STATEMENT OF WORK (SOW)
CNC Form Measurement Machines and Accessory Equipment Installation
For 76 PMXG
BUILDING 3001 TAFB, OK
76 PMXG/MXDECB

Oklahoma City Air Logistics Center Tinker Air Force Base
Scope of Work
1. 1. Contractor Provided Material
1.1 The contractor shall provide all labor, tools, parts, facilities, travel, transportation and incidentals to deliver and install two (2) new CNC form measuring machine(s) in accordance with this Statement of Work (SOW) and manufacturer’s specifications at Tinker AFB, OK.
1.2 The Contractor shall be responsible for identifying the necessary structural, mechanical and electrical work elements required to install the new systems and assemblies as described herein. Assemblies, framework, fixtures or apparatus not readily identified on plans or the Statement of Work (SOW) shall be provided by the Contractor as required for a complete, fully operating and functioning system or systems, ready for use by the Government.
1.3 All plan information such as floor plan layouts, dimensions, structural, mechanical and electrical data and location of underground utilities provided by the Government for existing and new construction are based on available as-built documentation, field observation, and equipment selected as design basis by the Government. This information is to be considered approximate and shall be field verified by the Contractor.
2. Purchased Equipment
2.1 Machine Specifications
The machine(s) shall be a commercially available model (not a prototype) that performs numerically controlled inspection programs for form analysis (not CMMs) on jet engine components of various geometries. 76 PMXG Engineering will approve all equipment selections.
2.1.1 Design of the machine shall be in accordance to manufacturer’s installation recommendations, current commercial industry codes, standards (American National Standards Institute (ANSI), American Petroleum Institute (API), American Society of Mechanical Engineers (ASME), Environmental Protection Agency (EPA), the Instrumentation, Systems, and Automation Society (ISA), National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), and recommended practices shall also be observed. For equipment and installation of said equipment not covered by existing standards and codes, Contractor shall provide recommendations to 76 PMXG Engineering for approval after contract award.
2.1.2 New CNC Form Measuring Machine(s) shall be purchased to meet the requirements given in this statement of work.
2.1.3 The CNC Form Measuring Machine(s) shall meet the following parameters:
Automatic & Servo-Driven Tilt / Centering Table (800 mm diameter)
Motorized, Granite Linear Column (1,000 mm measuring height)
Motorized, Granite Radial Arm (to allow full range of measurements from small ID traces of less than 0.5” to large OD traces of 36” or greater )
Gage Holder w/ Crown Adjustment
Part Load Capacity of 220 lbs
All reference axes w/ precision air bearing design
Rotational accuracy (in radial direction) of (0.03 + 6H/10,000) µm as indicated in ISO4291-1984 and JIS B7451-1997
Z axis straightness of 0.15 µm/100 mm, 0.3 µm/500 mm and parallelism accuracy of 0.2 µm/100 mm, 0.4 µm/500 mm
R axis measuring path with straightness of 2 µm/200 mm, parallelism accuracy of 4 µm/200 mm, and linear scale accuracy of 2 µm + (L /300)
Capable of reaching up to 12 inch deep ID form traces
Probe resolution shall be in the 0.1 µm range
Standard transducer crash protection for safety
Geometry analysis software including: CNC programming, 3 axis parameter analysis (Theta, Z, Radial), Comprehensive and Customizable Output Reports
Auto probe directional sensing roundness and multi-form parameters (ie.

Profile reanalysis for filters, filter types, centering methods and notch elimination

2.1.4 The Computer and Software System for the CNC Form Measurement machine shall include a minimum of:
Factory automation computer/controller including: 2.8 GHz, 512 MB Ram, 160 GB HDD, Windows 10
System desk rack
Power strip
Mouse pad
23” widescreen LCD monitor w/ cable
Officejet printer w/ USB cable
2.1.5 The Support for the CNC Form Measurement Machine shall include:

2.2 CNC Form Measuring Machine(s)
2.2.1 Software must output comprehensive reports on part measurements and 3 dimensional representation of form measurements. Software will be capable of setting tolerance for each feature on each part and outputting pass/fail results.
