About this file
This document is a Questions and Answers (Q&A) file for a Blanket Purchase Agreement (BPA) solicitation for Materials, Equipment, Supplies, and Expendables. The Q&A addresses critical vendor pricing and submission guidelines, including flexibility in brand offerings, pricing updates, and quantity breaks. Vendors are instructed to quote their best prices on the TEP worksheet, which will establish the price list for potential future orders, with the ability to adjust prices every 3 months or as market conditions change.
The document provides guidance on country of origin requirements, referencing Buy American clauses and Clause 252.225-7012 for qualifying countries. Vendors are expected to offer at least 80% of the listed items to be considered for award, with orders anticipated to be placed monthly but on an as-needed basis. The solicitation is issued by the Department of the Air Force Materiel Command Air Force Sustainment Center, with quotes due by 18 August 2025 at 12:00 PM CST, and includes two amendments (0001 and 0002) posted on 28 and 29 July respectively.

1) It is noted that these are not brand specific. Many of these items will have multiple brand options that we can o er. If we provide a quote on “Brand A”, can we later o er “Brand B” if that becomes more advantageous due to pricing, delivery, function, etc? Or are we then “tied” to whatever brand/item we quote originally until we would update the price file? Or should we try to give multiple options up front on the TEP file where applicable?
. In accordance with the schedule of supplies, it states that you can change your price every 3 months, but I also can allow changes at any point in time. If you have a product that you would like to quote and it’s cheaper, then you can present that to me at any time. You can quote however you see fit.
2) I see that you said that our pricing on the TEP file will be used to create the price list, which can be updated every few months, but many of these items will have quantity/volume breaks (both from us and the manufacturers) given monthly averages listed. Some manufacturers will o er these pricing deviations, and sometimes we are able to do so as well depending on volume. We could quote an item that has an estimated usage of 100 boxes per month at a better pricing than if it was 10 boxes per month, but if the possible orders come in with lower quantities, those prices may not fit with what was quoted. So, should we give minimum quantities for items like this or list out some quantity breaks?
If there is a minimum amount that must be ordered for your product that you are o ering, then yes please let us know what that price would be. I will take your highest potential price for each line item for evaluation purposes. But if a minimum is required, I would like to have that information for any vendors that are awarded agreements. Our intent is going to be to rotate orders amongst the vendors.
IMPORTANT: please quote your best price on the TEP worksheet because that will establish your price list that we could potentially just place a call against and send to you for completion. Your price should be reflective of all costs as we are within our rights to place a call against any BPA holder at any time. When requesting quotes after the agreements have been established, you can quote up to your established price, but not over…unless you have communicated with the CO the changes that have occurred to change the price change has been accepted by the
CO.
3) Will this contract have any Country of Origin or TAA compliance requirements? And will USA made items be given any priority over imported items? USA Made items are often more expensive, but we are aware of the government’s desire for more USA made items to be purchased too.
The Buy American clauses are listed within the solicitation; however, Clause 252.225-7012 lists qualifying countries that we allowed to do business with. Hope that helps.
4) What is the lead time between time/date of order and expected delivery date?
We anticipate placing an order monthly for supplies; however, the orders will be placed on an as needed basis. If delivery is important when request for quotes goes out to vendors that have an agreement, that will be stated in the quote request.
