About this file

This document provides an amendment to a solicitation for the Pneumatic Test Cell Upgrade opportunity with the Department of the Air Force Materiel Command Air Force Sustainment Center. The amendment includes responses to contractor questions seeking clarification on requirements. Specifications are required for bleed air silencers to reduce sound levels from 12,000 pounds per hour of air flow at pressures up to 750 degrees Fahrenheit and 350 psig. Insulation is required for piping ranging from 2-inch to 16-inch diameters and ceiling penetrations, as well as pressure transmitter enclosures that experience temperatures from 70-170 degrees Fahrenheit. Photographs and drawings are attached to illustrate the existing conditions. No pricing or response timing details are included in this amendment.

SUMMARY OF CHANGES

The purpose of this amendment is to post questions/answers and additional documents as Block 14 (Description of Amendment/Modification):

follows:

Question 1: Regarding bleed air silencers: It is understood that the sound source is the bleed air exiting the pneumatic piping system. What is the approximate unsilenced sound level? What is the required maximum sound level with silencer?

Answer 1: We have no actual measured data for the sound level of the air existing the two inch pipe. The sound level requirement is stated in the SOW. Attached are the drawings for one of the current silencers for the low flow Test Cells. The design shall be based on the flow of 12,000 pounds per hour as stated in the SOW. This flow is at 320 psig at 100 Degrees F. The back pressure can be 10 psig as stated in the SOW. The inlet air design pressure is 350 psig as stated in the SOW. The silencer shall be capable of operating at 750 degrees F. The current silencer was designed for less than 0.5 psig back pressure. The current silencers meet all requirements. The original manufacturer is no longer in business. Airvec Systems is a potential supplier of the required silencers.

Question 2: How many flange gaskets are to be replaced, apart the ones on the valves, for all 6 test cells?

Answer 2: The flange gaskets to be replaced are only for the replacement and new additional valves for each of the six Test Cells.

Question 3: What is the approximate insulation cover length to be replaced for each pipe size for all test cell (length for 2" pipe, length for 3"pipe, ...)?

Answer 3: The piping insulation jacket information is based on the approximate outer diameter of the piping with the current insulation. The diameters and lengths provided are only approximate.

8 inch diameter - 170 feet 10 inch diameter - 6 feet 11 inch diameter - 90 feet 14-1/2 inch diameter - 80 feet 16-/1/2 inch diameter - 65 feet

Question 4: What is the approximate area to be insulated for the ceiling, for each test cell?

Answer 4: There are 7 each 1-5/8 by 1-5/8 inch Unistrut channels in the ceiling that pass through to the next Test Cell. Therefore a total of 14 areas for insulation (two walls). This equates to an approximate area of 2.64 square inches with an 8 inch thick wall for each of the 14 penetrations.

Question 5: How much is the sound level reduction requirement for the ceiling insulation?

Answer 5: No specific requirement. The scope would be to reduce the sound as much as possible by using the highest density material available and possibly creating an air gap in the middle between the two adjacent Test Cells.

Question 6: Can you detail the ceiling and ceiling side structure type/design to be insulated (perhaps a picture?)

Answer 6: Attached is a picture.

Question 7: Where is the pressure transmitter enclosure located? Inside, outside, close to the building roof?

Answer 7: The pressure transmitter enclosures are located inside each Test Cell.

Question 8: What is the pressure transmitter enclosure ambient temperature variation?

Answer 8: A maximum range would be from approximately 70 degrees F to 170 degrees F. The current pressure transmitters have functioned very well for 17 years.
