About this file

This is a Request for Proposal (RFP) for a firm-fixed-price contract to procure F-100 combustion chamber liners for aircraft engine repair and maintenance.

The solicitation, numbered FA8121-26-R-0016, is issued by the Department of the Air Force, Air Force Sustainment Center (AFSC) at Tinker Air Force Base, Oklahoma. The Government plans to award a single contract for one-time purchase of combustion chamber liners (NSN 2840-01-449-1573 NZ) manufactured to specification per part numbers 4084071-01 and related variants. The contract requires delivery of 120 units by May 3, 2028, with a minimum order quantity of 20 units and maximum of 120 units. Item-specific requirements include first article testing with two units for contractor testing, one unit for Government approval (with approval required within 60 days), and submission of a contractors' test plan and test report. All parts must be delivered in original unopened packages labeled with correct part numbers, NSN, and original Government contract numbers, with early delivery acceptable. The acquisition is unrestricted (not set aside for small business), with NAICS code 336412 (Aircraft Engine and Engine Parts Manufacturing). Award will be made to the lowest evaluated price offeror whose proposal conforms to solicitation requirements and meets qualification standards per FAR 52.209-1. Offers must remain firm for 30 days from the solicitation date of August 17, 2026. Payment will be made per ESP Clause 252.232-7003 via Wide Area WorkFlow (WAWF). The solicitation includes standard FAR and DFARS clauses covering quality assurance, inspection and acceptance at origin, F.O.B. origin shipping terms, representations and certifications, and various compliance requirements including cyber security safeguards, trafficking in persons prevention, and Buy American Act compliance.
