About this file

This file is a Questions and Answers document for federal contract opportunity FA812527Q0005 regarding the procurement of an Electric Tow Tractor, dated November 2, 2026.

The Questions and Answers clarify technical requirements and acceptability criteria for the electric tow tractor procurement. Key clarifications include: (1) wheel configuration accepts tricycle design with two closely spaced front steering wheels on a single centrally supported steering axle with two rear wheels, or alternatively a four-wheel tractor meeting all other requirements; (2) maximum height is up to 60 inches (amended from 55 inches) including all equipment and attachments; (3) tow rating capability above 16,000 pounds is acceptable, with 12,000 pounds as the minimum requirement; (4) no charger is required with the unit, only battery compatibility with an existing gray Anderson SB series (standard) connector 48V charger; (5) "solid pneumatic" tires refer to non-inflatable pneumatic-style tires; (6) 6-hour minimum battery run time is based on manufacturer-rated specifications; (7) turning radius is measured as the outside radius with a 75-inch maximum; (8) manufacturer specification sheets are acceptable documentation for demonstrating tow rating and performance compliance; (9) power steering assistance includes hydraulic, electric, or mechanical (reduction gear) options; and (10) no enclosed cab with heater and fan is required for outdoor temperature use ranging from 15 to 100 degrees.

Question 1:

The Item Description states:

“Shall use tricycle wheel configuration (One turning wheel, or two in tandem on a single steering axle, in the front and two wheels in the back).” For purposes of technical acceptability, would a configuration with two closely spaced front steering wheels mounted on a single centrally supported steering axle, with two rear wheels, satisfy this requirement, provided the unit also meets the specified maneuverability and maximum 75-inch turning-radius requirements?

Answer 1:

Tricycle wheel configuration includes units with two closely spaced front steering wheels mounted on a single centrally supported steering axle with two rear wheels.

Question 2:

Maximum height dimension - The Item Description and Technical Evaluation Criteria state the unit cannot exceed 85 inches long, 40 inches wide, and 55 inches high in order to fit through all doorways.

a. Is the 55-inch height measured to the top of the steering wheel, the top of the seat back, the top of an overhead guard, or to the highest fixed point of the vehicle in its as-delivered configuration?

b. Commercially available seated tow tractors in the 12,000 to 16,000 pound tow class are commonly published at overall heights of 55.9 to 58.3 inches, with the published figure frequently driven by the seat back or an overhead guard rather than the chassis or steering column. Will the Government consider a unit technically acceptable if its chassis and steering column are at or below 55 inches and the published overall height is exceeded only by a removable or adjustable component?

c. If the answer to (b) is no, will the Government consider amending the height requirement to accommodate commercially available units?

Answer 2:

All dimensions are outside dimensions to include all equipment and attachments. For the height, up to 60” is acceptable. The item description has been amended.

Question 3: Tow rating range: The criteria state the unit shall have a tow rating between 12,000 and 16,000 pounds.

a. Will a unit with a published tow rating above 16,000 pounds be evaluated as technically unacceptable, or is 16,000 pounds intended as a performance ceiling that a higher-rated unit would satisfy?

b. If a rating above 16,000 pounds is unacceptable, please confirm that 12,000 pounds is the governing minimum.

Answer 3:

Capability above 16,000lb is acceptable. Below 12,000lb cannot be accepted given the pulling requirements. The item description has been amended.

Question 4:

Charger: The criteria require that the battery be compatible with a 48V charger equipped with an Anderson connector. We read this to mean the Government will furnish the charger and that no charger is to be priced or delivered under this contract. Please confirm.

Answer 4:

No charger is required with the unit, just compatibility with existing charger.

Question 5:

Tires: The item description calls for "solid pneumatic" tires. Please confirm this means solid

November 2, 2026 Questions & Answers: Electric Tow Tractor (FA812527Q0005) pneumatic-style (non-inflatable) tires rather than air-filled pneumatic tires.

Answer 5:

“Solid pneumatic” tires mean non-inflatable pneumatic style tires.

Question 6:

Charger connector: Please identify the exact Anderson connector (size/model and color) and output of the existing 48V charger, so we can confirm the battery will match.

Answer 6:

The Anderson connector is a gray Anderson SB series (standard) connector.

Question 7:

Battery run time: Is the 6-hour minimum measured under a specific load or duty cycle? Will the manufacturer's rated run time be accepted?

Answer 7:

The six-hour minimum is based on given manufacturer rated run time.

Question 8:

Turning circle: Is the 75" maximum measured as the outside turning radius or the full turning diameter?

Answer 8:

Turning radius is measured using the outside radius

Question 9:

Charger: Is a battery charger required as part of this order, or only a battery compatible with the existing charger?

Answer 9:

No charger is required with the unit, just compatibility with existing charger.

Question 10:

Wheel configuration: Is the tricycle configuration mandatory, or would a four-wheel tractor with all-wheel drive and all-wheel steering be considered if it meets the other requirements?

Answer 10:

A 4-wheel tug that still meets all other requirements will be considered technically acceptable.

Question 11:

Charging: Does the 48V Anderson requirement mean the tractor must charge directly from a government-furnished charger, or may the offeror provide a compatible charging solution?

Answer 11:

An offered charger would not negate technical acceptability if the unit also meets the compatibility requirement.

Question 12:

Tow performance: What documentation or test basis should offerors use to demonstrate compliance with the stated tow rating and loaded-speed requirements?

Answer 12:

Manufacturer Spec sheets give speed and performance data which is acceptable documentation that offerors may use to demonstrate compatibility.

Question 13:

If the battery has to plug into a 48V charger already on base, please tell us the Anderson series and color on that charger. If there is no charger on site, we will read the line as a 48V Anderson connector on the tractor.

Answer 13:

The Anderson connector is a gray Anderson SB series (standard) connector.

Question 14:

The solicitation mentions outdoor use in extreme temperatures (15 - 100 degrees) yet it doesn't mention an enclosed cab for outdoor use. Is an enclosed cab needed on this tow tractor? If an enclosed cab is needed, does the machine need to be outfitted with a heater and a fan?

Answer 14:

No enclosed cab is needed for unit.

Question 15:

Will a dual-wheel front steer axle (for example, Toyota CBT6) meet the "two in tandem on a single steering axle" requirement?

Answer 15:

Tricycle wheel configuration includes units with two closely spaced front steering wheels mounted on a single centrally supported steering axle with two rear wheels.

Question 16:

Does "power steering assistance" require hydraulic or electric assist, or is a low-effort reduction steering gear acceptable?

Answer 16:

Power steering assistance includes hydraulic, electric, or mechanical (for example: reduction steering gear) assistance.