Software will be capable of re-analyzing measurements through changes in set-up without the need to re-run the program and one-button repeat measurement function.
2.2.2 The computer shall be equipped to effectively run the system software. It shall include, at minimum a 2.8 GHz Processer with 512 MB RAM and 160 GB hard drive.
Also DVD-RW drive, graphics and audio card, 2 Integrated Broadcom Gigabit Ethernet cards, Windows 10 Professional. The computer shall be equipped with at least a 23” LCD Flat panel monitor. The system shall have an Inkjet Printer with 4800 x 600 dpi resolution.
2.2.3 The CNC Form Measuring Machine(s) shall be equipped with at computer workstation table including storage space for computer and probe equipment.
2.2.4 The CNC Form Measuring Machine(s) shall be compatible with 110 V/60 Hz power supply and 50-100 psi air supply.
2.2.5 The CNC Form Measuring Machine(s) shall include a Refrigerated Air Dryer to supply clean dry air to the machine.
2.2.6 The CNC Form Measuring Machine(s) shall include a Power Transformer to keep the voltage regulated within certain acceptable limits for the system.
2.3 Hydraulic and Pneumatic Systems
2.3.1 CNC Form Measurement Machine(s) shall include complete hydraulic and pneumatic systems.
2.3.2 Components used shall be selected based on a track record of quality, and long service. Design and construction practices shall meet the following standards:
ANSI/(NFPA/JIC) T2.25.1-1986 Pneumatic Fluid Power - Systems standard for industrial machinery (21 - September - 1986); ANSI/(NFPA/JIC) T2.24.1-1991 Hydraulic Fluid Power - Systems standard for stationary industrial machinery (26 - July - 1991)
2.3.4 For Reservoirs and Non-Pressurized Systems - A 1/8" stainless steel line and ball valve is placed in the side of the oil sump or tank. The line shall be located as close to the midpoint of the structure as feasible. In addition, the sample line shall extend internally to and as close to the center of the tank as possible.
2.4 Environmental Protection & Safety.
2.4.1 The CNC form measurement machine(s) shall be designed and built in conformance with O.S.H.A Code of Federal Regulations 29 part 1910.
2.4.2 The Contractor shall be knowledgeable of and comply with all applicable Federal, State, and local Laws, Regulations, Instructions and Requirements relating to Environmental Protection and Occupational Safety and Health. The Contractor shall comply with all Laws, Instructions or Regulation changes that occur during the term of this contract.
2.4.3 Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e- Publishing website at www.epublishing.af.mil for downloading or ordering.

2.4.4 Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB
911. The Contractor shall immediately report all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
2.4.5 If a spill occurs that could enter the storm system or cause any harmful environmental effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a Base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB
911. The Contractor shall immediately report all Environmental violations to the (GPOC) andthe Unit Environmental Coordinator, (UEC). The Contractor shall provide five (5) copies of a typed or written report describing the incident within four (4) hours as follows: One (1) copy to the CO, two (2) copies to the GPOC, one (1) copy for the UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:
1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (i.e... human error, equipment, etc.) and whether 911 was called and which agencies responded.
2.4.6 Contractor personnel who work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers, and the Contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps, and in aircraft hangers and maintenance areas are required to receive the FOD/DOP training and to comply with AFI 36-2650, AFMC Supplement 1, paragraph 9.2., and A4.4.4. (Initial)/A4.4.5. (Refresher). The Contractor and Contractor’s personnel shall acknowledge the FOD/DOP training either by viewing the Digital Versatile Disc (DVD) provided by the Government POC or the YouTube site, http://www.youtube.com/watch?v=tYcbodjFPnM
2.4.7 While performing contract services in or around the Maintenance Production Shops, including Ramp areas, the Contractor shall comply with AFI 21-101 AFMC Supplement 1, 21-101, Chapter 10 (all paragraphs) and OC-ALCI 21-112, paragraph
14.1. and 14.5.3. The Contractor or Contractor’s personnel shall inventory the container or bag of tools at the beginning of each work day and at the end of each work day. The Contractor shall provide the completed MXRIWRS Form 032 to the GPOC prior to performing work in the OC-ALC industrial areas. The Contractor’s personnel shall immediately notify the GPOC if any tools are missing or lost from the work area or container (e.g. tool or job box or toolbag). The GPOC will report to the appropriate Government personnel if any of the missing Contractor’s tools have not been located within one (1) hour after being notified about the lost or missing tools.
