About this file
This is a Performance Work Statement (PWS) for upgrading the furnace interface on the Furnace Vacuum #45 2-Bar Horizontal Front-Loading (Heat Treat) at Tinker Air Force Base's Oklahoma City-Air Logistics Complex (OC-ALC). The contract is a one-time service engagement prepared by OC-ALC/OBCA as of August 25, 2026.
The contractor must provide all labor, tools, equipment, test equipment, materials, parts, quality control, transportation, and inspection manuals necessary to perform the upgrade. The existing interface is malfunctioning with non-operational touchscreen, suspected motherboard and hard drive failure, extreme lag, USB connectivity issues, and Microsoft load screen glitching. The contractor shall purchase and register one Wonderware InTouch 2023 R2 Wrkst 5kTag/750 Win w/ I/O software license and perform all in-house installation and configuration. Key deliverables include demonstrating that the upgraded interface meets or exceeds specified requirements through testing of security features, furnace graphics displays, process overviews, process programming menus, alarms functionality, historical data displays, and recipe programming parameters covering leak rate verification, ramp rates, soak temperature, soak duration, guaranteed soak bands, cooling modes, and event parameters. The contractor must be present for acceptance testing and ensure successful demonstration of all events and routines; if programming errors are found, corrections must be made and re-tested for compliance. Additional requirements include providing written equipment evaluation reports within one business day of inspection, service reports within five business days of completion, handling off-site repairs with documented justification, conducting performance checks upon completion, and returning equipment within five business days of repair completion. The contractor must comply with extensive environmental, safety, security, and administrative requirements including hazardous materials management, safety data sheets, environmental training, tool control accountability, FOD/DOP training, security briefings, and personnel vetting procedures.
