Pre-Proposal Q&As
| T56 3.5 Vendor Questions & Government Responses As of 10 Dec 15 | |||
| Q # | Questions / Comments | Program Responses | CLARIFIED PROGRAM RESPONSE |
| 1 | It appears from the requirements contained in the applicable T56 RQR-1 (scope section 3) as referenced on the web, that we are required to submit Part 1, Determination of Experience and Capability information to the CEA prior to proceeding with Part II Substantiation of Specific Repair Procedures, Process Control, and the Specialized Testing of Samples. Can you please confirm if this is accuarate and if so, please confirm our first step is submission of the data listed in the RQR Section 5, Proof of Capability. Note: We believe it is possible that by being a Rolls-Royce AMC, the CEA will determine our capability as adequate as approval for Part 1. | Your understanding of the T56 RQR-1 is correct. You must first submit the documentation described in Part I of the RQR first. The information needed is described in sections 5-7 of the RQR. It is possible for Part II Source Demonstrations to be waived in accordance with RQR para 8.1, "Source Demonstration will be waived for the T56 FMCs, AMCs, and AMOFs, and may be waived for other Category I Offerors at the discretion of the CEA." | |
| 2 | The contractor is to procure consumable replacement material from the DLA and is also responsible for procurement for other replacement material. Question: Since there is no line item for that addresses replacement material, how will a contractor be paid for the consumable DLA items as well as other materials that will be required to be purchased and / or installed? | The T56 3.5 Contract will be a Firm-Fixed-Price (FFP) effort for the compressor and turbine module overhauls / repairs/ and installation of new mod hardware to render serviceable T56-A-15A compressor and turbine modules. The CLIN scope of work requires the contractor to price all labor, overhead, general and administrative, profit, and any contractor purchased material costs within their proposed FFP unit prices for the CLINs. | |
| 3 | Since the contractor will be required to submit an all-inclusive firm fixed price for each overhaul line item, and in order for the contractor to properly cost the expected replacement value, will or can the Government provide the details on the expected incoming units Life Limited Parts (times / cycles for wheels and spacers). | The specific module serial numbers have not been identified as this time. | |
| 4 | Will the compressor and turbine sets provided for induction include the full set of accessories? Or, will they be provided in what is normally called a bare configuration? | The Compressor and Turbine sets will be in the USAF module configuration. This is defined by the 2J-T56-54 Illustrated Parts Breakdown and 2J-1-24 Equipment Comprising a Complete Basic Gas Turbine Engine. The modules do not include a full set of accessories. The following is provided for clarification purposes and is not intended to be complete. Please refer to the previously referenced manuals. The Compressor Module includes the following accessories: anti-ice system, main pressure scavenge pump, external scavenge pump, left and right hand wiring harness, ignition relay, fuel enrichment valve, manifold drain valve, fuel manifolds, and fuel nozzles. The Compressor Module does not include any other accessory items attached to the accessory gearbox other than those identified above. The Turbine Module contains the following accessories: left and right hand thermocouple harnesses, thermocouples, and thermocouple block. It does not include the rear scavenge pump and pump support, nor the combustion section. | |
| 5 | The kits provided by the Government are identified as Rolls-Royce part number 23092101 and 23092102. In order for the contractor to develop firm fixed pricing per item, can the Government please provide the bill of material / contents of each kit? | The compressor and turbine kits will be provided to the vendor as Government Furnished Material (GFM) which will be free issue to the vendor and not part of the Firm-Fixed-Price effort to overhaul/repair/install kits to return the module to a serviceable 3.5 configuration. Vendor should price in all risk, labor, CFM, overhead, and administrative costs in each fixed-price CLIN effort. | |
| 6 | Will the USAF provide a module specific part number configuration expected for completed/overhauled modules (excluding class c material)? | Yes, a new module specific part number and stock number will be established by contract award. | |
| 7 | Regarding DLA provision of consumable material to the contractor at the “standard unit price.” Can the Government provide a listing of the items which qualify as consumable, or provide a listing of the items which will be available to procure? | No, DLA consumable items are considered as Contractor Furnished Material (CFM). The government does not have insight into CFM items. | |
| 8 | As far as price, DLA inventory are typically less expensive than those purchased on the commercial market place, and being that the contractor will provide all replacement materials as CFM, contractors that do not have access to current DLA pricing are at a competitive disadvantage. The large businesses that do have access will be able to accurately price and cost the firm fixed overhaul line items while those without access will have no choice but to price from the current commercial approved sources or run the risk of guessing incorrectly as to DLA pricing which would not be good for either the contractor or the Government. Can the Government provide contractor access to DLA pricing? | No, DLA consumable items are considered as Contractor Furnished Material (CFM). The government does not have insight into DLA pricing. | |
