About this file
This document is a Questions and Answers file for Solicitation FA813225Q0038 for X-Ray Producing Systems Maintenance. The solicitation requires a contractor to perform preventive and remedial maintenance on various X-ray systems, with specific qualifications including five years of experience working with non-portable and portable X-ray producing systems. Contractors must provide documentation of job-specific training and satisfactory performance in X-ray system maintenance. A critical requirement is that all safety interlock maintenance must be performed by the original equipment manufacturer, Technical Services Group (TSG), which must be subcontracted for these specific components.
Key contract details include that potential awardees can be factory trained by manufacturers like Gulmay, Comet, Yxlon, or Xray Worx, and do not require a license to work on irradiation-producing equipment (except when building lead-lined X-ray enclosures). For remedial maintenance, contractors will provide fully burdened labor rates and travel rates, with parts to be determined separately as needed. The contractor must demonstrate personnel qualifications to work on both non-portable and portable radiographic inspection equipment, including X-ray generators, tubes, cables, controllers, warning devices, and cooling systems.

FA813225Q0038 – X-Ray Producing Systems Maintenance
QUESTIONS AND ANSWERS
1. Para 1.2 PWS States this” Prevention and remedial maintenance on the safety interlocks is done by original equipment manufacturer TSG and must be subcontracted out to the OEM.
a. Question: What is driving the requirement for TSG to be the only company that can touch TSG interlocks?
Answer: TSG designed and manufactured the interlocks – proprietary data.
b. Question: Does TSG have an exclusive right to PM all gov TSG interlocks?
Answer: Yes
c. Question: Does TSG have an exclusive right to repair all gov TSG interlocks?
Answer: Yes
2. Para 1.4 PWS states” Remedial Maintenance (RM): is the repair of equipment and systems with parts,” Question: Are you asking for a certain dollar amount of parts to be included in RM or will the gov determine an NTE amount after award for parts?
Answer: For RM, you will provide your fully burdened labor rate along with your travel rate. Please multiply the labor rate by the estimated number of RM hours per RM CLIN for each year. You do not need to include parts – that will be determined if and when a repair is needed.
3. Question: Is it acceptable to have potential awardees to be factory trained by Gulmay, Comet, Yxlon, or Xray Worx to work on Xray systems referenced in the equipment list or do we have to subcontract the actual Xray system to the OEM for PM and Repair?
Answer: The only special requirement is for the TSG Interlocks – due to proprietary design, the OEM must repair those. You will not need to send the rest of the equipment to the OEM for PM or RM. See the requirements from the PWS below:
