STATEMENT OF WORK (SOW)
For
Frozen Sealant Renewal
A19-067
PREPARED BY:
OC-ALC/OBCA

1. SCOPE
Tinker Air Force Base (AFB) requires a multiyear delivery contract for six (6) types of frozen sealant utilized in the Production Maintenance process. This product is used on all airframe currently repaired at Tinker AFB plus the new KC-46 Refueler that is scheduled to arrive during Fiscal Year (FY) 2020.
2. REQUIREMENTS
2.1 Item Description – The Government requires a three year (One Ordering Period) Indefinite Delivery Indefinite Quantity Contract for the following requirements:
A) Sealant Tubes Qualified to the following specs
i. Frozen sealant Qualified to AMS-S-8802 (QPL) Type II 2oz
• Shelf Life @ -80°F minimum 30 Days
ii. Frozen sealant Qualified to AMS-S-8802 (QPL) Type II, Class B-2 6oz
iii. Frozen sealant Qualified to AMS3265 (QPL) Class B-2 2oz
iv. Frozen sealant Qualified to AMS3265 (QPL) Class B-2 6oz
v. Frozen sealant Qualified to MIL-PRF-81733 Type IV-48, Class I Grade A 6oz
vi. Frozen sealant Qualified to AMS-S-8802 CL-24 (80) 6oz
B) Annual sealant tube quantity estimates are as follows.
i. Frozen sealant Qualified to AMS-S-8802 (QPL) Type II, Class B-2 2oz
• Averaged Yearly Amount – 20,362 Tubes
ii. Frozen sealant Qualified to AMS-S-8802 (QPL) Type II, Class B-2 6oz
• Averaged Yearly Amount – 15,731 Tubes
iii. Frozen sealant Qualified to AMS3265 (QPL) Class B-2 2oz
• Averaged Yearly Amount – 12,826 Tubes
iv. Frozen sealant Qualified to AMS3265 (QPL) Class B-2 6oz
• Averaged Yearly Amount – 21,202 Tubes
v. Frozen sealant Qualified to MIL-PRF-81733 Type IV-48, Class I Grade A 6oz
• Averaged Yearly Amount – 4,416 Tubes
vi. Frozen sealant Qualified to AMS-S-8802 CL-24 (80) 6oz
• Averaged Yearly Amount – 7,611 Tubes
C) Delivery requirements for Sealant Tubes.
i. Product is to be delivered to six (6) locations on Tinker AFB with a seventh location being added sometime in the second year.
ii. The government will place an order for the estimated yearly usage of each Frozen Sealant product. In response to request for shipment against orders that are in place; the Contractor shall ship and deliver Frozen Sealant at negative 80 degrees Fahrenheit. The Frozen Sealant shall have at least a thirty (30) calendar day shelf life remaining at time of delivery.
iii. Periodically, Tinker Air Force Base experiences sudden increases or surges in workload or emergency circumstances which in turn create a sudden increase or surge in demand for the products listed in the product list section of this Statement of Work (SOW). The Contractor shall be prepared to support increases in demand.
iv. In response to requests for shipment frozen Sealant shall be delivered between the hours of 7:00AM and 2:00PM and within fourteen (14) calendar days of order.
v. Only the OC-ALC/OBCB POC listed out in Attachment 2, an alternate designated by the Government or the OC-ALC/OBCA Program Manager may place a request for shipment.
vi. Shipments are to occur twice a month by telephone or email orders on the 1st and
15th of each month. If the 1st or 15th occur on the weekend or on a holiday the Government will place the order on the Thursday before.
vii. Each shipment must be shipped with at least one copy of the most current Safety
Data Sheet for each product.
viii. The Contractor shall coordinate delivery of Frozen Sealant with the OC- ALC/OBCB POC or designated alternate at least two (2) business days prior to delivery of Frozen Sealant.
ix. The Contractor shall deliver Frozen Sealant to the authorized locations listed in
Attachment 2 unless other location arrangements are made with an authorized POC listed in Attachment 2 prior to delivery.
D) The Contractor shall ensure Frozen Sealant products continue to conform to AMS and
MIL-PRF specifications listed in 2.2(A) of this SOW during the period of performance of this contract.
2.2 Testing and Acceptance – Testing specifications are found in Aerospace Material Specifications (AMS) and Military Performance Specifications (MIL-PRF) listed in the Item Description section (2.1) of this SOW. In addition to the previous statement the following criteria shall be followed for Testing and Acceptance:
A) The Contractor shall provide a certificate of conformance to the appropriate specification listed in the product list section for each type of Frozen Sealant to each delivery location with each delivery.
B) Usage timeframes for lots of Frozen Sealant shall conform to the Shelf Life identified in the product list section. Product labels shall identify a thirty (30) day shelf life at negative 80 degrees Fahrenheit.
C) Should any event occur in which the Contractor is required to replace either entire lots or portions of lots of product, the Contractor shall do so within forty-eight
(48) hours. The Contractor shall not delay replacement of Frozen Sealant due to waiting for mislabeled, contaminated, damaged, or failed Frozen Sealant to be returned by the Government.
