About this file
This is a Questions & Answers document for federal solicitation FA813226Q0058 issued by the U.S. Air Force (OC-ALC). The requirement involves upgrading a vacuum furnace control system by integrating Wonderware InTouch 2023 R2 Workstation software (5KTag/750 Win w/I/O) with an existing G-M Enterprises 2-bar horizontal front-loading furnace and developing a new human-machine interface. The current system operates on Wonderware version 10.1.200. Key requirements include contractor qualification through documented training, system-integrator credentials, and relevant project experience rather than manufacturer-issued certification. The exact Wonderware license version specified is mandatory due to Cyberspace Infrastructure Planning System (CIPS) approval restrictions; if the version becomes unavailable, a new CIPS approval must be obtained before purchase. Onsite installation, integration, and acceptance testing is scheduled for one week, with no specified maximum overall completion timeframe. The contractor must comply with OC-ALC Operating Instruction 21-203 (Chapters 1, 2, and 3). Documentation regarding the existing application backup and electrical/control system drawings will only be provided post-award. The computer system will operate as a standalone unit without network connectivity. The Non-Manufacturer Rule does not apply to this service-oriented acquisition. Section 1.5 (Malfunction and Notification Process) and post-installation warranty requirements have been removed from the Performance Work Statement.

QUESTIONS & ANSWERS, SOLICITATION FA813226Q0058
1. Existing Wonderware/InTouch Application: Would the Government be able to provide a backup/copy of the existing Wonderware/InTouch application currently operating the furnace? If so, can this be provided during the quotation stage, or would it only be made available after award? We have a backup copy of the current operation software; this can only be provided after award (if needed).
2. Current Wonderware Version: What Wonderware/InTouch version and build is currently installed on the existing system? The current version is 10.1.200.
3. Furnace Information: Could the Government provide the furnace manufacturer, model, serial number/nameplate information, and, if available, a clear photograph of the furnace nameplate? Appendix A (Equipment List) was inadvertently left out of the solicitation. This contains the information you need and will be uploaded to SAM.gov.
4. Electrical/Controls Documentation: Are the existing electrical schematics, control drawings, PLC documentation, I/O information, network/communications information, or other applicable control-system drawings available for the furnace?
If available, could these be provided for quotation purposes? We only have 1 hard copy of the manual which includes the operation manual, electrical schematics, and drawings. These cannot be shared before award.
5. Application Backup/Data Sharing & NDA: If the existing Wonderware application backup or other control-system files are provided, may we share those files with its proposed technical subcontractor/system integrator for quotation and performance purposes? Are there any NDA, proprietary-information, cybersecurity, CUI, or other handling requirements that must be completed before those files can be shared? The manual cannot be sent out.
6. Subcontractor Technical Experience and References: For the Capability & Experience evaluation, may We, as the small-business prime contractor, rely on the relevant Wonderware/InTouch experience, certifications, technical personnel, and customer references of its proposed technical subcontractor/system integrator to demonstrate capability? If your subcontractor is providing the service, their experience, certifications and references are what we need to see.
7. Wonderware/AVEVA Qualification Requirement: The PWS requires the contractor to be certified and/or qualified to integrate the Wonderware license with the furnace and new interface. Does the Government require a specific AVEVA/Wonderware manufacturer-issued certification, or can qualification be demonstrated through relevant training, system-integrator credentials, and documented project experience? Training, credentials and experience will work for this requirement. Be specific when documenting how the technicians are qualified to do this work.
8. Wonderware License: The PWS identifies Wonderware InTouch 2023 R2 Wkst 5KTag/750 Win w/I/O. Please confirm whether this exact license/version is mandatory or whether the current AVEVA successor/equivalent license would be acceptable if the specified product has been superseded or is no longer commercially available. This exact license/version is required. The Cyberspace Infrastructure Planning System (CIPS) has only approved this specific version. If the version has changed and is not available, a new CIPS would need to be submitted and approved before we can purchase.
9. Performance Schedule: The Quote Sheet requests that the offeror provide delivery time in days after receipt of order. Is there a required or desired maximum completion period for the entire upgrade, including configuration, onsite installation/integration, and acceptance testing? There is no required or desired maximum completion time. Currently the onsite install/integration and acceptance testing is set for 1 week. This does not include shipping time there and back and the offsite configuration.
10. Small Business / Non-Manufacturer Rule: The solicitation states that the Non- Manufacturer Rule applies to this acquisition. Since the requirement includes software licensing as well as engineering, configuration, onsite integration, and testing services, could you please clarify how the Government intends the NMR to apply to this requirement? Additionally, are there any specific limitations on subcontracting that the prime contractor should account for when structuring its technical subcontracting arrangement? Since the majority of this requirement is a service, the Non-Manufacturer Rule does not apply. We apologize for the confusion.
11. Appendix B: The PWS references Appendices A, B, and C. Appendix A and Appendix C were located in the solicitation files; however, no document labeled Appendix B was identified.
Please confirm whether Appendix B is applicable to this requirement and, if so, provide the appendix for inclusion in the solicitation package. Appendix B was not used in this solicitation. 1.8 Off-Site Repair/1.8.1 – Revised Appendix from B to A.
12. PWS Section 1.5 – Malfunction and Notification Process: The requirement appears to be a one-time Furnace Interface upgrade; however, Section 1.5 includes contractor on-site response requirements following a system malfunction. Please clarify:
a. Whether Section 1.5 applies to this requirement;
b. The duration of any warranty or post-installation support period; and
c. Whether the two-business-day domestic/five-business-day overseas response requirement applies during that period. 1.5 – Malfunction and Notification Process does not apply – Section removed.
13. OC-ALC OI 21-203: The PWS requires compliance with OC-ALC Operating Instruction (OI) 21-203, Chapters 1, 2, and 3, as applicable. Please provide the applicable instruction or identify the specific provisions that apply to this requirement. A copy of the Operating Instructions has been uploaded to the solicitation as Attachment 5.
14. PWS Section 3.2.13 – Computer Connectivity: Please clarify whether Government-provided connectivity will include authorized remote and/or field access for contractor troubleshooting and computer/human-machine interface (HMI) technical support. If remote access is authorized, please identify any applicable access, approval, or security requirements. It will not require the Contractor to connect to our networks. The computer is a standalone that will not connect to our network.
15. For solicitation FA813226Q0058, please provide the available electrical schematics and control-system drawings for Furnace Vacuum #45, the subject 2-bar horizontal front-loading furnace. We do not own nor are we able to distribute the drawings and schematics for the G-M Enterprises equipment: furnace vacuum #45 2-bar horizontal front-loading (heat treat). This information would have to be requested from the original equipment manufacturer, G-M Enterprises.
