Additional Questions
Question 24:
Given the historic inaccuracies in the DO41 system, can the Government provide the basis of estimate used in determining the LLP replacement factor of 1.6%?
Government Response Question 24:
The estimate or factor was based upon CEMS data for the fleet.
The Government corrects the factor; it is 0.16%.
Question 25:
For non-LLP material replacement can the Government provide CEMS records on the projected candidate of target engines for repair with release of the solicitation?
Government Response Question 25:
N/A. There is not a targeted list of expected engine removals at this time. Engines are being removed for cause.
Delivering combat power for America!UNCLASSIFIED//FOUO
UNCLASSIFIED//FOUO
Additional Questions
Question 26:
How many FOD engines are expected annually? FOD engines typically have big Module 13/15 problems outside of normal replacement factors. Any PMA /DER content could require substantial replacement of material outside of the “norm”.
Government Response Question 26:
The Government does not have a projected FOD removal estimate. In recent years, FOD occurrences that would affect the Module 13/15 have been minimal.
Delivering combat power for America!UNCLASSIFIED//FOUO
UNCLASSIFIED//FOUO
Additional Questions
Question 27:
Besides engines with FOD how many other target modules may have previously been overhauled and contain DER or PMA parts that may need to be replaced (since those parts cannot be repaired)?
Government Response Question 27:
N/A. There is not a targeted list of expected engine removals at this time. Engines are being removed for cause.
Delivering combat power for America!UNCLASSIFIED//FOUO
UNCLASSIFIED//FOUO
Additional Questions
Question 28:
Given the substantial unknowns associated with satisfying material replacement requirements driven by incorporation of Service Bulletin (SB) 72-0365, no access to GFP, no avenue for over and above (O&A) , no access to engine records to accurately estimate material replacement rates, and, no breakdown of target engines, approved repair sources (other than the incumbent) must price risk into the firm fixed price (FFP). Having a CLIN to allow for O&A has been an acceptable practice in the past to reduce contractor risk, enhance competition and provide price realism to the USAF.
Why isn’t the Government willing to include an O&A CLIN in this contract?
Delivering combat power for America!UNCLASSIFIED//FOUO
UNCLASSIFIED//FOUO
Additional Questions
Government Response Question 28:
In accordance with the FAR, a remanufacture is considered to be a purchase of supplies. Supply contracts do not contain Over and Above contract line items (CLINs).

UNCLASSIFIED//FOUO
Additional Questions
Question 29:
Need clarification on the entire TAT cycle, when does it start, when does it stop? Does the clock on TAT stop when DCMA completes the inspection of the modules?
Government Response Question 29:
Turn-around-time (TAT) starts upon receipt of the module and stops when inspection/acceptance is completed in WAWF.
Delivering combat power for America!UNCLASSIFIED//FOUO
UNCLASSIFIED//FOUO
Additional Questions
Question 30:
Will USAF waive the 30 day TAT during the ramp up transition period? Will USAF accept, for example, a 90 day TAT during the ramp up period?
Government Response Question 30:
Ramp up is built-in through the estimated award date versus first deliverable date.

Additional Questions
Question 31:
Can USAF explain the reasoning for a 30 day TAT?
