Solicitation FA8126-16-Q-0022 Contractor Questions and Government Responses
Contractor Question 1:
Do you require 2 or 4 ports?
Government Response:
Only two ports are required.
Contractor Question 2:
Do you want an automated calibration kit or manual?
The Calibration kit can be automated or manual.
Contractor Question 3:
Network Analyzer use test port cables but none were listed - can you share with me if they were just mistakenly not included or just not needed?
The Test Port Cables will be purchased under a separate acquisition.
Contractor Question 4:
What connector type is needed?
Government Response:
The connector type is dependent on the test port cables which will be purchased under a separate acquisition.
Contractor Question 5:
Are bi-directional S-parameters (S11, S21, S12 and S22) measurements required or uni-directional S-parameters (S11 and S21 only)?
Bi-directional S-parameters are required.
Contractor Question 6:
Is a display and/or control panel required? Or would the unit mainly be used remotely?
Government Response:
Display or control panel doesn't have to be built-in if the network analyzer can be controlled from a Windows based PC.
Contractor Question 7:
How large is the typical (expected) VSWR and what accuracy is expected for the reflection measurement?
Government Response:
VSWR tolerances range from 1 to 8 for various tests. The network analyzer needs to exceed this range.
Accuracy should be +/- 0.1 or better.
Contractor Question 8:
How much loss do you have in your system and what accuracy do you need for the transmission measurement?
We need accuracy of 0.01 dB or better.
Contractor Question9:
What is the required dynamic range?
100 dB
Contractor Question 10:
Is measurement speed important?
Yes. We need 0.5 ms/point or better.
Contractor Question 11:
Are used, reconditioned Network Analyzers calibrated with 1 year warranty acceptable for this requirement?
No, reconditioned equipment with or without calibration and/or warranty is not acceptable.
Contractor Question 12:
The Government's response to question 7 regarding the VSWR. (+/- 0.1 accuracy or better) and Response to question 8 regarding the transmission measurement (accuracy of 0.01 dB or better)
To the best of our knowledge, both 0.1 accuracy for VSWR and 0.01 dB for transmission measurement are not achievable by any vector network analyzer on the market for the required frequency and measured devices. It is our understanding that the Government is looking for an off-the-shelf solution (non-developmental item).
Would the Government consider revising the specification to the following:
Reflection uncertainty (different, but related to VSWR measurement) = 3 dB for S11 >-25 dB Transmission uncertainty = 0.2 dB for S21 >-60 dB
Government Response:
The Government can and or will revise the specification to allow the following;
Reflection uncertainty shall be equal to or less than 3 dB for any S11 measurement of a device or material with a -25 dB or less reflection coefficient.
Transmission magnitude uncertainty shall be equal to or less than 0.3 dB for any S21 measurement of a device or material with a -60 or greater transmission coefficient.
