and design submission stages (65% and 95% design packages). The project is specifically for MAC BOA Holders at Tinker AFB, with an initial site visit scheduled for Wednesday, May 14th at 10:30 CST, which is mandatory for proposal eligibility.

RFIs for WWYK240021 Repair Vehicle Exhaust Sys, B1130
1. Is this project tax-exempt? If so, will the government provide a tax-exempt form to the awarded contractor so that they may provide it to their subcontractors?
• Gov’t Response: No, the project is not tax exempt.
2. What is the contract period of performance from NTP?
• Gov’t Response: POP should be 225 days after NTP, see solicitation page 7
3. What is the current due date for proposals?
• Gov’t Response: Solicitation posted on SAM.Gov, shows proposals due 23 June 2025 by 2:00 pm
4. We cannot locate a solicitation (SF1442) that indicates the contract period of performance, due date, etc. Will the GOV provide a solicitation?
• Gov’t Response: Solicitation posted on SAM.
5. Please provide the cut-sheets/product data sheets on the existing vehicle exhaust system units, fans, motors, etc.
• Gov’t Response: Product data sheets are attached to this response. - AGA
6. Please provide as-builts for the B1130 roof system.
• Gov’t Response: Docs will be provided.
7. Is there a mandated duration per phase? If so, please indicate.
• Gov’t Response: Coordination with the user will take place during construction.
8. The SOW states that this is a design-build project with 35%, 65%, 95%, and 100% FINAL IFC design packages. Would the GOV consider fast-tracking straight to 95% since this design/scope is non-complex?
• Gov’t Response: I suggest that we limit it to 65% and 95% to give us time to ensure they caught everything. - AGA
9. Please provide the extraction rate for the largest vehicle engines allowed to be serviced in Room 147.
• Gov’t Response: Each room in the building services a variety of vehicles. The extraction rate is given in the SOW as required by the ACGIH Manual for the largest engine along that rail (VEF number). - AGA
Please provide the extraction rate for the largest vehicle engines allowed to be serviced in Room 146.
• Gov’t Response: Refer to Question 9. - AGA
Please provide the extraction rate for the largest vehicle engines allowed to be serviced in Room 137.
• Gov’t Response: Refer to Question 9. - AGA
Please confirm that there is no work associated with any life safety system, to include fire alarm, fire suppression, mass notification systems, public address systems, etc.
• Gov’t Response: No work on any life safety system is required. – QAG
The existing vehicle exhaust system is shut down when the fire alarm is in alarm. Will the new vehicle exhaust system need to be shutdown by the fire alarm system.
• Gov’t Response: No, these are localized vehicle exhaust systems and do not need to be shut down by the fire alarm system. – QAG
Phasing – will we be able to demo all of the vehicle exhaust systems in the building at once or just the north end or south end at a time?
• Gov’t Response:
Can we reuse the existing conduits that are feeding the vehicle exhaust system now?
• Gov’t Response: No each exhaust system needs to have its own disconnect and conduit.
Are there any work restrictions/access restrictions for the building?
• Gov’t Response: No
The submittal register has a number of submittal line items highlighted. What does the highlight indicate?
• Gov’t Response: Submittal register PDF is attached. Highlighted items are N/A
- JO
There are a significant number of submittals shown on the submittal register that are not applicable. Please confirm that submittals that are not applicable to this project due to scope of work are not required to be submitted post-award.

19. Is the intent of this project to achieve the extraction rate for the largest vehicle engines allowed to be serviced in each room and compliance with ACGIH Industrial Ventilation: A Manual of Recommended Practice for Design, or is it to remove and replace the entire existing vehicle exhaust system, to include fan, motor, hose reels, attachments, and exhaust rail system and structural supports, in order to achieve the extraction rate for the largest vehicle engines allowed to be serviced in each room and compliance with ACGIH Industrial Ventilation: A Manual of Recommended Practice for Design?
• Gov’t Response: Intent is to remove and replace to achieve the required extraction rate required for each room as required by the ACGIH Manual, -AGA
20. What is the largest vehicle engine allowed to be served in room 147?
• Gov’t Response: Each room services a variety of vehicles. Refer to Question 9.
21. In room 137, are all vehicles top exhaust considering the 675-cfm requirement?
• Gov’t Response: No, each exhaust rate depends on the location and tied to the rail (VEF number) at that location. Refer to Question 9 for more. - AGA
22. Can hose reels be mounted on walls or ceiling instead of on rails?
• Gov’t Response: MECH Intent was rails to limit the number of fan penetrations.- AGA Suggest ARCH confirm.
23. What are all the tail pipe diameters?
• Gov’t Response: Except for VEF6 and VEF10, each hose reel attachment should be for a 4” tailpipe should be provided on all reels. The largest vechicles are serviced by VEF6 and VEF10 where each hose reel attachment should be for a 6” tailpipe. - AGA
24. Will any Y hose assemblies be needed, and type of nozzle if required?
• Gov’t Response: Confirm with the USER. Y hose assemblies will be required, 4” will be needed and possibly 6”. Some vehicles serviced are newer pickups with dual exhaust pipes. These are serviced along the rail for VEF 9 shown on the drawings. A typical hose connection for a 4” tailpipe can be provided however check with the User during the design phase if a dual pipe coupling is needed. - AGA
25. 175 cfm per hose reel is low, a minimum of 350 cfm per 4” hose is industry standard for cars. Specify where in the ACGIH Manual this is called out.
• Gov’t Response: The rate given in the SOW is the minimum for each reel connected to an exhaust fan when operating all reels simultaneously. Anything over this minimum is acceptable in the design if it makes selection of the exhaust fan more convenient. - AGA
26.
• Gov’t Response: Repeat question. See Question 13.
27. Phasing – will we be able to demo all the vehicle exhaust systems in the building at once or just the north end or south end at a time?
• Gov’t Response: Repeat question. See Question 14.
28. Can we reuse the existing conduits that are feeding the vehicle exhaust systems now?
• Gov’t Response: Repeat question. See Question 15.
