Description
This is a combined synopsis/solicitation(“CSS”) for commercial items prepared IAW the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued aside from the one posted here.
This solicitation is being issued as a request for quote (RFQ) IAW FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005- 97, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20171228, and Air Force Acquisition Circular (AFAC) 2017-1003.
The Air Force Sustainment Center’s Maintenance Contracting Branch (AFSC/PZIMC) at Tinker Air Force Base, Oklahoma, intends to award a Firm Fixed Price (FFP) contract for the acquisition of a quantity of two(2EA) CNC Form Measurement Machines and associated items to be located within the Oklahoma City Air Logistic Complex (OC-ALC) in accordance with the attached Statement of Work For a description of the items, see Section 2 – Supplies/Services and Price below. Award of the contract will be subject to the availability of funding. The government will not provide government furnished property, equipment tools, or material needed for delivery or installation of the items purchased.
This is a Brand Name(Zeiss) or Equal acquisition. In accordance with clause 52.211-6, offerors proposing “equal” items to the required items must submit, along with the completed CSS, information on the equivalent items proposed, as required by 52.211-6. Such Information should include manufacturer name, part numbers and part description and the part’s capability to meet salient characteristics.

Payment terms will be Net 30. You may offer payment discounts for early payment, but this will not be considered in quote evaluation.

Please work the cost of shipping into your unit price on Contract Line Item Numbers described in Section 2 below(Products/Services. A separate charge for shipping is not allowed.
Invoices must be submitted in the Government’s invoicing, receipt, and acceptance online application, Wide Area Workflow, which can be found in the Wide Area Workflow e-Business Suite (WAWF;
https://wawf.eb.mil). Payment will be made after the invoice is signed in WAWF and after the item is received and accepted by the Government; do not submit invoices until the items have been delivered.
Standard commercial warranties apply.
All items are FOB Destination at Tinker Air Force Base, Oklahoma 73145. Inspection and Acceptance are at Tinker AFB.
Government location’s utilities furnished: 110V, 60Hz electric and 50-100 psi air supply within 25 feet of equipment installation location.

