VACUUM FURNACE AND POLYCOLD CHILLERS

Q&A’s
1) In section 1.1.1 of the PWS it calls for OEM parts. This task can prove to be difficult, but are equivalent parts that conform to the manufactures equipment specifications acceptable?
Yes, as long as they are equivalent and conforms to the specifications as mentioned.
2) Section 1.4 of the PWS. We want to make sure that we interpret this bid correctly. In general, this is for repair work after failure and does not encompass preventive maintenance as part of this bid.
Correct.
3) In section 1.4.1. point 5 of the PWS we see the statement “The Government and Contractor will then negotiate settlement for the RM work.” At this stage of the process its just trying to say that we need to include actual numbers of labor and material costs. No negotiations will take place, but more finalize the numbers of worked hours and material to update written approved estimate.
Noted. No negotiations.
4) In section 1.24 of the PWS we see that you are requesting “Contractor shall be a licensed to work on Polycold refrigerant systems.” Would a licensed HVAC technician or union worker be able to meet this requirement.
Yes, a licensed HVAC technician would be able to work on Polycold refrigerant systems.
5) In section 52.212-1 Instructions to offers number 3C and 3D describe knowledge and experience with AMS 2750, which we have, but this is not described in the PWS as a requirement. Is the contractor expected to perform pyrometry services or just have knowledge so that failing furnaces are repaired in order to pass survey?
Correct, the contractor is not expected to perform SAT/TUS, but knowledge on why a furnace failed those tests and how to resolve the issues is required.
6) On the quote sheet section 2 service and price. We are a little confused on how to fill this out. Typically, when we sign a long-term contract with our customers, we agree to a set fixed price for labor rate depending on the trade along with how expenses will be billed. We would send a potential service agreement as part of the quote process. This is typically not done as a lot price. Is a service agreement an acceptable format?
For quote purposes we would like to have the form filled out with your quoted prices. If there are other additional documents, you would like to send please do so and attach them as additional attachments.