The Contractor can obtain the Form 32 from the GPOC.
2.4.8 Housekeeping/Foreign Object Damage (FOD)/Tool Control Briefing. The Contract Manager, (CM) shall ensure each employee on the job site receives a briefing from the GPOC about Housekeeping, FOD, and Tool Control prior to starting work in OC-ALC Industrial Areas.
2.4.9 Privately Owned Motor Vehicles (POV). The Contractor’s personnel shall comply with the directives pertaining to operation of POVs on OC-ALC/Tinker AFB per AFMAN 31-116, in its entirety, “Motor VehicleTraffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within the OC-ALC/Tinker AFB.
2.4.10 While performing work under this contract on a Government installation, the Contractor shall comply with Federal, State and Local Regulations, and AFI 91- 203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract. The Contractor shall notify the Government Contract Administrator (CA), and the GPOC, if the Contractor’s personnel sustain any injuries while on the installation. The Contractor shall immediately notify the CA, and the GPOC, if there is any damage to Government Property or equipment during the execution of the contract.
2.4.11 The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
2.5 Shipping
2.5.1 All items and materials purchased along with necessary equipment to complete tasks listed in this SOW shall be transported by the contractor to Tinker AFB.
2.5.2 All items transported to Tinker AFB shall be packaged according to commercial standards.
2.6 Warranty
2.6.1 A standard 1 year manufacturer’s warranty is required. This warranty does not need to cover items that would normally be consumed or require replacement due to normal wear in use. These parts shall be replaced at the sole expense of the purchaser.
2.7 Manuals
2.7.1 The contractor shall provide 76 PMXG Engineering with 3 sets of commercial manuals of operation, maintenance, and calibration for the equipment provided including system wiring diagrams and schematics. Commercial manuals and drawings shall also be provided digitally. Commercial manuals shall be provided at the time of initial delivery/installation of CNC form measurement machine(s) system.
2.7.2 The contractor shall provide, to 76 PMXG Engineering, three paper and digital copies of each software-programming manual used in the development and maintenance phase of the application software. Commercial manuals shall be provided at the time of initial delivery/installation of CNC form measurement machine(s) system.
3. Installation
3.1 Installation of System
The installation of the CNC form measurement machine(s) is considered to be a turnkey installation by the contractor. The government will provide all required utility connections to within 25 ft. of the installation location. The contractor shall provide all labor, tools, parts, facilities, travel, transportation and incidentals to deliver, unload, and install the system.
3.1.1 The contractor shall install Government purchased industrial equipment and provide utility connections for all installed equipment. The general location where the new equipment is to be installed is shown on the attached drawings. The location is subject to change due to facility changes. The contracting officer shall notify the contractor in writing (or by e-mail) of such changes.
3.1.2 Contractor shall coordinate the delivery and installation with 76 PMXG Engineering so that interim storage is held to a minimum.
3.1.3 Contractor shall coordinate with 76 PMXG Engineering on the exact equipment layouts before installation. The coordination with 76 PMXG Engineering is at the time when the contractor will be placing the equipment.
3.1.4 Contractor shall run new utility connections to the new equipment from existing sources. The Government will provide utilities within 25 feet of the desired installation location. The contractor shall provide complete installation drawings to 76 PMXG Engineering and the 76 Maintenance Support Squadron (76 MXSS), POC is David Robinson, 405-736-4315, for review at least 30 calendar days before the scheduled installation of the equipment. No major electrical system upgrade or buss duct system extension is included.
3.1.5 The contractor shall supply all services needed to ensure proper installation of equipment.
3.1.6 Installation work shall be in accordance with OC-ALC/MANPM Design Standards and Guidelines, provided upon request. Manufacturer’s installation recommendations, current commercial industry codes, standards (American National Standards Institute (ANSI), American Petroleum Institute (API), American Society of Mechanical Engineers (ASME), Environmental Protection Agency (EPA), the Instrumentation, Systems, and Automation Society (ISA), National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA) and recommended practices shall also be observed. For equipment and installation of said equipment not covered by existing standards and codes, Contractor shall provide recommendations to 76 PMXG Engineering for approval.
