Questions/Answers for Technical Training FA813222R0002, previously numbered FA813221R0005.

***Please see updated Performance Work Statement and Amended solicitation.

***Reminder: All questions must be submitted by COB 29 Dec. 2021. There will be no direct responses to questions. All answers will be posted on www.sam.gov .

Question 1: Tools in tool boxes were Government Furnished Property (GFP) but Tool Boxes are Contractor Furnished Equipment (CFE), was there any reference to tool boxes in Performance Work Statement (PWS)?

Answer: The minimally required tool boxes are included in Appendix E (Contractor Furnished Equipment) of the PWS.

Question 2: Are there tools that are not GFP that need to be priced in proposal?

Answer: At a minimum, all the tools that are listed on the Contractor Furnished Equipment list located in Appendix E of the PWS should be priced into your proposal.

Question 3: In reference to consumables ie. Sheet Metal, how does contractor acquire materials? Can they be bought in advance/bulk or do they need to be Just in Time?

Answer: The U.S. Air Force (AF) provides Government Furnished Material (GFM) through a Government Supply Account. In the event there is a delay or AF cannot provide GFM, the awardee would send a quote to the Contracting Officer’s Representative for approval by the Procuring Contracting Officer (PCO). After the PCO approves the quote, the contractor can acquire the materials through their own supplier(s). The Contractor would be allowed to acquire materials in bulk or “Just in Time”, provided the Contracting Officer has given written approval. The contractor would then submit a Request for Equitable Adjustment under the terms of the contract IAW FAR 52.243-1 Alt III Changes – Fixed Price and DFARs 252.243-7002 Request for Equitable Adjustment. See amended solicitation for clause details.

Question 4: Air Compressors are CFE. What is the output needed/is this info in PWS?

Answer: The primary demand they have on the air compressor is for the sheet metal class where they could have as many as ten benches using air tools (i.e. pneumatic drills, pneumatic air hammers, etc.).

Contractor will provide an air compressor sufficient to provide a minimum of 40 Standard Cubic Feet per minute at 90 PSI.

Question 5: Are there classes that reoccur regularly/annually? What does the cycle look like ie. Every 6 weeks?

Answer: There are no classes that reoccur annually. There is only one course that is recurring for students on this contract. This course is the Adult Cardiopulmonary Resuscitation (CPR)/Automated http://www.sam.gov/

External Defibrillator (AED) Course 4 hour course. Students that attend this course must be retrained every 24 months to maintain qualification, unless their mission requirements change.

Question 6: How long has the incumbent had the current contract?

Answer: The contractor has been performing this effort since 1982. However, the current contract was put in place in 2016.

Question 7: Who is the small business contact for providing capabilities statements?

Answer: Capability statement can be sent to afsc.sb.workflow@us.af.mil

Question 8: Will you post or otherwise make available the digital class materials?

Answer: We are not publicly posting or making digital course materials available at this time. However, if potential offerors want to review the course materials, it can made available if a written request is sent to Sacia Fowler at sacia.fowler@us.af.mil . All requests must be received by 12/21/2021. If a timely written request is received, materials will be available for viewing via a government Zoom call on 12/27/2021.

Question 9: Are small businesses required to submit a Subcontracting Plan?

Answer: Small businesses are exempt from submitting subcontracting plans, however they would still need to submit a Small Business Participation Plan with their proposal.

Question 10: In the Instructions to Offerors, Addendum 52.212-1 we would like clarity on the essential elements listed in 3.2.2 (e). with regard to the Small Business Participation Plan.

Answer: Addendum to FAR 52.212-1 paragraph 3.2.2 (e) states:

“The offeror shall describe their small business participation approach. At a minimum, the approach must address the plan to include small business participation for at least 3% of the offeror’s total price proposal IAW the PWS (DFARS 215.304(c)(i), Evaluation factors and significant subfactors). The small business participation approach shall include the extent to which such firms are specifically identified in proposals and the extent of commitment to use such firms. The small business participation approach is not to be confused with an offeror’s small business subcontracting plan. (FAR 52.219-9 and DFARS 252.219- 7003)

Offerors are required to submit a plan or approach to achieve a small business participation plan of at least 3% of the offeror’s total price proposal.” The small business participation plan should specifically provide:

1. List of small business subcontractors to be utilized,

2. And state extent of utilization quantitatively to show a minimum of 3% of

Offeror’s Total Price Proposal for small business participation .

Question 11: Can our past CPARS reports be submitted in place of filling out the attachment ITO Attachment 1.1 PAST PERFORMANCE IMFORMATION FORM that is found in 52.212-1?

