About this file

This document is a Questions and Answers (Q&A) file for a Materials, Equipment, Supplies, and Expendables Blanket Purchase Agreement (BPA) solicitation by the Department of the Air Force Materiel Command Air Force Sustainment Center. The solicitation (FA8125-25-Q-0078) is a small business set-aside seeking quotes by 18 August 2025 at 12:00 PM CST, with vendors required to offer at least 80% of listed items to be considered for award. The government anticipates awarding three to five active agreements, and vendors will be evaluated based on a Total Estimated Price (TEP) worksheet, with flexibility to issue calls directly to vendors, compete orders, or rotate business among vendors.

Key terms include prompt payment within 30 days after invoice acceptance, prime contractors must be registered as a small business under NAICS Code 339999 in SAM.gov, and pricing can be adjusted up to once every three months in response to market conditions. Brand names are not mandatory, and vendors can quote alternative products. If a proposed product becomes discontinued during the contract period, vendors must notify the Contracting Officer, who will verify technical acceptability of any replacement items. The government reserves the right to issue or terminate agreements at any time, and vendors not initially awarded can remain considered for future potential agreements.

Questions and Answers

1. After invoices are submitted via WAWF, how long before payment is generally rendered?

Per the Prompt Payment, you should receive payment within 30 days after inspection/acceptance has been accomplished.

2. Are the prime or any sub contractor required to be a GSA vendor?

No, this is not associated with GSA. This will be a Tinker BPA and a small business set-aside.

3. Should the NAICS Code 339999 be listed on the prime contractors SAM.gov. profile?

Prime contractors must be registered as a small business under 339999 within Sam.gov and SBA.

4. We’ve taken a deeper dive into your list and have been able to assign part numbers to about half of the items. However, several items are still missing key details that we need in order to quote accurately. For example, the KleenGuard lab coats come in multiple versions with varying features like length, wrist style, and the presence absence of pockets.

Brand names listed aren’t a requirement. The brand name is just stated in order to let you know what we have purchased in the past. You may quote over brands. If you would like more clarification on a spec of an item, I would be more than happy to get that information for you.

5. Could you kindly advise whether the total monthly quantity will be delivered as a single shipment or as individual small quantity orders? Additionally, if there is any past delivery information or examples of delivery schedule for previous orders, I would greatly appreciate it if you could share those details.

This is a BPA and the quantities listed on the TEP are estimated quantities that we anticipate ordering within the year. There isn’t any past delivery information or examples of a delivery schedule. After vendors are chosen for the agreement, we may either compete each order to get the best pricing or choose to rotate orders amongst the vendors. That will be decided after agrememtns have been executed.

6. To provide you with the best quote, could you please provide the list of Part Numbers or NSNs in all the item requirements

Please see answer to question 4.

7. How many awards are anticipated?

We anticipate to have three (3) to five (5) active agreements at a time. If a vendor quotes and originally quotes isn’t issued an agreement, they are still considered an interested party and could potentially receive an agreement at any point within the life of the BPA. The Government reserves the right to issue and/or terminate an agreement at any time.

8. The solicitation notes that evaluation is based on TEP. Is this at the BPA level only?

How will task orders/RFQs be evaluated and awarded?

The TEP worksheet is used to establish the range of all the quotes and helps the Government with determining who will o er the best value to the Government and we use that initial worksheet to develop a price list. The Government could choose to issue a call directly to a vendor based o prices on the price list, compete each order, or rotate calls so that every vendor receives business. If there are any special criteria that needs to be met for an order (i.e. shortest delivery, stocking issues), the Government will notify vendors when a quote is requested.

9. Will o eror’s estimated price be used as a five-year ceiling price? Or is estimated price for evaluation only, with price determined separately for each task order/RFQ?

The estimated price that is listed on the TEP will establish the price list. Furthermore, in accordance with Schedule of Supplies – Materials, Equipment, Supplies, and Expendables (MESE) BPA (e)(i) (Page 3 of the Solicitation), the contractor is allowed to request a price list change in response to market conditions, but not more than once every 3 months.

10. If a proposed product becomes discontinued during the contract period of performance, what is the process for contract holders to o er replacements?

Notify the CO of the change in the product o ered and the price change. The CO will check with the customer to ensure the replacement is technically acceptable.
