TAFB B200 Test Cell System Upgrade RFIs
1. SOW section 2.2.11.1 states “All hoses shall be rated for 3050 psig working pressure.” Is 3050 psig correct, or is this intended to read 350 psig?
Answer: The correct working pressure is 350 psig.
2. SOW section 2.2.7.10.1 states: “The Contractor shall remove the existing inlet flanges from the
Test Cell piping on Test Cells 2, 7, and 12 and install new stainless steel ANSI Class 600 slip joint flanges. The Contractor stall ensure that the inlet and outlet Test Cell flanges are coplanar within plus or minus 0.5 degrees.” (1) What are the pipe sizes of the inlet flanges for test cells 2, 7 and
12? (2) Which test cells, if any, are the inlet and outlet flanges currently not coplanar? (3) Will piping offsets (45 degree bends in vertical piping, or other offsets) be required to bring the inlet and outlet flanges into alignment with each other? (4) Can photos be provided to show the extent of misalignment for any inlet and outlet flanges?
Answer: The ANSI Class flanges shall be 300 and not 600.
1) Test Cell 2 is a 3 inch ANSI Class 300, Test Cell 7 is a 4 inch ANSI Class 300, and
Test Cell 12 is a 4 inch ANSI Class 300.
2) Test Cells 2, 7, and 12 do not have coplanar flanges. The Contractor shall be responsible for flange alignment on Test Cells 2, 7, and 12 only.
3) No additional components other that the new ANSI Class slip joint flange will be required for alignment.
4) Photos are attached.
3. SOW sections 2.2.9.1 through 2.2.9.11 reference contractor providing orifice plates and ring joint seals. Is the contractor to replace any orifice plates, or only provide orifice plates?
Answer: The Contractor is to install the new ring joint and orifice plate in each of the six (6) Test
Cell upgrades.
4. Will all contractors be required to register with the State of Oklahoma Tax Commission and pay sales tax or use tax at the OK rate of 8.625% on all materials, rented equipment and other items as applicable?
Answer: If your company is not tax exempt, then yes you would have to account for taxes on your items in your proposal. The tax doesn’t have to be broken out, just include in the price.
5. Will all contractors be required to register with the Oklahoma Employment Security Commission, post a bond and pay Oklahoma Unemployment Taxes on all work performed in Oklahoma?
Answer: This is not a service contract. This is a supply contract. Whatever current unemployment you participate in is sufficient.
6. Will all contractors be required to register with the Oklahoma Workers Compensation Commission, post a bond and pay Oklahoma Workers Compensation rates as applicable in Oklahoma?
Answer: This is not a service contract. This is a supply contract. Whatever current workers compensation you participate in is sufficient.
7. Will all contractors be required to be licensed for Fire Protection, Electrical work, Plumbing, pipefitting, and sheetmetal work as required by the Oklahoma Construction Industry Board & Tinker Base Standards?
Answer: The Contractor shall be licensed for the scope of work performed. The Contractor does not have to be licensed by the Oklahoma Construction Industry Board.
8. Will all Installers/Journeymen be required to have licenses for Fire Protection, Electrical work, Plumbing, pipefitting, and sheetmetal work as required by the Oklahoma Construction Industry Board & Tinker Base Standards?
Answer: The Contractor shall be licensed for the scope of work performed. The Contractor does not have to be licensed by the Oklahoma Construction Industry Board.
9. Will all Engineering drawing be required to be sealed by a licensed Oklahoma Architect or Engineer? (Tinker Base Standard)?
Answer: The drawings are required to be reviewed and sealed by a Professional Engineer.
10. Will Payment and Performance bonds be required for the work?
Answer: No
11. Will bid bonds be required for the proposals?
12. Is there a detail of the new silencers available or a manufacture/model number?
Answer: No detail of the new silencer is available. The current silencer for Test Cell 1 is a Drawing Number 011681-A1 manufactured by JP America Inc. The company is no longer in business. Rick Huddle with Airvec Systems is aware of the project and a possible source for the new silencers.
13. What thickness of Stainless steel is required for silencers.
Answer: The thickness shall be based on the requirements and design of the silencer.