3.1.7 All equipment shall be identified and labeled with permanent tags consistent with the electrical and hydro-mechanical schematic drawings provided by contractor.
3.1.8 All questions concerning the proper way to install the equipment shall be directed to the manufacturer’s expert.
3.2. Operational Set-Up and Checkout
3.2.1. The contractor shall power up the control and instrumentation systems after the installation. The contractor shall perform a checkout of all systems with assistance from an OEM service engineer/technician to verify correct installation.
3.2.2. The contractor shall make all necessary set-up changes for correct and accurate operation of the system.
3.2.3. Government Acceptance. Upon completion of installation of all equipment, 76
PMXG Engineering will accomplish inspection and acceptance of services performed based on requirements of the SOW.
4. Training
4.1.1 The Contractor shall provide operator and maintenance on-the-job-training.
Operator on-the-job-training shall include the equipment, safety systems, and related procedures. Maintenance on-the-job-training shall include software development and maintenance, calibration, electrical and electronic, and mechanical on-the-job-training. On-the-job-training shall be concurrent with or immediately following installation, set-up, and acceptance of the systems at Tinker AFB. Training shall occur between the hours of 0645 and 1530 Monday through Friday and excluding federal holidays.
4.1.2 Maintenance training shall include a system overview of all hardware components, fault isolation, troubleshooting techniques, component repair and replacement, and system calibration.
4.1.3 Software and programming training shall include data input source code editing, parameter selection, compiling and linking, back-up procedures, and system and network diagnostics and troubleshooting.
4.1.4 Up to 5 government employees will attend the maintenance and operating training concurrent with or immediately following installation, set-up, and acceptance of the systems.
5. Government Assistance
Tinker AFB maintenance personnel will not assist contractor in unloading material from shipping. The contractor shall be responsible to unload all materials and set the materials on-site at time of delivery.
6. Storage Area
Contractor shall limit all applicable storage of materials, equipment, and incidentals to the immediate construction site. If the Contractor requires additional storage area(s) other than the project site, a request shall be submitted, in writing to the CO for approval. These areas are on a first come first served basis and are very limited. A request shall not be considered a guarantee that space is available.
7. Proposed Design Drawings
The information being provided by the Government’s SOW reflects a concept design.
The Contractor shall be responsible for providing to the Government (at proposal submittal) any sketches, drawings, verbiage or a combination of these items to provide an accurate picture of their proposed solution for design completion and installation costs.
8. Report
Contractor will provide the government point of contact a Pre-Shipment Report reflecting the form measurement machines under the contract performance as performed at contractor’s or manufacturer’s facility. The Report shall which establish that each machine was tested and the results stated in the report establish machine performance within these parameters:
Rotation accuracy (in radial direction) This is indicated in ISO4291-1984 and JIS B7451-1997 (0.03 + 6H/10,000) μm
Accuracy inspection condition:
Rotating speed: 4/min, cutoff value: 50 u/r
Maximum deviation from least square circle which is concentric to minimum zone circle center. (0.01 + 3H/10,000) μm.
(Where H is height from the table surface to the measuring point. (mm) This accuracy is defined by the workpiece being mounted on the air bearing table centrally.)
Column unit (Z-axis) Straightness accuracy
0.15 μm/100 mm and 0.3 μm/500 mm
Accuracy inspection condition:
On pre-traverse mode with drive speed 6 mm/s
Parallelism accuracy
0.2 μm/100 mm and 0.4 μm/500 mm
R-axis unit (Radial directional drive unit) Straightness accuracy 2 μm/200 mm
Parallelism accuracy 4 μm/200 mm
9. General Requirements
9.1 Visitors Pass
9.1.1 The Contractor shall contact the Government POC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The Government POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot.
The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.
9.2 Foreign Nationals
9.2.1 The Contractor shall notify the Government POC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.