52.212-2 -- Evaluation -- Commercial Items
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation. The following two factors shall be used to evaluate offers:
Factor 1 – Technical
Technical Capability – the Government will evaluate the Contractor’s response on its ability to provide the following Brand Name(Zeiss), or Equal, items listed below in Section 2 under CLINs 0001 mailto:matthew.mcknight.1@us.af.mil mailto:matthew.mcknight.1@us.af.mil https://wawf.eb.mil/ through 0009, of this CSS, as set forth below and in accordance with the attached Statement of Work.
Offeror must submit with their quote proof of offeror’s previous sales of similar CNC form measurement machines. The government’s evaluation shall include Contractor’s proposal on:
1. Form measurement machines quoted must have the following salient characteristics:
-Rotation accuracy (in radial direction) (0.03 + 6H/10,000) μ m This is indicated in ISO4291-1984 and JIS B7451-1997.
- Z-axis Straightness accuracy 0.15 μ m/100mm
0.3 μ m/500mm
-Parallelism accuracy 0.2 μ m/100mm
0.4 μ m/500mm
-R axis Measuring Path with straightness of 2 µm/200 mm, -Parallelism accuracy of 4 µm/200 mm, and -Linear scale accuracy of 2 µm + (L /300)
2. Quotation of a Tools/Accessory/Spares kits(“Tool Kits”) consisting of tools, accessories and components of the form measurement machine which are subject to failure or require replacement.
The offeror proposal will include the Brand Name (Zeiss) Tool Kit, or propose an equivalent Tool kits list, which shall provide the manufacturer, part description, the spare part number and the spare part unit price. The Tool kit’s spare parts shall include, at minimum, spare probe styli, probe rack equipment, and form measurement machine system parts or probes prone to failure.
3. In quotation of offerors proposing an equivalent to the Brand Name item specified by part number or model number, contractor shall identify by each CLIN, the manufacturer, description, the part number and CLIN unit price of the equivalent proposed. The description of the quoted form measurement machines’ power regulation (Power transformer), shall be described in the quote(and how it meets or equals the Brand Name system’s power regulation and industry standards).
4. Quotation shall state the form measurement machine’s electric supply requirements and air supply requirements. The government supplied utilities within 25 feet of the machine install locations are 110V/60 Hz for electrical and 50 to 100 psi for air supply.
5. Quotation on a Refrigerated Air Dryer for the quoted form measurement machines, under CLIN 0005 below, shall include the manufacturer, part description, and part number of the dryer.
6. Quotation shall include, for each Brand Name or Equal form measurement machine, the machine’s footprint dimensions (length, width, and height in feet).
7. Offerors proposal shall reflect offeror’s understanding that products in CLINs 0001 through 0006 are for a turnkey installation of products provided, in accordance with the SOW, with offeror’s quotation representing the proposed price for fully operational capability of the machines and components supplied, delivered and installed at Tinker AFB, Oklahoma. The government will provide all required utility connections to within 25 feet of the installation location. The government will not be providing contractor any labor, parts, materials, tools, equipment, rigging, testing or training on the contract. Offeror shall indicate in the proposal that offeror will be conducting a Pre- Shipment Test of the form measurement machines at the offeror’s location and submit to the government a report on the testing results ten days prior to shipment of machines to Tinker AFB, Oklahoma. Offeror shall indicate in the proposal offeror’s prior experience in sales of the form measurement machines(or similar) quoted.
8. Offerors proposal shall include a Project Schedule, in contractor’s format. The Project Schedule shall set forth the proposed completion of the contract, set forth in tasks’ completion in number of days from receipt of the contract (e.g. delivery of equipment, installation, test, and training), in offeror’s format. The schedule shall allow at least thirty days from receipt of the contract before delivery, to allow time for coordination between the contractor and government authorities at Tinker.
9. Offeror’s proposal shall include a description of the contractor’s ability to provide the following types of training to FIVE government employees after delivery/installation of the equipment:
Operational training, Basic software training, Advanced Software training and system Maintenance training. All training is to be conducted by contractor at Tinker AFB, Oklahoma. Offeror’s proposal shall include a description of what training with be conducted in a classroom and what training will be on-the-job at the equipment’s location at Tinker AFB.
Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation
Offeror proposal’s response to this portion, on Technical Capability, shall be no longer than 15 pages. This is a pass-or-fail factor.
Factor 2 – Cost/Price
Price – the Government will award this requirement to a technically-capable offeror based on the lowest total evaluated price of contract line items CLINs 0001 through 0009 described in Section 2 below(Products/Services).
The Offeror’s proposal shall provide a firm fixed price on a unit price for two Form Measurement Machines, and associated requirements set forth in CLINs 0001 through 0009.
(c) Evaluation Methodology. The Government will evaluate the three lowest-priced offers for technical capability. Then, price will be evaluated for the technically-capable offers and they will be listed from lowest to highest price based on the total evaluated price.
If one of the three lowest-priced offers’ technical capability is determined to be unacceptable, it will be rejected, and the next lowest-priced offer will be selected for evaluation.
Award will be made to the offeror with the lowest total evaluated price that met the acceptability standards for technical capability.
(d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
52.212-3 -- Offeror Representations and Certifications -- Commercial Items.
The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal (Only complete and return if there are changes to current SAM Registration. If 52.212-3 is not returned the contractor is affirming that the current SAM registration is current, accurate, and complete). If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.

