Questions & Answers:

1. If the Life Limited, LPT Shaft does not have 3,500 cycles remaining, or is determined to be beyond economical repair does Item 0002-5002 (Shaft Replacement) apply?

Government Response: If the LPT Shaft has to be replaced, CLINs 0002-4002 (Shaft Replacement) will apply. If the LPT Shaft has to be repaired, CLINs 0001-4001 will apply.

2. If the Life Limited, Stub Shaft does not have 3,500 cycles remaining, or is determined to be beyond economical repair do the same principles of Item 0002-5002 (Shaft Replacement) apply? If so should there be a separate FFP CLIN?

Government Response: The Government does not anticipate the Stub Shaft needing to be replaced. If for some reason the Stub Shaft does need to be replaced, then the Over & Above CLIN would be used.

3. Why does the RFP contain the following clauses?

a. SCA for a service contract

b. Buy American Act and IUID for a supply contract Is this a service or supply contract? And will USAF remove the clauses that do not apply?

Government Response: This is a service contract; therefore the Service Contract Labor Standards (formerly known as the Service Contract Act) applies in accordance with FAR 22.1006 (a).

DFARS 252.225-7001, Buy American and Balance of Payments Program – Basic does apply to supply contracts; however, the Buy American Act it also applies to service contracts that include the purchasing of parts (supplies) that exceed that micro-purchase threshold. Therefore, DFARS 252.225-7001, Buy American and Balance Payments Program – Basic does apply to this request for proposal.

DFARS 252.211-7003, Item Identification and Valuation, does apply to supply contracts; however, the Item Identification and Valuation clause it also applies to service contracts that include the purchasing of parts (supplies) that exceed the micro-purchase threshold. Therefore, DFARS 252.211-7003, Item Identification and Valuation, does apply to this request for proposal.

FAR 52.222-41, Service Contract Labor Standards, DFARS 252.225-7001, Buy American and Balance of Payments Program – Basic, and DFARS 252.211-7003, Item Identification and Valuation apply and will remain in the request for proposal.

4. When does the USAF expect to award the contract?

Government Response: The Government anticipates a contract award in FY ’15.

5. How soon after contract award will the first asset ship to the overhaul contractor?

Government Response: It depends on when the contract is awarded and the asset availability at the time of award.

6. Does USAF expect that any work will be performed at CFM approved sources? If not, how does USAF expect to ensure accurate performance?

Government Response: All sources must comply with using the CFM manual. The Government’s focus is on approving Air Force Vendors. Please reference the second paragraph of 1.2.1 in the Performance Work Statement.

7. Related to IUID, there are several points of questions:

a. Regarding the reference to “See Schedule as Applicable,” is USAF going to provide a Schedule for the offerors to include in their proposal?

Government Response: The USAF will not be providing a Schedule for the offerors to include in their proposal.

b. Or is the Contractor supposed to supply a schedule of what parts will be marked with IUID and how they will comply?

Government Response: The Contractor may provide a schedule of parts that will be marked with IUID and how they will comply.

c. And since the OEM owns all of the data for this commercial engine, how does USAF plan on having non-OEM offerors comply with this requirement to make changes to drawings that they do not own?

Government Response: In accordance with the Performance Work Statement, paragraph 1.2.1, “Contractor shall acquire all component parts from Air Force approved vendors, Government inventory, Original Equipment Manufacturer (OEM) approved vendors, or commercial inventories approved by the USAF and/or OEM. Life Limited Parts (LLP) shall be new and unused from Air Force approved sources or remanufactured from Government inventory.
