About this file

This is a Questions and Answers document (Part 2) addressing inquiries from offerors regarding a structural steel procurement for Tinker Air Force Base.

Delivery and Logistics: Material must be delivered to 76 MXSG Building 9001, Door E69, Tinker AFB OK 73145, with Clinton Brewer (405-622-7447) as the receiving contact. The required delivery date is on or before 31 March 2027, with flexibility to deliver earlier if suppliers cannot quote firm pricing due to unpublished mill rolling schedules. The Government will provide unloading support using a 15-kilowatt forklift; vendors may package material on pallets or band together on 4x4" wooden blocks without twisting or bending. Two separate truck deliveries are acceptable if both arrive by the deadline. Delivery coordination procedures remain unclear regarding the specific point of contact, though reference is made to form-9s and project timeline.

Material Specifications and Certifications: HSS 14"x14"x1/2" ASTM A500 Grade C (Fy=50 ksi) is acceptable as a substitute for Grade B, provided material is not mixed between grades. Heat-number-matched Material Test Reports (MTRs) may be provided upon delivery rather than prior to award, with the requirement that delivered material heat numbers match MTR documentation or risk rejection. For CLIN 0001 double-strut channel to ASTM A653 G90, a mill test report for the galvanized coil identifying the heat number and covering all five sticks satisfies piece-by-piece traceability requirements. Proposed packaging methods are acceptable provided material is not damaged.

Questions & Answers Part 2

Question #15: Delivery: the solicitation says "see item description," but the item description gives no date or address. What is the required delivery date and the exact delivery point (building number and dock) at Tinker AFB?

Is Government equipment available to unload 30 ft W24x84 beams, or must the vendor unload?

Answer #15: MXSG bldg. 9001 door E-69 Tinker AFB OK 73145. Yes, our warehouse has a 15k forklift.

Question #16: Certifications: the item description asks for heat-number-matched test reports for each piece "prior to award." Will mill test reports showing the heat number for each piece quoted, submitted with the quote, satisfy this, given that exact heats are assigned when material is pulled from stock?

Answer #16: For technical evaluation purposes, offerors may state in their quotations that the heat number(s) for all shipped material, along with the corresponding Material Test Report(s) (MTRs), will be provided upon delivery to ensure full traceability to the shipped material and accompanying documentation. The awarded contractor shall provide these documents upon delivery, and the heat number(s) on the MTRs shall match the heat number(s) of the delivered material. Failure to provide the required documentation, or provision of documentation with nonmatching heat numbers, may result in rejection of the delivered material.

Question #17: HSS 14x14x1/2 is listed as ASTM A500 Grade B with Fy 46 ksi. Is A500

Grade C (dual certified B/C) acceptable, since most current mill production is Grade C?

Answer #17: Yes, Hollow Structural Section (HSS) 14”x14”x1/2” ASTM A500 Grade C, Fy= 50 ksi, is acceptable. However, do not mix Grade B and Grade C material; provide material of one grade only.

Question #18: Can you provide the full delivery address at Tinker AFB (building number, dock, receiving contact)?

Answer #18: 76 MXSG building 9001 door E69 Tinker AFB OK 73145 Clinton Brewer 405-622-7447.

Question #19: What is the required delivery date for the material?

Answer #19: This project has multiple form-9s so around or before the cranes show up.

Question #20: As for packaging on the attached, we would usually put the plate on pallets. The 20' and 30' long structural steel we usually just band together by item and load on 4x4" wooden blocks for forklift unload.

Would this be okay? Just wanted to check before we bid.

Answer #20: Yes, that sounds acceptable, as long as they don’t twist or bend.

Question #21: Offload responsibility. Will Government personnel and equipment unload the material at Building 3001, or should the contractor provide offload, such as a self-unloading or crane-equipped truck?

Answer #21: No, they should come to 76 MXSG bldg.. 9001 door E69 Tinker AFB 73145 then yes government personnel and forklift will unload.

Question #22: Equipment on site. If the Government will unload, what equipment is available at the delivery location (forklift capacity and fork length, or overhead crane), so I can confirm the loads can be handled safely?

Answer #22: We have a 15k forklift but it’s out working at the moment so couldn’t grab fork length.

Question #23: Delivery coordination. Is Thymes Givings the correct point of contact for scheduling the delivery appointment, and are deliveries accepted only during Truck Gate hours (Monday–Friday, 6:00 AM–4:00 PM)?

Answer #23: I’m not sure about Mr. Givings or if it’s the contracting official that works the form-9 .

Question #24: Multiple deliveries. Are two separate truck deliveries acceptable, as long as both arrive by the 31 March 2027 delivery date?

Answer #24: Yes, I don’t see a problem with two delivery’s

Question #25: CLIN 0001 traceability. CLIN 0001 is double-strut channel to ASTM A653 G90. Strut channel of this type is roll-formed from galvanized coil, and producers furnish a mill certificate for the coil rather than an individual test report for each stick. Will a mill test report for the coil, identifying the heat number and covering all five sticks, satisfy the piece-by-piece traceability requirement for this line?

Answer #25: Yes.

Question #26: Offloading at destination. The delivery instructions advise that an offload ramp may not be available. The heaviest single item is a 30-foot W24x84 at approximately 2,520 pounds. Please confirm whether the Government will provide forklift or crane support to offload at Building 3001, Door G70, or whether the contractor is responsible for offloading.

Answer #26: Unload at 9001 door E69 Tinker AFB OK 73145. Yes we have a 15k forklift.

Question #27: Delivery earlier than the required date. The required delivery date is 31

March 2027, and page 2 asks the offeror to propose a delivery date.

Several suppliers have told us they are unable to quote firm pricing that far out because the mills have not yet published their next rolling schedule. Would delivery earlier than 31 March 2027 be acceptable to the Government, or does the receiving activity need the material on or near that date?

Answer #27: I don’t see why it can’t come in earlier, confirm what they sent, then stage it for the project