Answer: No. It is very important that you fill out the information on the forms provided. Addendum to FAR 52.212-1 paragraph 4.1.1 states:

“ Each offeror shall submit a past performance volume with its proposal, containing past performance information in accordance with the format contained in Attachment 1.1 of the ITO. The Past Performance volume shall include a team list, which includes the prime contractor, all significant subcontractors, teaming partners, and/or joint venture partners proposed to perform the work outlined in the solicitation. The offeror shall describe the portion of effort each team member is proposed to perform in relation to the Factor 1 Technical subfactors, Factor 3 Price, and address the Scope, Magnitude and Complexity of the work performed. The Government Past Performance Evaluation Team (PPET) evaluates each member of the offeror’s team for relevancy and performance, based on their proposed portion of effort.

Therefore, it is important for the offeror to provide a detailed portion of effort description, in order for the PPET to conduct an accurate assessment. Offerors shall also provide approximate percentages for portion of effort for each team member. For the Past Performance evaluation, the Government will use data provided by the offeror in the Past Performance volume, as well as data obtained from other sources.”

Addendum to FAR 52.212-2 paragraph 2.3.2 Evaluation Process gives further guidance on the manner in which an offeror’s past performance will be evaluated.

Question 12: Who is supposed to complete Section 4: EVALUATION and Section 5: NARRATIVE SUMMARY of 52.212-1?

Answer: Sections 4 and 5 of Attachment 1.2 Past and Present Performance Questionaire of the Addendum to FAR 52.212-1 shall be completed IAW Addendum to FAR 52.212.-1 paragraph 4.2.2, which states”:

“As soon as practicable, offerors shall complete Section 1 of the attached Past Performance Questionnaire (Attachment 1.2) and e-mail it and the Performance Questionnaire Letter (Attachment 1.3) to all points of contacts (POCs) the offeror has listed in the Past Performance Information Form (Attachment 1.1). The POCs will complete the questionnaires and forward them directly to the Past Performance Evaluation Team (PPET). (Attn: Sacia Fowler). Email address for questionnaires is sacia.fowler@us.af.mil. RESPONDENTS TO THE QUESTIONNAIRES SHALL NOT SEND THE COMPLETED INFORMATION SHEETS BACK TO THE OFFEROR. Offerors shall not follow-up with respondents to ensure they have completed the questionnaires. The PPET will conduct such follow-up with any POC as necessary.”

Question 13: Can you provide clarity on the 1.2.16 On-the-Job-Training in the PWS. Please give an example/scenario of what will be expected of us?

Answer: When the Contracting Officer’s Representative (COR) identifies a need for On-the-Job training (OJT), they will coordinate with the contractor to determine the availability of the necessary instructors in the upcoming month. OJT is utilized on an “as needed” basis when an employee requires additional training, in lieu of a formal class. The OJT request submitted by the COR will include the total number of hours required, the subject of the required training and the number of students that will require OJT. The request for OJT support may coincide with the submission of the approved class schedule IAW

PWS 1.2.1.

SCENARIO: OJT is requested for 2 engineers to use the virtual paint booth with instructor assist for a total of 8 hours of instruction. This equates to one (1) Session of On-the-Job training. Since this request is for an instructor with skillsets already maintained for a course taught by the contractor, the contractor shall be expected to schedule this OJT just like the training IAW 1.2.1.

Question 14: In the PWS 1.2.16 it states that there is an estimated requirement of 130 hours per month in OJT support. In the Solicitation it makes no reference of the 130 hours of OJT support. Will the OJT instructors be required to give 130 hours of support each month?

Answer: The solicitation and attached PWS have been amended and the 130 hours reference has been removed from the PWS. The new language of 1.2.16 defines an OJT “session” as 8 hours of instruction.

On the solicitation, the OJT CLINs 0004, 1004, 2004, 3004 and 4004 have changed to reflect “Sessions” as the Unit of Issue and a designated quantity.

Question 15: In the Solicitation it states that the OJT instructor has to attend an 80 hours Air Force Principles of Instruction (POI) course. We have developed an 80 POI course that was approved by the Maintenance Training Wing. Can our POI course still be taught in place of the 80 hour AF POI course?

Answer: Yes, as long as the POI course is approved by the OC-ALC Complex Training Manager as an approved equivalent. In order to be approved as a substitute, the successful offeror would need to submit their proposed course equivalent for approval through the Contracting Officer’s Representative after award. Unless an equivalent course is approved, the awardee would be required to utilize the AF provided training.
