About this file
This is a Questions and Answers (Q&A) document for federal contract opportunity M26-103 TF33 Work Platform Repair.
The solicitation is a 100% Small Business Set Aside (not sole source as previously indicated in an outdated version) issued by a federal agency for work platform repair services. Key clarifications from the Q&A include: (1) Appendix A pricing information has been redacted as it represents estimated equipment values not required for vendor responses; vendors should disregard any unredacted versions and use the updated CSS document and amended RFQ FA812626Q0028; (2) A Test, Teardown, and Evaluation (TT&E) was performed in 2025, and the government confirms it still requires redesign/reconfiguration of the counterweight limit switch despite other parts replacement, preferably using commercial-off-the-shelf replacement switches consistent with those used throughout the platform due to current difficulty in proper setup and risk of platform failure during preventive maintenance; and (3) contractors may submit quote sheets in any format (government template or contractor template) provided the complete quote sheet contains sufficient information to enable complete technical evaluation.

Serv M26-103 TF33 Work Platform Repair - Appendix A.pdf appears to show proprietary Price information in the final column. Is this information supposed to have been redacted? The prices shown in the unredacted portion of Appendix A appear to be estimated value of the equipment to be serviced. While the information is not proprietary the government has redacted Appendix A because there is no need to know for vendors to submit responses to the solicited requirement. Please disregard the unredacted version of Appendix A.

I ask which company this might be sole sourced to? This is not a sole source opportunity; this is 100% Small Business Set Aside. Please disregard the previous version of the CSS. The government Is requesting that you use the updated CSS document that is attached to this email and the amended RFQ FA812626Q0028.
A Test, Teardown, and Evaluation (TT&E) was performed for the Work Platform in
2025. It was understood that redesigning the counterweight limit switch would not be necessary if certain other part(s) were replaced.
a. Does USG still desire the counterweight limit switch redesign, despite replacement of the relevant part(s)?
Yes, we would like to have a redesign of the counterweight limit switch. It might be better to think of it as a reconfiguration of how the switch is triggered by the counterweight. Preferably still using the commercial-off-the-shelf replacement switch since that type of switch is the same type seen throughout the platform. This is due to it currently being very difficult to set correctly and with the platform being close to its failure point at the point where you must set this limit switch there is too large of a risk of breaking the platform during the PMs.
4. Page 40 of 41 of CSS+FA812626Q0028.pdf states “the government will also review Terms & Conditions-related items such as[…]completed Quote Sheet[...]”
a. Are we meant to use the Table found on page 3 of 41, or will contractor template suffice?
It does not matter how the complete quote sheet looks as long as a complete tech evaluation can be performed with the information contained in it.
