Response to RFP Question
June 21, 2016
FA8131-16-R-0002
For the procurement of the spares in support of the
ISR Mission Equipment, (PWS 1.14) will the
Government authorize contractor to utilize GSA pricing to purchase spares as a cost savings measure?
The RFP contains FAR clause
52.251-1. This allows the authorization to use Government supply sources in the performance of this contract.
2 In Reviewing the prior parts usage reports released with the bidders library there are various components that are not compatible with Mission Equipment configuration relative to the released Mission
Equipment document released in the Bidders Library.
Please confirm that Bidders Library "Mission
Equipment" contains all Mission Management
Equipment incorporated through RC-26B Block 20, RC-26B Block 25 and RC-26B Block 25R. If not please provide detailed configuration management for each Block revision, and schedule for ongoing/future
Block conversions as this will have a material effect on pricing and will create an unfair advantage for the incumbent.
No, the "mission equipment" file in the tech library contains only a draft block 25R mission equipment parts listing.
Block 20 and Block 25 Mission
Equipment are listed in their applicable T.O.'s.
The -2 T.O. is for BLK 20 (5 aircraft), the -3 T.O. is for the
BLK 25 (6 aircraft), and -4 T.O.
(in work now) will be for Block
25R and replace the -3 T.O. for the
6 Block 25 aircraft.
Block 25R reconfiguration is currently in work with an ECD of early CY 2017 (-4 T.O. ECD Oct
16). As stated in previous industry
Q&A: To access T.O.'s offerors are required to submit the following to:
AFLCMC.LZPTP.PublicTOReque ts@us.af.mil;
1. Request access to specific T.O.'s via company letterhead with signature block and mailto:AFLCMC.LZPTP.PublicTORequets@us.af.mil mailto:AFLCMC.LZPTP.PublicTORequets@us.af.mil
2. Attach approved DD FORM
2345 (with request). Future block conversions will be negotiated separately when requirements are received from the operational user.

However, RFP, Section L, lays it out as follows:

7.1.2 Pricing Matrix (Solicitation, Attachment 5)
7.1.3 Contract Clauses

The table as shown above skips Section 7.1.3, 7.2, 7.3.4, and 7.3.6. We have followed Section L so as to include all necessary information in the order it is requested, but we want to ensure we are compliant. Can you please confirm that we are okay if following Section L as listed?
The Proposal organization table has been updated to match Section
L.
