Response to RFP Questions
June 15, 2016
FA8131-16-R-0002
Questions 1 and 2 below were answered via industry Q&A posted on 10 June 2016, however for clarity these responses are posted to ensure all offers questions are answered clearly.
Amendment 2, Attachment 1, PWS 1.37.9.
Additionally 1.12, 1.16.4, 1.17.1, 1.21, and 1.32.1.
"The Contractor shall provide an initial
Management Plan with the delivery of proposal.
The Contractor shall submit updates to the
Management Plan every 6 months beginning 60 days after contract award."
Per the PWS, the Management Plan shall include at least the following PWS required plans:
1.12 Engine Management Plan
1.16.4 Foreign Object Damage (FOD)
Prevention/Tool Control Plan
1.17.1 Management Planning (Material
Management Plan)
1.21 Safety Program and Indemnification
(Safety Plan)
1.32.1 Phase-In Period Requirements (Phase-In
Plan)
These plans can easily exceed 100pgs each to include the detail required. These plans require detailed information typically developed during inventory audits and aircraft inspection, and these efforts then typically need 3 or more weeks to develop and approve. Does the Government require each of the management plans identified by the PWS for inclusion in the Management Plan and submission with the Proposal as part of a complete Management Plan? If so, are these plans and the Management Plan not to count against the
100 page Technical Volume limit? Please clarify the intent of the initial Program Management submission and where it is included as part of the
Technical Volume.
(The answer to the question is found in “Response to RFP questions dated
10 June 2016, question 3)
The Government has modified the delivery date of the initial
Management Plan to 30 days after contract award as stated in the PWS.
Additionally, the Phase-in Plan has been removed from the Management
Plan as a Contract Transition Plan is required as part of the Technical
Volume. With the Management Plan due date modified to after contract award, the management plan will not be included with the tech volume and will not count towards the 100 page tech volume limitation.
2 Amendment 2. Offerors do not currently have access to the T.O. that details the IPL/IPC portion
(The answer to the question is found of the ISR package. i.e. T.O. 1C-26(R)B-2-4 and the 1C-26(R)B-3-4. Offerors needs these parts listings to develop realistic flying hour costs based on the run time MTBF averages. Would the
Government provide the IPL or, if the IPL is no available, a list by nomenclature, P/N, cage code
(manufacturer) and quantity of the top 30 items by costs?
Please provide the IPL or, if the IPL is no available, a list by nomenclature, P/N, cage code

Q. Reference: Response to RFP Questions – June
10, 2016, Question #6
Government’s response: Travel and per diem for
CLIN X010 is to be included in CLIN X010. The services provided under technical and engineering will be priced as needed and the travel for each effort will be reviewed with the inclusion of efforts as they are added to the requirement.
Question: If a vendor proposes travel and per diem within the CLIN X010 hourly rate there is risk to the government of a rate that is not compliant with JTR. Would the government consider moving CLIN X010 Travel and Per Diem requirement to CLIN X008 Travel and Per Diem as per the RFP?
It is the intent that the contractor propose fix hourly rates for the services provided in CLIN X010.
Travel associated for this effort will be included in the CLIN but not included in the hourly rate proposal.
Each T&E Service proposal will be negotiated separately based on the requirement.
4 Q. Reference: Questions and Responses, dated
10June16 - In question 11, the Government confirmed that the proposal response for Volume
II should be “TAB Only” for these two sections and not the actual responses themselves.” This conflicts with the Government answer to question
5 in the Questions and Responses, dated 3June16 – where the Government stated, “The government would prefer all questionnaires and letters to be submitted with the proposal 15 days prior to the closing date. However. Failure to submit early proposal information will not result in offeror disqualification.” We have already submitted our
As discussed in ITO Attachment 1.1 the PPI tool can be downloaded so it can be submitted electronically. The
PPI tool report can be included however the government will be evaluating based on the electronic copy. Per 5.2.2 Present/Past
Performance Questionnaires, the completed past performance questionnaire should not be sent to the contractor but be sent directly to the Government. Items placed on under the “TAB ONLY” section by
Past Performance Volume with the PPI Tool
Report and Past Performance
Questionnaires/Cover Letters included. Should we resubmit our Past Performance Volume without those items?
the contracted will be provided only as reference as the elevation criteria will be the electronic copy for the PPI tool and the questionnaires shall come directly from those who fill them out.
5 In the ITO, Paragraph 6.2.2 states: If, after receipt of proposals, the CO determines that there is insufficient information available to determine price reasonableness and none of the exceptions in
FAR 15.403-1 apply, the offeror shall be required to submit cost or pricing data.” And Paragraph 6.9 is asking for submission of pricing models. Which is required? Do we submit all our pricing or wait until requested by the CO?
All information relating to the proposed price including all required supporting documentation must be included in the section of the proposal designated as the Price
Volume. Paragraph 6.2.2 is discussing “other than certified cost and pricing” data. Other than certified cost and pricing data could be requested “If, after receipt of proposals, the CO determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror shall be required to submit cost or pricing data.”
