STATEMENT OF WORK (SOW)

MICROFOCUS X-RAY SYSTEM

76th AMXG, TINKER AFB, OKLAHOMA

26 January 2015

1.0 PROGRAM OBJECTIVES:

1.1. The Aircraft NDI Branch of the 76th Aircraft Maintenance Group (76th AMXG) at Tinker AFB, Oklahoma is soliciting purchase of a microfocus X-ray system for inspection of aluminum, steel, and titanium components. Included with the system is installation and 2 days of training on the system operation conducted at Tinker AFB.

1.2. Objective 1: Install system in existing facility including all components, hardware, software and electrical wiring, install and interface a new interlock system, perform system operational test and acceptance testing on the complete system. Electrical work and wiring shall comply with the NEC code, and applicable Tinker AFB regulations.

1.3. Objective 2: Training of operation, routine maintenance, user calibration, and application demonstration on user supplied parts of the system and software. Training shall be for up to six individuals.

2.0. SYSTEM REQUIREMENTS:

2.1. Equipment Specifications

2.2. Maximum 160 kV, 3 mA, 10 micron or better focal spot X-ray tube with constant intensity control.

2.3. Beryllium window, or as recommended.

2.4. 100% duty cycle with liquid cooling. Cooling of both X-ray tube target and vacuum pump(s) is desired. Coolant must be non-hazardous and SDS (MSDS) of any special cooling fluid provided in quotation package.

2.5. Tube shall be of the reflection/directional, open type.

2.6. Furnished as a complete system with X-ray tube, high tension (voltage) generator, vacuum system(s), power controller, system controller (specify PC based or panel), software (if required), cables, wiring, tubing, and other equipment/parts for operation.

2.7. System control shall be furnished with a removable safety-switch key that disables the system from generating X-rays when removed. See Air Force Technical Manual, T.O. 33B-1-1, 15 May 2014 for additional requirements.

2.8. Furnish and install a safety interlock system compliant to Air Force Technical Manual, T.O.

33B-1-1, 15 May 2014, paragraph 6.8.7.2.

3.0. INSTALLATION:

3.1. Install, perform system operational test, and acceptance testing for the complete microfocus X-ray system and safety interlock in existing shielded X-ray enclosure and control room.

• Mains power is fed from a 230 VAC, 60 amp, single phase breaker.

• Current X-ray tube cabling is as follows:

• Tube to generator and vacuum pump, approximately 5 meters.

• Generator/ X-ray control to operator control room, approximately 10 meters.

3.2. Current shielded room contains a 3 axis gantry with a mounting bracket on the z-axis. X-ray tube is to be affixed to the z-axis. A shelf is available for housing the high tension (voltage) generator, vacuum system, and cooling system as necessary.

3.3. Install and test the safety interlock system compliant to Air Force Technical Manual, T.O.

33B-1-1, 15 May 2014, paragraph 6.8.7.2. The X-ray enclosure contains a personnel access door and parts access door.

3.4. A rack system is available for mounting control panel and computer system. 19 and 24 inch rack space is available. Details for exact space availability can be directed to 76 AMXG/QPI.

3.4. Electrical work and wiring shall comply with the NEC code. Work and safety shall comply with applicable Government and Tinker AFB regulations and requirements.

4.0. OPERATION AND TECHINAL MANUALS: Operation and technical manuals shall be provided and at a minimum shall include two (2) copies of the following:

• Instrument Technical Operation and Maintenance.

• Instrument Illustrated Parts Breakdown including wiring diagrams, compatible replacement part commercially available.

• Obligatory Service and Calibration Maintenance Schedule Requirements

• Vendor/Contractor’s Point of Contact for information on installation services, training classes, other training resources, as well as service and calibration requirements.

• One (1) CD copy of PC software required to restore the PC to a fully functional status, if the system is PC based or interfaced.

5.0. TRAINING:

5.1. Up to 2 days of operator and maintenance training at Tinker AFB, OK. Training shall include operation, application demonstration on user parts (supplied by user), routine maintenance, and user calibration of the system and software. Training shall be conducted at Tinker AFB for up to six individuals.

5.2. The contractor shall provide all training materials necessary for up to six individuals. An SVGA monitor can be provided for display of training materials. Normal duty hours are from 0645 to 1530 hours (6:45 AM to 3:30 PM), CST, Monday through Friday. Training shall be conducted during these hours.

6.0. WARRANTY: All items shall be furnished with a one (1) year warranty for parts and labor to repair/replace defective components due to manufacturing defects and installation.

7.0. PROGRAM REQUIREMENTS:

7.1. Work Area Access: Government escorts for non-National Security cleared personnel are required when work will be performed in secure controlled access facilities and restricted zones.

To ensure performance starts as soon as possible, the successful contractor shall provide the names, social security numbers, driver's license numbers, state of issue, and birth date of the personnel who shall be performing work onsite for this contract. This information is required by the 72 Security Forces Squadron to grant contractor access to Tinker AFB.

7.2. Secure Areas: The contractor shall ensure all employees comply with all security requirements imposed by the local installation commander at all times, and follow all instructions of the organizational commander having jurisdiction over the area being serviced in all matters pertaining to security and safety. The contractor and his personnel shall be required to coordinate and schedule all work in classified or restricted areas with appropriate Government representatives three (3) calendar days prior to entering these areas.

8.0. GOVERNMENT RESPONSIBILITIES: The government will provide access to all base areas required for project completion. Entrance to sensitive areas shall be coordinated to minimize disruption to unit missions. The government is responsible for providing an escort for the contractor into restricted access and controlled areas. If the contractor has the required clearance information, the contractor’s personnel may be issued appropriate Air Force credentials.

9.0. PROTECTION OF GOVERNMENT PROPERTY: The contractor shall use reasonable care to avoid damaging existing buildings, aircraft, equipment, and vegetation on the government installation. If the contractor fails to use reasonable care and causes damage to any of this property, the contractor shall replace or repair the damage at no expense to the government as the contracting officer directs. If the contractor fails or refuses to make such repair or replacement, the contractor shall be liable for the cost, which may be deducted from the contract price.

10.0. PERIOD OF PERFORMANCE: Training shall commence within two (2) weeks after receipt of system installation and acceptance at Tinker AFB. Coordination of training dates shall be through 76 AMXG/QPI.

11.0. REFERENCES: Not a comprehensive or exclusive list. When any of these publications is superseded the most current version on the day of contract award shall prevail.
