About this file

This is an Item Description document issued by the Department of the Air Force, Oklahoma City Air Logistics Complex (AFMC) at Tinker Air Force Base on 28 April 2026.

The 76th AMXG/567th is requesting procurement of one portable resistive load bank designed to test and apply loads to 400 Hz aircraft frequency converters and ground power units. The equipment must feature a 6-pin aircraft power receptacle (NSN 5935-01-202-4388) mounted vertically per Drawing LE409-0001, with suggested suppliers including Anderson Airmotive (part no. 3-498501) or ITT Cannon EA376. The load bank requires a minimum 100 kW total load capacity with switchable increments of 10 kW or less, input voltage of 230 VAC line-to-neutral / 400 VAC line-to-line at 3-phase 400 Hz, and standard E/F interlock circuit functionality. Critical specifications include an integrated digital display showing input frequency, voltage, current, and power; a minimum of four female BNC connectors labeled by phase for oscilloscope monitoring with internal current sensing bandwidth of at least 30 MHz to capture high-speed transients; heavy-duty casters and integrated lifting pockets for forklift handling; acoustic noise not exceeding 70 dB(A) at 7 meters; automatic over-temperature protection; and forced air cooling with safety interlocks.

ITEM DESCRIPTION

1. The 76th AMXG/567th is requesting utilization of funds for the purchase of one (1) mobile AC Load Bank designed to test and place a resistive load on 400 Hz aircraft frequency converters and ground power units.

2. The requested equipment item description / Specifications are outlined below.

a. Quantity of one (1) Portable Resistive Load Bank.

(1) Input Voltage: 230 VAC Line-to-Neutral / 400 VAC Line-to-Line, 3-Phase, 400 Hz.

(2) 6-Pin Aircraft Power Receptacle with Shield (NSN 5935-01-202-4388), mounted on a vertical surface to prevent sharp cable bends.

(a) Must be supplied in accordance with (IAW) the requirements specified in Drawing

LE409-0001.

(b) Suggested sources of supply (Anderson Airmotive part no. 3-498501 OR ITT Cannon EA376 IAW dwg. LE409-0001).

(3) Total Load Capacity: Minimum of 100 kW.

(4) Load Stepping: Switchable in increments of 10 kW or less, with clear labeling.

(5) Aircraft Interlock: Must include standard E/F interlock circuit functionality.

(6) Local Display: Integrated digital metering to display input frequency (Hz), voltage (V), current (A), and power (kW).4x BNC female connectors for monitoring of input power voltage, current, and frequency per phase with oscilloscope.

(7) Oscilloscope Interface: Minimum of four (4) female BNC connectors (Labeled Phases A, B, C, and Neu) for external, per-phase monitoring of voltage and current waveforms. Casters for ease of transport.

(8) CRITICAL: The internal current sensing for BNC outputs must provide a minimum usable bandwidth of ≥ 30 MHz to faithfully reproduce high-speed current transients. Standard low-frequency CTs are unacceptable.

(9) Mobility: Equipped with heavy-duty casters for ease of transport.

(10) Handling: Integrated lifting pockets/channels for a standard forklift.

(11) Noise Limitation: Acoustic noise level must not exceed 70 dB(A) at 7m.

(12) Thermal Protection: Automatic over-temperature protection to prevent damage.

(13) Cooling: Forced air cooling with safety interlocks.
