The Government will evaluate all factors concurrently for all proposals
Initial ratings and evaluated price will be established for each Offeror
Only those Offerors determined to be acceptable for Technical, either initially, or as a result of discussions, will be considered for award
Ratings of Acceptable or Unacceptable
Evaluation Methodology (Con’t)
The Offerors’ pricing proposal will be evaluated based upon the Total Evaluated Price (TEP)
The Government shall evaluate the TEP of all technically acceptable Offerors
The calculations will include all evaluation periods
– Basic year,
– All option year prices,
– Six month extension option
Solicitation Requirements – Terms and Conditions
Failure to comply with the terms and conditions of the solicitation may result in the Offeror being ineligible for award
Clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale
If a discrepancy exists between the Instructions to
Offerors and the Evaluation Factors for Award, the evaluation criteria in Addendum to FAR 52.212-2 will take precedence
Price Evaluation
Reasonableness
Price proposal should address all RFP requirements
Competitive market should establish price reasonableness
Realism
Proposed prices should be realistic for work being performed
Price proposal should reflect clear understanding of requirement
Proposal should be consistent with technical approach
Balance
Pricing for one or more CLINs is significantly overstated or understated
Increases performance risk & may result in unreasonable prices
Factor 1
Technical
FACTOR 1: TECHNICAL
Technical proposals are not required
To be acceptable, the Offeror shall be a qualified source in accordance with the Repair for Qualification Requirements for the NSN specified in the Supplies or Services and
Prices/Cost Section
Only Offerors qualified through the Source Approval Request
(SAR) process are eligible for award and award will not be held pending qualification
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Factor 2
FACTOR 2: Price
Offerors’ price proposals will be evaluated for award purposes by adding the total basic requirements (basic year) and all options
Government will evaluate the proposed prices based on reasonableness, balance, completeness, and realism
Evaluation of options does not obligate the Government to exercise such options or extensions
The TEP will be calculated as the sum of the Offeror’s extended prices for the basic year, all option years, and the six month extension option
The TEP will be used for evaluation purposes only
FACTOR 2: Price
Price Reasonableness
Proposed prices will be evaluated for reasonableness and balance
Pricing will also be evaluated for completeness
Analysis of price proposals will be performed using one or more of the techniques defined in FAR 15.404 in order to determine price reasonableness
Reasonableness must represent a price to the Government a prudent person would pay in the conduct of competitive business
Price Realism
Realistic pricing demonstrates an adequate understanding of the requirement with the proposed pricing realistic for the work required
Unrealistically low prices or estimates may be grounds for eliminating a proposal from the competition based upon an apparent lack of understanding of the requirement
FACTOR 2: Price
Completeness Completion of the RFP, the Supplies or Services and
Prices/Costs Section
Provide all requested data in Addendum to FAR 52.212-1, para 5.2
Unbalanced Pricing
Proposals will be reviewed for unbalanced pricing
Offerors may provide supporting explanation in the initial proposal of variance in pricing that suggests lack of balance
– Should include reasons for the widely varying proposed pricing based on price assumptions utilized in the development of the pricing proposal
FACTOR 2: Price
Total Evaluated Price (TEP)
The TEP will be calculated as the sum of the extended prices for the 12-month Basic Year, four (4) one-year Option Years, and the six (6) Month Extension Option in accordance with
FAR 52.217-8 “Option to Extend Services”
The six (6) month extension option extended prices will be based on the proposed Option Year Four (4) total estimated price divided by two (2) and rounded to the nearest cent
– The six-month extension of services under FAR 52.217-8 will only be utilized if necessary
– The six-month extension of services is not to be considered part of Option Year Four (4) and will be a separate option exercise if it is utilized
FACTOR 2: Price
Total Evaluated Price (TEP)
Extended pricing will be determined by multiplying the best estimated quantities identified in the Supplies or
Services and Costs/Prices section by the Offeror’s proposed unit price for each of the CLINs
Over and Above Costs
– Hourly rate CLINs will be multiplied by estimated number of hours per CLIN provided for evaluation quantities
– Over & Above rates must include all costs for such effort, including direct rates, G&A, and profit
– These rates shall be fully burdened (loaded) Over & Above hourly rates
