August 28, 2018 Questions & Answers: Aerial Work Platform

QUESTION & ANSWERS:

1. Question:

Can the Solicitation be extended until September 14th?

Answer:

After considering multiple requests, the Government has extended the Solicitation to 31 August 2018

12:00PM CST.

2. Question:

Solicitation-AWP, page 3, item 0002 refers to Delivery of Aerial Work Platforms but for a quantity of 1. Is the quantity 1 or 2? This is also referenced in para 1.9 of the SOW under Delivery.

1 Set of platforms is required. Refer to para 1.3.1 in the SOW to verify that 1 set is equal to 4 platforms.

3. Question:

Solicitation-AWP, page 4, item 0003 refers to Delivery of Aerial Work Platforms but for a quantity of 1. Is the quantity 1 or 2? This is also referenced in para 1.10 of the SOW under Installation. Not sure why item 0002 refers to delivery while item 0003 refers to installation?

Answer:

1 Set of platforms is required. Refer to para 1.3.1 in the SOW to verify that 1 set is equal to 4 platforms.

These are separate supplies/services to facilitate payment of the manufacturing of the platforms upon delivery, and then payment of the installation cost upon completion of installation.

4. Question:

The SOW calls for the AWP to work around several aircrafts (KC-135, B-1, B-52, E-3, E-6, C-130, and Navy C-130). Can you provide these aircrafts 3D profile drawings to study the AWP dimensions to fit around these aircraft shapes?

We do not possess 3D models of the airframes.

5. Question:

Can details of speed requirements, overhead crane travel speed, trolley travel speed, mast lowering and raising speed and rotation rpm be provided?

Bridge Travel Speed: variable from 3-30 feet/minute

Trolley Travel Speed: variable from 3-30 feet/minute Platform Lift Speed: variable from 2-30 feet/minute Rotation Speed: 0.2 rpm

6. Question:

Can details of overhead crane runways, total travel length, the runway maximum load capacity, runway beam profiles be provided?

Please see attached drawings.

7. Question:

Can building drawings for dimensions, runway beam elevation, roof trusses elevation be provided?

8. Question:

SOW para 1.10.(i) calls for a Collision Avoidance System (CAS) to prevent the platforms from causing any damage to an aircraft. Clarification is sought whether mast must also have a CAS?

Answer:

The mast of the aerial work platform shall have some form of protection from damaging an aircraft.

Preferably, a system that will shut off movement of the AWP to prevent it from contacting/damaging an aircraft or any object within the hangar.

9. Question:

SOW 3.5.7 allows for reverse engineering of fixtures to produce new ones. Can any fixtures be send to the vendor after contract award or must reverse engineering be done at Tinker AFB?

Answer:

Not sure what items may require reverse engineering. The contractor may assess the equipment and determine that reverse engineering of a part is practical; however, the government will not be responsible for reverse engineering parts to work with a contractor’s equipment. The project is a turnkey installation.

10. Question:

Can access to the building drawings to understand the crane span, physical restrictions and maximum wheel load to the runway structure be provided?

Can general arrangement drawings of B2280 South Dock be provided?

12. Question

Can drawing package of the building structure fixed points and runways be provided?

13. Question

Can general arrangement drawings of the existing AWP of B2280 South Dock be provided?

14. Question

What is the maximum admissible self-weight of the AWP (existing wheel loads? max runway suspension load?)

15. Question

Can the existing runways and energy chain or track be re-used to minimize the hanger down time?

Project is a turn-key installation. If the existing runways and energy chain or track was capable of meeting the needs of the new equipment that would be acceptable. However, any problems that may occur would be the sole responsibility of the contractor to rectify. The use of existing equipment would not be any justification for the new system not to fully function as the government requires.

16. Question

Can you confirm that it is understood that once the demolition phase has started (Item 0001 - 12 month ADC) it will not be possible to use the South Dock anymore until the end of the commissioning and training of the new AWPs (Item 0004 – 19 months ADC)?

Answer:

That is correct. Once the existing platforms are removed from service, aircraft production will not resume in the dock until the installation and testing of the platforms is complete.

17. Question

During site visit, it was envisioned to work 24h/7. What is the aim of this considering regarding question 16?

Answer:

During the time that the South Dock is made available to the contractor, 24/7 work along with weekends and holidays should be planned.

18. Question

Would it be possible to remove a section of false ceiling for demo and installation process? If permissible, the operation, including the reinstallation would be done by the contractor.

Yes, any damage caused by the contractor shall be the responsibility of the contractor to repair.

19. Question

Please confirm that the power feeding point for the AWPs will be located in the existing control room and that cable trays are available to bring the new wiring to runway level.

Answer:

The existing electrical panels for the AWP are located in the mechanical room. The electrical power used to operate the existing equipment is available to be used with a new AWP system. However, any additional electrical power requirements needed to operate the new equipment will be provided by the contractor. The project is a turn-key installation.
