Questions & Answers for Altitude Chamber Test Stand Upgrade

FA8125-18-R-0003

I have the following questions and request from the site visit.

I have listed below the questions that we have to date, as well as the requested photographs (beginning at #25).

1. SOW Item 3.1.1 says, “The Contractor shall complete all work associated with this Statement of Work no later than twenty-four (18) months of contract award date.” What is the desired POP?

Government Response: The Period of Performance is twenty four months.

2.SOW Item 3.1.2 says, “In the event of conflicting requirements between this Statement of Work and end item Technical Order testing requirements, the Contractor shall provide for the stricter requirement.”
Please provide all end-item TOs.

Government Response: Only Government contractors are allowed access to the Technical Orders.

2. SOW Item 3.2.22.17 indicates that all valves are motor operated. Does that mean the control valves too? Are air-actuators acceptable for modulating valves.

Government Response: Yes air actuators are acceptable for modulating valves.

3. SOW Item 3.2.24.1.10 calls for all pressure transducers to be located behind the control panel. That area is crowded, and we are not sure if it meets minimum work clearance requirements. Can we locate the transducers on the outside, south wall of the control room area? This would provide much better PMEL access.

Government Response: Yes.

4. SOW Item 4.1.5.1 indicates that the first item in the installation sequence is the Orifice Plate Flow Sections. Does the government intend that the new flow plates operate with the existing control system BEFORE the PLC, and the DAC systems are installed?

Government Response: The sequence of installation is incorrect. Chamber 2 Upgrade will be first and then Orifice Plate Flow Section Assemblies. In this orientation, no the flow plates will not operate prior to the PLC and DAC installation.

5. There are 6 end items for which correlation testing is required. The hours per test are shown in Table 1 on SOW page 39. How many 3-run tests are required for each end item. In other words, can an operator run one complete end item test in the time shown in Table 1?

Government Response: The Standard Test Time is designated time for one single test of each applicable end item. 3 tests will be ran for each for correlation.

7. Test Fixtures:

a. Will the contract require that UUT mounting pads and/or test fixtures be provided to the government as part of this contract?

Government Response: No

b. Please provide a complete list of the required test fixtures.

Government Response: Contractor provided test fixtures are not required.

8. Chamber 1 and Chamber 2; Which one is which?

Government Response: Chamber 1 is the east most chamber and Chamber 2 is the west most chamber.

9. Are any of the areas within the SOW hazardous-rated?

Government Response: No

10. What are the restrictions for cutting, burning, welding?

a.Blankets?
b.Fire Watch?
c.Added extinguishers?
d.Floor protection?

Government Response: The Contractor shall fill out an AF 592 Hot Works Permit to the Base Fire Department. The permit is valid for 30dsy at a time. All fire protection requirements will be detailed by the Base Fire Department.

11. Why are some of the lines steel, some copper, some stainless?

Government Response: Paragraph 3.2.20 states the requirements for the new tubing and fittings.

12. Please provide the process conditions at each control valve

a. Flow rate

Government Response: Flow rates vary based on the end items tested. The operator will select the required valve sized based on the required flow. The size of the flow control valves are provided in Paragraphs 3.2.22.10, 3.2.22.11, 3.2.22.12, and 3.2.22.13.

b. Temperature

Government Response: Temperatures will range from 50 degrees Fahrenheit to 120 degrees Fahrenheit.

c. Pressure

Government Response: Pressures will range from 40 Inches Mercury Absolute to 2 Inch Mercury Absolute

13. Please provide a sketch (or a marked-up photo) the shows the desired locations of:

a. HMI

Government Response: The requirements for the HMI are stated in Section 3.2.27

b. PLC

Government Response: No specific location. Actual location shall be decided in the Design Reviews.

14. What is the long coil of copper tubing in the test chamber ante-room

Government Response: The coil of copper is a requirement for a specific end item test. The Contractor shall not remove the copper tubing.

15. Are the existing flanges raised-face type or not?

Government Response: The existing flanges are not raised face.

16. About the SOW excerpt below, we do not understand what is being labeled. How much of the existing controls will be migrated to the HMI, and how much will be retained on the existing operators control surface?

Government Response: All existing controls will be migrated to the HMI.

3.2.14. Labeling/Identification:

Government Response: Any encoders, transducers, valves, power supplies, emergency stops, orifice sections etc., installed shall be clearly and visibly labeled.

The test stand shall be equipped with labels on the front test panel which identify every applicable air, and electrical connection point, valves, switches, gauges, indicators and instrumentation.

The test stand does not currently have a nameplate so one will be created and installed per Paragraph 3.2.14.3.

17. Regarding the Chamber Latches

3.2.12.7 ….Work shall include restoring inner and outer door latches, sealing surfaces, and performing paint touch-up. All four (4) latches on each door shall engage at the same time without any other latches inadvertently releasing.

Government Response: We do not have a specific design in mind. When the stand engages and vacuum is introduced, the existing latches all disengage and release. The requirement is just to ensure they all latch simultaneously and remain latched regardless of pressure changes.

18. The chamber is a rated pressure vessel and as such no welding can be done on the vessel. If the government anticipates that the existing latching system is going to be modified without cutting or welding on the existing vessel, then more information (drawings, dimensions, etc.) would be required for a latch system design.

a. Are there any other drawings for the chamber or the existing latching system available?

Government Response: No

b. In lieu of additional drawings, close up pictures would be required of each latch. Would the government provide these pictures.

Government Response: Yes

c. Are the existing latches removable?

Government Response: Yes

19. Can we have a forklift on site and inside the building for the duration of the construction period?

Government Response: Yes

20. Can erected scaffolding and lifting equipment remain in place for the duration required?

Government Response: Yes. The scaffolding shall not interfere with ongoing testing operations of the Chambers unless scheduled. Additionally the Contractor shall provide hardhats to Government personnel working in the area as required by regulations.

a. Construction materials storage/lay-down: Can we arrange for some on-site storage of some materials for short term staging?

Government Response: Yes for short term staging.

b. What size area will be available, and approximately where would the area be located?

Government Response: An approximate area of 10 feet by 20 feet is available in Building 210 located approximately 150 feet to the south of the Altitude Chamber Test Stand.

21. Is there to be any piping replaced aside from the new flow orifice meter runs?

Government Response: No.

22. Does the government want solenoid valves for all of the shutdown / switching valves, and or control valves?

Government Response: No preference to the type of valves.

23. Is the roof of the building strong enough to support a person walking, or will scaffolding be required for the meter tube replacements?

Government Response: The roof of the Operator Control Room is constructed of plywood and can support the weight of personnel. The roof cannot support the weight of the new large orifice sections.

24. Can they provide a pipe schedule for the 30” vacuum piping line. Is it robust enough for rigging?

Government Response: No process piping shall be used for rigging.

27. Can we be provided pictures of overall layout including piping sections, valve placement, and tubing sections?

28. Can we be supplied pictures of all valves including correct sizing and motorized actuators’ data plates?

29. Section 3.2.22 calls out valve sizing. From the walk thru, we believe the size called out in 3.2.22.2 to be incorrect

Government Response: CSV_1 and CSV_2 valves are 16 inch nominal valves and not 24 inch nominal valves as indicated in Paragraph 3.2.22.1.

Additional SOW amendments.

3.2.13.4. The Contractor shall provide new sirens and warning lights for the emergency stops. Siren(s) shall sound only when the four (4) emergency stop buttons located in Chambers are pressed. The two (2) emergency stop buttons in the Operator Console shall not sound the sirens.
