About this file

This is a Questions and Answers document for Air Force solicitation FA813226Q0048 concerning Reverse Osmosis Membrane Replacement services (Serv P26-054). The document clarifies key requirements and expectations for contractors bidding on this service requirement.

The solicitation does not require original equipment manufacturer (OEM) membranes exclusively; equivalent membranes meeting or exceeding original specifications are acceptable. All replacement O-rings, seals, and consumable components must be included in contractor quotations. The contractor is responsible for complete lockout/tagout and system isolation procedures. The government has confirmed minimum 48 inches of clearance on each end of all reverse osmosis membrane housings to allow for membrane removal and installation. Membrane feed pressure and membrane outlet pressure operate at 200-300 psig. Water quality testing requirements following membrane replacement include: pH 6.3-7.5, alkalinity 40 ppm, color 150 units, turbidity 30 units, suspended solids 30 ppm, total dissolved solids 50 ppm, calcium hardness 50 ppm, total hardness 70 ppm, chlorides 10 ppm, and silica 10 ppm. This is a new requirement with no incumbent contractor. No site visit is available or recommended prior to quotation submission. Current equipment specifications and membrane information are referenced in Attachment 2. Specific base access, security, escort, and scheduling requirements are detailed in PWS sections 1.28 (Visitor Pass) and 1.11 (Hours of Operations). The contracting officer is Marc J. Kreienbrink, with technical points of contact being Mary Katherine Maraschick (Process Engineer) and Christopher Ray (Chemical Engineer).