D) In the event that a lot of Frozen Sealant fails to meet standards listed in the Item
Description section of this SOW [2.1(A)]; the Contractor shall replace the lot with Frozen Sealant that meets specifications in accordance with 2.2(iii).
E) Should any portion of any lot of product be damaged or contaminated during shipping the Contractor shall replace the damaged or contaminated product in accordance with section 2.2(iii).
F) In the event that any portion of any lot of Frozen Sealant is mislabeled, the
Contractor shall replace the mislabeled portion with properly labeled product in accordance with section 2.2(iii).
G) Should any event occur in which the Contractor is required to replace either entire lots or portions of lots of shipped product, the Contractor shall bear the expense for the return shipment of mislabeled, contaminated, damaged, or failed product in accordance with section 2.2(iii).
2.3 Quality Control – The Contractor shall provide a written Quality Control Plan (QCP) to the Contracting Officer (CO) for approval no later than thirty (30) business days after contract start date. The CO will notify the Contractor of approval or required modification no later than thirty (30) business days after QCP submittal. The Contractor shall make appropriate modifications at no additional cost to the Government. The QCP shall include the following:
A) Description of the Contractor’s Frozen Sealant manufacturing processes and controls; including the process the company employs to ensure that each lot delivered consistently meets the appropriate specification listed in 2.2(A) of this SOW throughout the entire quantity ordered.
B) Documentation showing either ISO 9002 and/or NADCAP certification as part of its quality control plan.
C) Contractor designated quality control Program Point Of Contact (PPOC) at the time of contract award. This PPOC will work with the Government to resolve quality issues.
2.4 Problem Resolution – The Contractor shall provide a POC appointed to resolve technical issues discovered at the time of contract award. The Contractor shall respond to authorized POC or CO inquiries via electronic mail or telephone within one (1) business day. In urgent situations, the Contractor shall respond to the Government within two (2) hours via electronic mail or telephone.
2.4.1 The Contractor shall cooperate with the Government in providing flexible, proactive, and effective recommendations for solutions to critical contract and/or technical issues.
3. GENERAL REQUIREMENTS
3.1 Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 7am to 5pm for general interactions and 7am to 2pm for deliveries. If work hours are required outside the hours stated, the Contractor shall contact the OBCB POC. The OBCB POC will coordinate the approval from the Contracting Officer (CO) and the Acceptance POCs as required.
These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.
3.2 Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health.
The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
3.3 Hazardous Material (HAZMAT): With HAZMAT being brought on base The Contractor shall comply with applicable federal and military procurement policies IAW OC-ALC Supplement to AFI 32-7086.
3.4 Safety Data Sheet (SDS) and Labeling: The Contractor shall submit to the OBCB POC, ten (10) calendar days after contract award date all Safety Data Sheets (SDSs) and a completed OC-ALC Form 152, SDS Information Sheet. The Contractor shall receive approval from the OBCB POC prior to the beginning of shipping arrangements for Frozen Sealant Tinker AFB. A copy of the manufacturer SDS shall accompany the shipment. Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The Contractor shall ensure containers of hazardous chemicals are labeled with the following information, prior to shipping to Tinker AFB IAW OSHA Hazardous Communication Standard, Title 29, CFR Part 1910.1200 (2012): product identifier; signal word; hazard statement(s); precautionary statement(s); pictogram(s); and name, address and telephone number of the chemical manufacturer, importer, or other responsible party. The GPOC will forward all SDS submittals to 72 ABW/CEIE for approval. A current manufacturer SDS shall be submitted to the OBCB POC if the Contractor changes manufacturer or vendor for any chemicals that were prior approved. The Contractor shall maintain copies of manufacturer SDSs for all chemicals and SDSs shall be readily accessible at all times by Contractor personnel as well as government employees.
3.5 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911.
The Contractor shall immediately report all environmental violations to the COR and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
3.5.1 One (1) copy to CO, two (2) copies to the OBCB POC, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:
1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
3.6 Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.
3.7 Restricted Area Badge Holders: The Contractor shall contact the OBCB POC within five (5) business days after the contract award date for details and forms. The Contractor employees shall submit a request for an identification credential, AFMC 496, within seven
(7) business days of the contract award date. After the contractor badge is issued, the Contractor’s security manager shall initiate the AF 2583, Installation Records Check, by taking the form to Building (Bldg.) 6611. The Contractor shall also fill out the AF 2586, Restricted Area Badge paperwork, then submit it with the AF 2583 to the Security Forces, 72 SFS Pass and Registration section, at Bldg. 6611. Prior to the Contractor entering the restricted area, the OBCB POC will provide Phase I Security Training which explains the do's and don’ts for the restricted areas applicable to the Contractor.
3.8 Foreign Nationals: The Contractor shall notify the OBCB POC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.
3.9 Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency.
It is the Contractor’s responsibility to account for their employees following an emergency evacuation.