14. What type of stainless steel pipe is required (ie 304, 316, or other)?
Answer: 304 is acceptable.
15. Is there a preference on the thickness/schedule of stainless steel pipe?
Answer: All process piping is Schedule 40.
16. Can we just meet the minimum performance requirements listed in the RFP for stainless steel pipe?
Answer: All process piping shall be a minimum of Schedule 40.
17. SOW 2.2.14.1 States to replace all SS control tubing to new valves. Since all the valves are being replaced, the RFP is requesting all SS control tubing be replaced. Can the government confirm no control tubing is to be re-used or are we allowed to use the existing tubing that is in good working order?
Answer: Only two control valves on each Test Cell require tubing. All tubing for these valves shall be new.
18. SOW 7.2 indicates a 24 hour response time to warranty calls. Does this mean we have to respond 7 days a week, 24 hours a day. Or is the intent to respond within 24 hours of next business day. This would exclude responding within 24 hours on weekends or holidays. Please advise.
Answer: The Contractor shall make contact with the Government within 24 hours. The Contractor is not required to make contact within 24 hours on the weekends. The Contractor is not required to be on-site within 24 hours.
19. Will retainage be held on this work? If so how much?
20. Will the government pre-pay for any of the custom valves? The manufactures may ask for substantial upfront money. The valve package ROM is in the 2million range.
Answer: Upon determining who the apparent winner is based off the total evaluated price mentioned in 52.212-2, this could be an option when building the award and will be discussed with the apparent winner and contracting.
21. Will the government pay for stored materials on the jobsite? I believe we will have some limited staging area on base, we planned on sea containers with materials inside. The area would be fenced locked and secured and insured.
Answer: The Government will not directly pay for storage such as to a rental company. The Government will provide areas for storage such as part of a parking lot. The Contractor shall be responsible to secure material in the area. Costs would have to be added to the proposal.
22. SOW 8.7 Has requirements for the contractor to have specific engineers/integrators on staff. Is it acceptable to provide consulting engineers/integrators to meet this requirement? Requirements of “on staff” engineers/integrators” is very restrictive and does not permit competition of this work. We feel it is in the best interest of competition and to increase quality to allow consulting engineers/integrators to meet the RFP requirements. Assuming the consulting engineers/integrators meet the specific education, certifications and experiences listed in the RFP. Please advise if consulting engineers/integrators are acceptable if they meet the experience and other listed requirements.
Answer: Yes consulting engineers and integrators are acceptable if they meet the requirements.
The Contractor shall provide a list of those individuals and their credentials.
23. SOW 8.7 requires the contractors to have specific specialized experiences and staff working for them. Is it acceptable to meet the experience requirements and staffing requirements utilizing subcontractors or consultants? Please confirm we can submit subcontractors or consultants that are not direct employees of the bidding prime and still meet the intent of the RFP.
Answer: Yes subcontractors and consultants may be utilized if they meet the requirements. The Contractor shall provide a list of those individuals and their credentials.
24. Para. 2.2.15.1.10 The Contractor shall provide automatic isolation to ensure the Low Differential Orifice (24”) H20 differential pressure transmitter (DPOAB) does not exceed 10% over pressurization. The transmitter is rated at 2300 PSI, if no ports in the transmitter are vented to atmospheric pressure. If the transmitter is vented to atmosphere, the maximum pressure rating is 30 inches of water.
Question: What are acceptable devices that will automatically isolate the transmitter when the pressure exceeds 110% of the differential pressure transmitter rating?
Question: Is the automatic isolation triggered by a maximum differential pressure or a maximum operating pressure?
Answer: 1) Electrically controlled solenoid valves are one means of isolation.
2) A maximum differential pressure.
25. Paragraph 2.2.27.14 Calibration This section is very difficult to understand. It appears that the specification is attempting to address a computer-directed calibration of all instruments installed in each test cell. Please identify the methodology and hardware that will allow remote calibration of all types of instruments from the computer or PLC.
Each transmitter would require process isolation valves, calibration gas control valves, etc.
Please provide a COTS Calibration Product that can calibrate multiple transmitters, such as pressure, differential pressure, temperature, speed, vibration, encoders, etc. utilizing PLC programming.