Items shall be packaged in accordance with the Contractor’s commercial best practice to ensure undamaged arrival at destination. Individual shipments exceeding 150 pounds, 108 inches in length, or 130 inches in girth plus length shall be packaged on skidded crates or palletized to allow handling by forklift.
The exterior container shall be marked (readable from 24 inches), “NOT FOR OUTSIDE STORAGE.”
INSURANCE
The following insurance amounts are required by FAR Clause 52.228-5 – Insurance Work on A Government Installation that is incorporated in this solicitation.
(a) Workers’ compensation and employer’s liability. Contractors are required to comply with applicable Federal and State workers’ compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer’s liability section of the insurance policy, except when contract operations are so commingled with a contractor’s commercial operations that it would not be practical to require this coverage. Employer’s liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers’ compensation to be written by private carriers. (See 28.305(c) for treatment of contracts subject to the Defense Base Act.)
(b) General liability.
(1) The contracting officer shall require bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence.
(2) Property damage liability insurance shall be required only in special circumstances as determined by the agency.
TRUCK GATE INFORMATION
TRUCK ENTRY GATE NOTICE:
IMPORTANT DELIVERY INFORMATION
Tinker Air Force Base has a Truck Entry Gate (Gate 33), which is located at the corner of 59th Street and Air Depot Blvd (southwest corner of the base). Gate 33 shall be used for all deliveries by truck to this base.
Trucks will not be allowed to gain access through any other gate. Since your firm’s delivery on this order is affected, please advise your delivery carrier to use the new gate. This should minimize the impact of your delivery.
DELIVERIES TO BUILDING 3001 (B / 3001)
Be advised that delivery vehicles destined for B / 3001 are prohibited from using Staff Drive.
Delivery vehicles may make deliveries only in designated unloading areas.
Since your firm’s delivery may be affected, ensure that your delivery carrier receives proper instructions on delivery / unloading requirements for B / 3001. Unloading in designated unloading areas will minimize any inconvenience, and, attendant ramifications, which may accrue, to your delivery / delivery carrier for failure to adhere to this requirement.
CONTRACT HOLIDAYS
(a) the Government will not be billed for holidays, except when services are required by the Government and are actually performed on a holiday. Holidays in addition to those reflected in this contract, which are designated by the Government, will be billable provided the assigned Contractor employee was available for performance and was precluded from such performance.
(b) The following days are contract holidays: New Year's Day, Martin Luther King, Jr. Day, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day.

This is a combined synopsis/solicitation for Brand Name or Equal products as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.

0007 Turnkey Installation of CLINs 0001 through 0006
Firm Fixed Price The contractor shall provide all labor, tools, parts, equipment, facilities, travel, transportation and incidentals to deliver and install two (2) new CNC form measuring machines and associated items in CLINs 0001 through 0006 in accordance with the Statement of Work (SOW) and manufacturer’s specifications, at Tinker AFB, OK. The government will not be providing any labor, parts, materials, tools, equipment, rigging, testing or training on the contract.
Government location provides only utilities: 110V, 60Hz electric and 50-100 psi air supply within 25 feet of form measuring machines’ installed locations.

0008 Pre-Shipment Test by Contractor of Form Measurement Machines at Contractor’s Facility and Report

TEN DAYS BEFORE SHIPMENT to Tinker AFB of form measurement machines system in CLINs 0001 through 0006, in accordance with SOW 8.0, contractor will shall provide a report to the government point of contact, setting out the results of contractor’s test of the form measurement machines that show machine accuracy and repeatability meets or exceeds parameters set forth in SOW 8.0:
-Rotation accuracy (in radial direction) (0.03 + 6H/10,000) μ m This is indicated in ISO4291-1984 and JIS B7451-1997.

0009 Training
Firm Fixed Price
Offeror shall provide training to FIVE government employees per training class- Operational training, Basic software training, Advanced Software training and system Maintenance training, as set forth in the Statement of Work, on the items in CLINs 0001 through 0006. All training is to be conducted by contractor at Tinker AFB, Oklahoma after delivery/installation of the equipment in CLINs 0001 through 0006.
Offeror’s proposal shall include a description of what training with be conducted in a classroom at Tinker AFB and what training will be on-the-job at the equipment’s location at Tinker AFB.
