52.212‐1 ‐‐ Instructions to Offerors – Instructions to Offerors ‐‐ Commercial
52.212‐2 ‐‐ Evaluation Commercial items, Evaluation ‐‐ Commercial Items
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation. The following two factors shall be used to evaluate offers:
Factor 1 – Technical
Technical Capability – the Government will evaluate the Contractor’s response to determine if it demonstrates its qualification to perform the inspection services sought, by establishing contractor has—
‐ CFMI Certification, or
‐ USAF Source Approval
**Contractor must provide documentation that they are CFMI Certified or are an USAF Approved Source **
Rating Description Acceptable Quote clearly meets the minimum requirements of the solicitation Unacceptable Quote does not clearly meet the minimum requirements of the solicitation
Your response to this portion shall be no longer than 10 pages. This is a pass‐or‐fail factor.
Factor 2 – Cost/Price
Price – the Government will award this requirement to a technically‐capable offeror based on the lowest Total Evaluated Price(TEP) of CLINs 0001, 0002 and 0003(CLIN 0003 is not separately priced).
(c) Evaluation Methodology. The Government will evaluate the three lowest‐priced offers for technical capability. Then, price will be evaluated for the technically‐capable offers and they will be listed from lowest to highest price based on the total evaluated price.
If one of the three lowest‐priced offers’ technical capability is determined to be unacceptable, it will be rejected, and the next lowest‐priced offer will be selected for evaluation.
Award will be made to the offer with the lowest total evaluated price that met the acceptability standards for technical capability.
The TEP will be calculated as the sum of the offeror’s proposed CLIN prices in Section 2 below, for the twelve (12) month Base
Period, four (4) 1‐year Option Periods, and a six (6) month Extension Period in accordance with FAR 52.217‐8 “Option to Extend the Term of the Contract”. The six (6) month Extension Period unit prices will be based on the proposed Option Period IV unit prices at the best estimated quantity listed below. The six (6) month Extension Period option under FAR 52.217‐8 will only be exercised if necessary. Award will be made to the offer with the lowest total evaluated price that met the acceptability standards for technical capability.
The evaluated TEP is based on the calculation methodology provided below:
