INDUSTRY QUESTION
GOVERNMENT RESPONSE
1 Per FA813116R0002_RC26_52_212_1_ITO 18 Apr16, Page 15, Section 6.2, General Instructions, last sentence states, “Pricing Information in the Pricing Matrix is the only price information that shall be included in Contract Documentation (Volume IV).
Please confirm in Section 7.1, Model Contract, the Supplies or Services and Price/Cost does not require ‘fill-in’ in order to be compliant with Section 6.2?
Correct. There is no Fill in required
2 Per FA813116R0002 SF1449, Page 27 – In Contract Clause Section, the following FAR clause is missing: FAR 52.222-43, Fair Labor Standard Act & Service Contract Labor Standards Price Adjustment. There are Wage Determinations flowed down in this RFP via document FA813116R0002_Wage Determinations. Is the Government planning to amend this RFP to include FAR 52.222-43 clause?
This clause is now included in the revised RFP. Also please not the other additional Clauses now included:
FAR 52.222-17, 52.222-26, 52.222-35,
52.222-41, 52.222-43, 52.222-49, 52.222- 50, 52.222-54, 52.222-55
3 Per FA813116R0002_WageDeterm, Page 1, it lists the applicable wage determinations for the Areas. The most current revisions are identified as “TBD”. Is the Government planning to amend this RFP to include the current Wage Determination Revisions?
The Wage determination will be exercised on each option period therefore the most current revision will be revised based on the year exercised.
4 Per the Pricing Matrix, it shows two columns with Option Year 5. Can the Government please confirm that the second Option Year 5 column should read Option Year 6?
This is a typo. The corrected matrix is posted on FBO.
5 Per PWS, Section 1.3.4, Page 3, the government states the following: “The Contractor shall establish and provide a written plan to ensure continued support during a crisis IAW DFARS 252.237-7023.
The plan shall be submitted with the Contractor’s proposal.” Can the Government confirm that the plan is not included in the 70 page limit of Volume I, Factor 1 – Technical, or was the intent to have the Contractor deliver the plan after contract award?
Yes, the plan does not count towards the 70 page limit. The plan is Due with proposal (not after award).
23 May 2016 6 Per PWS, Section 1.27, Key Personnel include as a minimum: Program Manager (PM), Director of Maintenance (DOM), Mechanic(s) and on-site COMBS point of contact (POC).
Does the Government expect to have 3 mechanics, which includes an avionics technician, as well as a dedicated COMBS person as part of the staffing?
In order to maintain safe aircraft and flight line operations, the Contractor shall have the equivalent of two FAA Airframe and Powerplant (A&P) licensed technicians at each MOB, plus an additional third mechanic with three to five years’ experience as an avionics/ISR instrumentation technician preferably possessing an A&P and an FCC license.
Additionally, the Government requests the name of an on-site COMBS point of contact (POC) at each base. This individual may be one of the three site mechanics.
7 On page 5 of 56, X001 Base Operations the chart at the bottom of the page says “The government’s initial award shall be CLINS 001AA through 001AK. The Government reserves the right to award CLINS X001AL or X001AM at initial award or any time after initial award. CLIN X001AL and X001AM are optional CLINS.”
Question: CLINS 001AA through 001AK only account for 10 aircraft. Should the Government include 001AL in the Government’s initial award?
Each MOB (X001AA-X001AK) will support a Minimum of 1 Aircraft. The Government reserves the right to award CLINs X001AL or X001AM at initial award or any time after initial award. CLIN X001AL and X001AM are optional CLINs.
8 Due to the volume, complexity, and potential impact of the answers being sought from the Government, would the Government consider allowing all interested parties additional time to submit proposals after the answers are received and grant a 2 week extension?
No extension is being considered at this time. The Government believes there is adequate time remaining with the additional information provided.
9 In ITO, 5.2.1 Submission prior to solicitation closing date states “Each offeror is requested to submit Volume III Past performance for each relevant contract fifteen (15) calendar days prior to the solicitation closing date. Failure to submit early proposal information will not result in offeror disqualification.”
Question: Will the government accept an electronic submission of the Past Performance Volume III 15 days prior, with the hard copy delivered on the proposal due date?
Yes. This is acceptable.
23 May 2016 10 PWS 1.3.3 Field Team and Crash Damage
Repair states, “NRT will only be given while actual work is being accomplished on the aircraft”. This coincides with PWS 1.8 Mishap Reporting and Investigation, which states in part, “The Contractor shall not make any attempt to adjust or repair any aircraft involved in an accident or incident without authorization from the Procurement Contracting Officer (PCO).”
Question: We feel that NRT will be initiated upon aircraft incident requiring aircraft to be grounded. Will the Government change the NRT statement to state; “NRT will be given upon aircraft incident occurrence, until aircraft is made airworthy and/or returned to operational status.”
No, the Government will not change the PWS statement. The Government would have to know what caused the problem first. NRT is determined on a case by case basis.
11 PWS 1.7 Configuration Management states, “The Contractor shall maintain aircraft configuration data by aircraft tail number.
The Contractor shall maintain a configuration status accounting system which at a minimum shall track by tail number the accomplishment of all aircraft Service Actions approved by the C-26 Program Office (PO). Service actions include: Service Bulletins, Service Letters, Service Instructions, Service Information Letters (SILs), Service Notes, Airworthiness Directives (AD), and Government issued technical directives. The configuration database shall address all Service Actions issued since initial aircraft delivery and shall indicate how these documents affect each aircraft. Configuration management data will be reported monthly”?
Question: Can Government provide Service Bulletins, Service Letters, Service Instructions, Service Information Letters (SILs), Service Notes, Airworthiness Directives (AD), and Government issued technical directives which were accomplished on fleet by tail number, during current contract?
Subject actions accomplished during the current contract have been included in the technical library in a document titled, “Configuration Status Accounting Information”.
23 May 2016 12 PWS 1.10.4 Title to Spares and Equipment states in part, “The Contractor shall include any packaging data requirements and shall ensure these assets are delivered in a serviceable condition.” In regard to repair parts and equipment; at time of Government’s exercise to purchase contractor furnished spares, some items may not have entered the repair cycle and delivering ‘all’ assets in a serviceable condition could conceivably put contractor at risk.
Question: Can government change the last sentence in PWS 1.10.4 to state “…….shall ensure serviceable assets are delivered?
Can the Government add, “for those items awaiting repair at time of Government purchase exercise; Government shall negotiate with contractor to deliver these items in a serviceable condition.”?
No, the Government has elected not to have some parts repaired based upon the fact we may not need those parts in the future. If the contractor is given a bad Government owned part that the Government chose not to repair, then NRT time would be granted until the part is repaired.
13 PWS 1.11.3 Service Actions, states, “The Contractor shall advise the Government when compliance with a Service Action (i.e., Service Bulletin (SB), Airworthiness Directives (AD) or any other maintenance) is required. The Contractor shall provide a cost estimate for accomplishment of service actions. The Contractor shall provide all labor for implementation of all Service Actions when accomplished by Contractor on-site personnel and shall be covered under the basic effort. In the case of Government Technical Directives (TDs), the Contractor shall be notified by the most expedient means possible, followed by a written order and shall perform actions as prescribed in the TD. The Contractor shall notify the Government when the Service Action is accomplished.”
Question: The contractor will provide all labor for implementation of all Service Actions to be accomplished by contractor on-site personnel. However, Service Actions accomplishment should be covered under the Over & Above CLIN X007. Can the
Only the cost of materials will be covered under O&A. The Contractor shall provide all labor for implementation of all Service Actions when accomplished by Contractor on-site personnel and shall be covered under the basic effort.
23 May 2016 Government revise the Service Actions requirement to include Service Actions will be covered under Over & Above CLIN X007?
14 RFP Attachment 7, Table 2.1 Proposal Organization shows the required information for the Past Performance Volume, which does not currently allow anywhere to include an introduction to the volume.
Would the Government consider allowing for a five page Introduction to the Past Performance volume to allow the bidder to discuss the foundation of the proposed team and summarize their experience as it relates to this bid?
Please utilized the provided table to organize the proposal.
15 RFP Attachment 7, Section 2.8.1 states, “Page line spacing shall be 1.5 lines. Except for the reproduced sections of the solicitation document, the text size shall be no less than Arial 12 points.” Section 2.2 of the same attachment states, “The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. “ This is to be accomplished, per Table 2.1, within a page limit of 70 pages for the Technical Volume.
In the interest of adequately providing the rationale of HOW we will meet the Government’s requirements within the mandated formatting structure, would the Government consider increasing the page count for the Technical Volume to 125 pages and changing the spacing to single-space?
The Government believes 70 pages for the tech volume is sufficient. This is a Government standard page length used for requirements of this complexity.
16 Attachment 6 – 2017 Wage Determinations Applicable to Solicitation FA8131-16-R-0002 contains Wage Determinations that have since been replaced by new Wage Determinations by the Department of Labor.
Will the Government consider updating Attachment 6 according to the following?:
The latest wage determination will be utilized upon contract award.
23 May 2016
- Wage Determination 05-2046 for Fresno, CA has been replaced by Wage Determination 15-5610
- Wage Determination 05-2461 for San Juan, PR has been replaced by Wage Determination 15-5707
- Wage Determination 05-2516 for Houston, TX has been replaced by Wage Determination 15-5284
- Wage Determination 05-2574 for Clarksburg, WV has been replaced by Wage Determination 15-2574
17 There appears to be a conflict between the CLIN structure/nomenclature in the Solicitation schedule and Attachment 5 – Price Matrix. CLIN X012 – Phase Out and CLIN X013 – Phase In appear to be incorrectly transposed.
Will the Government proved clarification on the correct CLIN structure and update the documents accordingly?
Yes, the Government will update the price matrix.
18 The Solicitation contains DFARS 252.211- 7003 and PWS 1.15 states “The Contractor shall mark the C-26 parts in the physical locations identified in the approved GFP UID list.”
Will the Government provide the approved GFP UID list?
Every part in the GFP list is considered UID and should be marked accordingly.
19 The PWS para. 1.4.1 states, “The Contractor must also meet a monthly Fully Mission Capable (FMC) rate of 75% for each ANG aircraft and fleet.” The PWS para. 2.2 Table 2-1 Metrics and QASP Metrics on page 7 states “The Contractor shall meet a monthly FMC rate of not less than 75% for each aircraft and fleet.” The QASP Checklist on page 10, states: “The Contractor shall meet a monthly FMC rate of not less than 80% for each aircraft and fleet.”
Q. Would the Government please clarify what percentage is correct?
Updated QASP checklist to match requirement. The Contractor must also meet a monthly Fully Mission Capable (FMC) rate of 75% for each ANG aircraft and fleet
23 May 2016 20 PWS 1.3.3.1 Contractor Flight Support
“The Contractor shall provide flight crews….”
Are Contractor Flight Crews required to be FCF or MTF qualified/certified and will they be performing FCFs or MTFs?
No, if directed, the contractor is only responsible to get the damaged aircraft to the repair facility.
21 These Clause should be included in the RFP.
- 52.222-17 – Nondisplacement of Qualified Workers.
- 52.222-41 -- Service Contract Labor Standards.
- 52.222-43 -- Fair Labor Standards Act and Service Contract Labor Standards -- Price Adjustment (Multiple Year and Option Contracts).
These Clauses have been added to the updated RFP.
22 Solicitation FA8131-16-R-0002 Note 02 states, “The Government and the Contractor reserve the right to renegotiate the flying hour rate whenever the actual average flying hours for a fleet vary by 50% or more from the utilization rates set forth in Appendix N of PWS for more than six (6) consecutive months.”
Will the Government provide the historical monthly utilization rates of the aircraft so that interested parties can assess the potential risk?
Utilization rates are available in the tech library. The government has a bidder's library available upon request to the Contracting Officer at Vera.taylor@us.af.mil.
23 In relation the Government’s tech library:
Is this all there is available?
For example, the PWs calls out Technical Orders 1C-26(R)B-2 and 1C-26(R)B-3;
neither of which are open source.
The Government believes the documents in the tech library as well as the other information communicated in the RFP provide sufficient information for offerors to bid on the requirement. The subject TO’s are on ETIMS. A TODO account must be set up by the requesting party to be granted access.
24 Will the government modify L.2.8.1 and L.2.8.2to require single line spacing? If not, will the Government please modify L.2.8.2 to specify single-line spacing for figures, tables, and graphics?
No modification to the line spacing of the requirement will be made. This is Government standard formatting used for RFP submissions.
25 When will the “Bidders Library” be available on FBO?
The government has a bidder's library available upon request to the Contracting Officer at Vera.taylor@us.af.mil.

23 May 2016 26 Paint scheme drawings (27-92173-5) is proprietary and must be obtained from the OEM (M-7 Aerospace/Elbit). Does the government intend to provide this drawing as part of the “Bidders Library”?
Paint scheme drawing ANG-C-26- 51000 is part of the bidder’s library.
However, paint scheme drawing 27- 92173-5 is proprietary and will need to be acquired through the OEM.
File details come from the government source that posted it. Updated .
