About this file

This document contains a series of clarification questions and responses for a Request for Quote (RFQ) solicitation # FA8125-25-Q-0078, focusing on details related to a Blanket Purchase Agreement (BPA) for commercial off-the-shelf (COTS) items, primarily abrasives and related products. The key points include:

The document addresses technical and procedural questions about the solicitation, specifically around Buy American Act clauses, unit of issue and unit size discrepancies, and vendor response requirements. Significant details include: vendors must quote 80% of the total list (located on page 41, section 2.1.1), there are price preferences based on country of origin for items, and vendors can offer multiple brand options for certain product categories like abrasives, cutting tools, and personal protective equipment. The solicitation seeks clarification on how to handle package quantities that differ from the estimated monthly order quantities, with guidance provided to price according to the total quantity and potentially highlight changes in the Total Estimated Price (TEP) worksheet.

1. It’s our understanding that the Buy American Act clauses referenced don’t forbid items from countries not listed in 252.225-7012, but that there is a price preference/penalty given to items based on their country of origin. Is that correct for this BPA? There are many of these items listed on the file that are not manufactured in that small list of countries, and I know they’re currently being purchased through the 4PL contract which uses TAA compliance since that is a GSA contract.

Please quote your best price and keep in mind countries that we don’t do business with.

Furthermore, the entirety of this list is COTS (commercial oƯ-the-shelf). There are exceptions to Buy America when it comes to COTS items.

2. Lastly (for now at least), there are several items that we have multiple brand options (mainly abrasives, cutting tools, and PPE items). Should we just go ahead and oƯer those options up front, or should we go with whichever is cheapest?

You can oƯer whichever product you would like, and multiples. I will be taking the highest price you give me to establish the price list and get the estimation to determine who will get agreements.

3. I have a few questions regarding the Unit of Issue and Unit size columns on the TEP worksheet for solicitation # FA8125-25-Q-0078. There are a number of items on the “AB” tab with conflicting Unit of Issue & Unit Size information. I’ve listed 3 examples below that appear across a large portion of the items on the tab that I’m hoping to receive some guidance on.

Example # 1: AB20 has a unit of issue of PKG listed, but a unit size of 1. These typically are sold in packs of 25. Should the Unit of issue be EA, or should the unit size be 25? Please confirm as this drastically changes the extended cost if the estimated monthly order is 1842 packs vs each. There are quite a few of instances like this on the TEP worksheet.

Item # Item Description Unit of Issue

Unit Size

Estimated Monthly

Order Product oƯered

AB20

Disc, Surface Prep 2in Med. Roloc Maroon

Type TR 25,000 RPM, 3M SCOTCH-BRITE

PKG 1 1842 **25 per pack**

Example # 2: AB2 has a unit of issue of EA but the listed unit size is 50. I believe the Unit of issue should be PKG in this instance. Would you like us to fix the unit of issue to PKG when we come across these?

Item # Item Description Unit of Issue

Order Product oƯered

AB2

Abrasive Sheet, 9

X 11in 120 Grit

K225, NORTON

EA 50 58 **50 Per pack**

Example 3: Some of the abrasives we are proposing come in diƯerent standard package quantities than what you are requesting. Since your estimated monthly order qty is based on the specific unit issue/size listed, I wanted to confirm how you would prefer we list these diƯerences out. Should we adjust the unit of issue/unit size column to match what we are oƯering? Should we also adjust the estimated monthly order qty up or down depending on if the proposed package qty is bigger or smaller than the unit size requested? I just want to be sure our extended pricing is being evaluated properly against someone that might be proposing a diƯerent package qty.

AB11

Abrasive Sheet, 9 X 11in 600 Grit

T414 SC, FINIPKG 1ST

PKG 25 15

**50 per pack**

AB12

Abrasive Sheet, 9 X 11in P80 J-

Weight 314D, 3M

PKG 50 11

**25 per pack**

Example 1: package of 25 Example 2: package of 50 Example 3: Price according to the total. So AB11 is 25 each times 15 and so on. We may update the package size later.

If you have to adjust through the TEP worksheet, please highlight the changes and/or clarifications to the package to justify your price. You may also submit a separate document to address changes and/or diƯerent calculations if we were to calculate diƯerently.

4. We have been talking with some of our vendors and was told that in order to respond, you need to quote 60% of the total list. I did not see that stated in the solicitation. Please confirm if I missed that information.

It’s 80% and it’s on page 41 section 2.1.1.
