STATEMENT OF WORK (SOW)

For

Explosion Proof Scissor Lifts

PREPARATION DATE: 16 DEC 2015

PREPARING ORGANIZATION: 76 AMXG/MXDEB TINKER AFB OK 73145

1.0 SCOPE

The purpose of this Statement of Work (SOW) is to define the requirements for procurement of explosion proof scissor lifts which shall be used to perform corrosion control operations on all weapon systems (KC-10, KC-135, B-52, B-1B, E-3, Navy E-6, Navy C-130, AF C-130, and NASA Super Guppy) in the 76 Aircraft Maintenance Group

(76 AMXG). Six (6) explosion proof scissor lifts which are certified for use in a Class I, Division I hazardous location are required to support painting of Program Depot

Maintenance (PDM) and contracted workloads in Building 2122, Building 2280, and

Building 3225.

The explosion proof scissor lifts provide the flexibility to perform tasks on various weapon systems and safer access to reach all areas of any aircraft. The scissor lifts will help resolve facility support equipment, capacity, and capability limitations that currently exist throughout the Corrosion Control facilities.

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items (e.g. Personal Protective Equipment (PPE)) necessary to perform the requirements of this SOW and contract as defined in this

Statement of Work (SOW). The Contractor shall provide and use only new parts and material unless authorized by the Contracting Officer (CO).

1.1 BACKGROUND

The 76 AMXG paint facilities support corrosion control operations (painting, aircraft surface pretreatment, and chemical depainting) on all PDM and contracted weapon systems. There are currently six (6) explosion proof scissor lifts being shared in four (4) aircraft paint docks. The limited quantity, frequent usage of the scissor lifts over three shifts, and traveling between four (4) different paint docks has caused immense wear and tear on existing equipment. Additional scissor lifts are required to support safer access to multiple aircraft weapon systems within multiple facilities.

The explosion proof scissor lifts are equipped with OSHA certified fall arrest systems which allow the employees to work outside the platform on top of horizontal surfaces such as wings and horizontals. The lifts are also designed to allow personnel to safely access all areas of any aircraft, which would otherwise require the use of expensive maintenance stands specially designed for each weapon system. These explosion proof scissor lifts are Class I, Division I safety rated for painting operations. The explosion proof scissor lifts shall be exposed to large quantities of water during washing, rinsing, surface pretreatment, and chemical depainting of aircraft. The explosion proof scissor lifts shall enable personnel to safely access all areas of any weapon system, regardless of the facility and available support equipment.

3.1 SPECIFICATIONS

a. The contractor shall provide six (6) battery-powered Explosion Proof Scissor Lifts that shall be used for corrosion control operations (painting and coating removal of aircraft).

b. The Explosion Proof Scissor Lifts shall be 3rd party certified by a globally recognized certification organization (such as…Underwriters Laboratories (UL), Factory Mutual (FM), etc…) for use in a Class I, Division I hazardous location.

c. The explosion proof scissor lifts shall have OSHA/ANSI Z359 certified fall arrest systems attached to the platform of the lift that shall allow personnel to safely perform tasks outside of the platform.

d. The explosion proof scissor lifts shall be equipped with batteries that are capable of continuous operation for a minimum of 8 hours. A spare battery shall be provided to allow continuous operational use of the scissor lifts between shifts.

e. The explosion proof scissor lifts shall be equipped with a standard 120V plug.

The scissor lifts shall be charged using a standard 120V receptacle.

f. The explosion proof scissor lifts shall have a weight capacity to support a minimum two (2) persons with tools, a minimum platform weight capacity of

600lbs.

g. The explosion proof scissor lifts shall be equipped with compressed airlines to support the operation of pneumatic powered tools (paint guns, sanders, HEPA vacuum equipment, etc.). The facility supplies compressed air at 100 PSI.

h. The scissor lifts shall be used in a wet environment (chemical de-painting and washing of aircraft) and shall be designed with NEMA enclosures for wet hazardous locations.

