About this file

This is a Brand Name Justification document from the Department of the Air Force, Headquarters Air Force Sustainment Center (AFMC) at Tinker Air Force Base, Oklahoma, dated May 8, 2025.

The 76 Commodities Maintenance Group (CMXG) requires the procurement of 216 cartridges of C25-031 Epocast Frozen Epoxy (1627-2, 6 oz cartridges). The procurement is necessitated by Technical Order 16W12-52-3, which mandates the use of frozen epoxy and explicitly prohibits mixing different adhesive systems. The TO specifies HT-424 adhesive or approved alternatives exclusively, and prohibits the combination of different adhesive systems such as BMS5-17, HT-424 expanding liquid foam, and BMS5-28 Type 27 Epocast. An Engineering Request approved the use of BMS5-28 Type 27 Epocast 1627-2 Frozen Epoxy as a direct replacement for the obsolete HT-424, and this epoxy is validated as compatible with the existing P/N 160261 system. The contracting officer determined that a specific brand name is required per FAR 13.106(b)(1) because using any other brand would violate the TO's explicit prohibition against mixing adhesive systems and would result in waste and non-recoverable costs. Market research was conducted using DSBS, SAM databases, NAICS Code 325520 and PCS 8030, and included reviews of small businesses, 8(a) firms, HUBZone, Service Disabled Veteran Owned, and Women Owned Small Businesses. An RFQ (RFQ1748426) was issued to thirty vendors identified through internet and historical data searches. The acquisition is being pursued through local contracting as a small business set-aside per the NMR Class Waiver Database.