Answer: The majority of the current Test Stands in our facility utilize Wonderware or National
Instruments software for calibration. The software communicates with either a PLC or DAQ computer cards. The screens allow calibrated inputs and comparison to binary or raw values that are scaled to the correct calibrated inputs. The calibration screens also allow for alignment should discrepancies in the transmitters or transducers develop. No isolation valves are required. Direct connections to the pressure transmitters are acceptable as is the current process. The software is used for the Analog Input channels (tags) that require calibration. No remote calibration is required. Each Test Cell shall be independent for operation and calibration. I am not sure of any COTS Calibration Product. These screens are custom programmed utilizing COTS software. Attached are three (3) examples of our Test Stand calibration screens.
26. Will the automatic exhaust air temperature quench system be retained in each of the six test cells? The original test cell design incorporated a temperature-activated solenoid valve to spray water in the exhaust pipe when hot air was being vented from the test cell.
Answer: The original Test Cell design only incorporated the water spray for two (2) high pressure high temperature Test Cells. Those two (2) Test Cells are not included in this upgrade.
27. SOW section 2.2.11.1 states “All hoses shall be rated for 3050 psig working pressure.” Is 3050 psig correct, or is this intended to read 350 psig?
Answer: The correct working pressure is 350 psig.
28. SOW section 2.2.32.5 states “All new wiring and hoses shall be routed in the existing raceways.
The contractor shall provide and install new raceways identical to the existing units in the event the existing raceways are full by 80% or greater.” What percent full are all existing raceways?
Answer: The 8 inch by 8 inch raceway between the Test Cell and Operator Console is approximately 50% full with low voltage and signal wires and 15% full with AC voltage and hoses. The 4 inch by 4 inch raceway on the mezzanine connected to the main junction box is approximately 70% full. These numbers are approximate only.
29. SOW section 2.2.7.10.1 states: “The Contractor shall remove the existing inlet flanges from the Test Cell piping on Test Cells 2, 7, and 12 and install new stainless steel ANSI Class 600 slip joint flanges. The Contractor stall ensure that the inlet and outlet Test Cell flanges are coplanar within plus or minus 0.5 degrees.” (1) What are the pipe sizes of the inlet flanges for test cells 2, 7 and 12? Answer: Same as Question 2.
30. SOW section 2.2.8.1. states: “The Contractor shall provide sound deadening insulation in the existing ceiling strut channel for each of the six (6) Test Cell upgrades.” (1) Is insulation to be continuous within the strut channels from wall to wall of the test cells? (2) Is it expected that the insulation will be exposed to view when the installation is complete, or is a finish to be applied to the insulation for aesthetics?
Answer: 1) The sound deadening insulation shall only be applied inside the 1-5/8 by 1-5/8
Unistut at the 8 inch concrete block wall sections.
2) The only exposed insulation will be in the 1-5/8 by 1-5/8 Unistut at the walls. No finish is required however the insulation shall remain permanently in place.
31. SOW section 2.2.8.2 states: “The Contractor shall install the insulation on each side of the Test
Cell ceiling at all locations the ceiling strut channel for each of the six (6) Test Cell upgrades.”
Should this read “on each side of the test cell wall”, instead of each side of the ceiling?
1) Answer: The requirement is unclear. The areas to receive sound deadening treatment are 7 each 1-5/8 by 1-5/8 inch Unistrut channels at the wall sections that pass through to the next Test Cell. The Unistrut is located in the Test Cell ceiling. Therefore a total of 14 areas for insulation (two walls). This equates to an approximate area of 2.64 square inches for each Unistut with an 8 inch thick wall for each of the 14 penetrations. This results in a total volumetric space of approximately 300 cubic inches of sound deadening insulation. All of the Unistut does not receive the sound deadening insulation. Only the areas located at the walls that pass through to the adjacent Test Cell.
32. SOW sections 2.2.9.1 through 2.2.9.11 reference contractor providing orifice plates and ring joint seals. Is the contractor to replace any orifice plates, or only provide orifice plates?
Answer: Same as question 3.