i. The scissor lifts shall be equipped with all minimum standard safety system equipment (i.e. movement alarms, emergency stops, tilt alarms, and battery, padded rails, charge indicators, etc...).

j. The explosion proof scissor lifts shall have a minimum raised platform height of

30 ft.

k. The explosion proof scissor lifts shall have a minimum platform width of 60 inches.

l. The explosion proof scissor lifts shall be equipped with a removable battery tray that can be charged either on or off of the scissor lifts. This will allow a battery to be charged while the scissor lift can be used on the aircraft on other shifts.

m. The scissor lifts shall have padded rails to minimize damage that may result if the platform comes in contact with an object.

n. The scissor lifts shall be equipped with a collision avoidance system that is able to prevent or minimize the damage that could result if the scissor lift contacts an object (i.e. aircraft, person, etc.).

3.1.1 DIMENSIONS

The contractor shall provide scissor lifts that are capable of accessing all aircraft painted at Oklahoma City – Air Logistics Complex namely, KC-135, B-52, B-1B, E-3, Navy E-6, Navy C-130 and AF C-130. The scissor lift shall fit underneath wings and horizontals of these aircraft and allow personnel to work on top of the wings and along the fuselage of the aircraft.

3.1.2 ELECTRICAL CHARACTERISTICS

The explosion proof scissor lifts shall be independently certified by an industry recognized laboratory for use in a NFPA 70 (National Electric Code) Class I, Division I hazardous location in which aerospace spray painting/depainting operations shall occur.

The NFPA 70 requirements include:

Class I, Division 1

A Class I, Division 1 hazardous location is a location where ignitable concentrations of flammable gases, vapors or liquids:

can exist under normal operating conditions;

may exist frequently because of repair or maintenance operations or because of leakage; or may exist because of equipment breakdown that simultaneously causes the equipment to become a source of ignition

Equipment intended for use in a Class 1, Division 1 area must be of the explosion proof, intrinsically safe or purged/pressurized type.

Explosion proof apparatus: "Apparatus enclosed in a case that is capable of withstanding an explosion of a specified gas or vapor that may occur within it and of preventing the ignition of a specified gas or vapor surrounding the enclosure by sparks, flashes, or explosion of the gas or vapor within and that operates at such an external temperature that a surrounding flammable atmosphere will not be ignited thereby."

3.1.5 DELIVERY

The explosion proof scissor lifts shall be delivered to Building 2280, Tinker AFB, OK

73145.

3.1.6 MANUALS

The contractor shall furnish a minimum of twelve (12) hardcopies of the Operation and

Maintenance manuals at delivery of the explosion proof scissor lifts. An electronic versions of the Operational and Maintenance manuals shall be provided on CD/ electronic mail in PDM format in addition to the minimum twelve (12) hardcopies. The manuals shall provide recommended guidance and instructions on operation of the equipment and preventative and remedial maintenance.

a. Maintenance Manuals. The contractor shall supply recommendations for an on-going maintenance program. Program recommendations shall include recommended inspection criteria, intervals and periodic and long-term maintenance operations. As built drawings shall include illustrated parts breakdown showing part numbers for replacement parts. Recommendations shall also include quantities and frequency of repair parts to be kept on hand for frequent repairs.

d. Spare Parts List – The contractor shall provide a recommended spare parts list and information on cost and sources of supply.

3.1.7 TRAINING

The contractor shall support Government personnel by providing on-site training/demonstration of operation and maintenance of the equipment. The training may involve up to 200 personnel over three (3) shifts. Day Shift (7:00-3:00PM), Swing Shift

(3:00PM – 11:00PM), and Grave Yard Shift (11:00PM – 7:00AM). Training shall be provided for each of the three (3) shifts.

3.2 MANAGEMENT REQUIREMENTS

The contractor shall ensure the following requirements are accomplished:

3.2.1 CONTRACTOR PERSONNEL

Contractor employees who are required to communicate with Government personnel shall have the ability to clearly read, write, and speak English.