| 9 | Regarding the response to questions posted Nov. 17, on the clarification of the extent of the work to be performed (i.e. minor overhaul, normal overhaul, major overhaul, repair). Since each module can require a varying degree of overhaul, and varying degree of cost, sometimes in the six figure category, can the Government break down the CLINs into sub line items covering the applicable category of overhaul? | No, Vendor pricing should be priced accordingly to vendor risk and business decisions. | |
| 10 | Regarding the response on Nov. 17, Final Acceptance, utilizing slave equipment. When overhauled modules are inspected and tested, it is usually customary for each unit to have its own accessories, or slave equipment from the contractor, in order to test all systems of the overhauled module. The response provided to the question remains unclear. The response: Overhauled modules will be inspected and tested as applicable in accordance with the applicable work package contained in the 2J-T56-53 or as required by the TCTO. When the modules are delivered to the field units, the accessory components required for testing will be installed. Testing and performance data collecting will done with contractor assistance at a designated field unit test cell facility. This response did not appear to answer the question of test at the contractor facility.. How does the Government expect the contractor to perform “test” without the use of slave equipment. And, when the field units install the accessories, etc. to perform another test, utilization of different and / or additional components may provide an end result inconsistent with the contractor’s original test. | Nov 17 response is edited to reflect the following: “Overhauled modules will be inspected and tested as applicable in accordance with the applicable work package contained in the 2J-T56-53 or as required by the TCTO against applicable test stands / benches. When the modules are delivered to the field units, the accessory components required for testing will be installed. Testing and performance data collecting will be done at the field level. Contractor assistance at the field unit is not required. CDRL A00M will be deleted from the solicitation.” | |
| 11 | Lastly, even with a pre-solicitation issued October 19, 2015, the solicitation was issued on November 6, 2015 with a due date of 3:00 p.m. CST on Monday December 7. The due date being a Monday means completed proposals must be completed and sent no later than Friday December 4th to ensure delivery. This means a less than three week completion of a significant 4 volume competitive proposal. This is also in addition to the completion of the RQR documentation. With the short turn time for completion of the proposal, inclusive of the Thanksgiving Holidays which reduce even further the time allotted for a best value submission, with technical, capacity planning and pricing information dependent on responses to the questions above as well, we hereby request the due date of the proposal be extended to Tuesday December 22, 2015. | The Government will extend the proposal deadline to 3:00 p.m. CST on 22 Dec 15. | |
| 12 | PWS section 1.3.5 directs non reuse 3.0 parts to be stored and shipped in back to the Government in accordance with instructions from the PCO. These high value parts could be used by the Contractor in support of other U.S. Government contracts to lower costs to the Government on this program. | In order to maintain visibility of the non reuse 3.0 parts, the Government intends to leave the PWS section 1.3.5 paragraph as written. Any disposition action to use to the non reuse 3.0 for other Government contracts will be directed via the Government PCO disposition instructions. | |
| 13 | The RFI specifies 50 each Compressor and Turbine modules to be overhauled and upgraded to the 3.5 configuration. The cost of this upgrade represents the bulk of the cost of a complete Power Section overhaul. The Government may want to consider the benefits of modifying the workscope to turn in Power Sections instead of Compressor and Turbines module sets. The Power Section workscope would include a full engine run on a correlated dynamometer test cell prior to delivery to the Government. | The Government only intends to send in compressor and turbine module sets and not power sections. The remaining engine build-up and testing efforts required before aircraft installation will be performed by Air National Guard Units. | |
| 14 | Reference PWS 1.3: The terms "repair", "overhaul", "minor overhaul", |
"normal overhaul", and "major overhaul" are used to describe the work to be done. Please clarify the extent of the work to be accomplished on the
| modules and indicate the preferred technical specifications to be followed. | Overhaul - generic term, it could be a major or minor overhaul depending on the contractors evaluation of the component. Normal overhaul - generic term, it could be a major or minor overhaul depending on the contractors evalualtion of the component. Major overhaul - Complete disassembly, inspection, repair, upgrade, TCTO accomplishment, assembly, and testing of module or part. Must comply with parts service time coding and parts tracking as required per 2J-T56-53. Minor overhaul - The term "minor overhaul" was established to designate a specific type of repair to engines received at Depot-level maintenance for overhaul, when only the inpsections and repairs necessary to correct the deficiencies and return the engine to serviceable status are accomplished. Must comply with parts service time coding and parts tracking as required in the 2J-T56-53. Repair - to restore damaged, malfunctioning equipment to a serviceable, usable, or operable condition. | |
| 15 | Reference PWS 1.3.2.8 Final Acceptance: The Contractor shall inspect |
and test all T56-A-15A Series 3.5 configured modules IAW all applicable technical orders and this PWS to ensure all 3.5 modules are delivered to the Government in a tested, serviceable and Ready-for-Installation (RFI) condition. The Contractor shall maintain performance data and test cell maintenance logs during each engine's acceptance testing with the engine records. The Contractor shall deliver performance data IAW CDRL A00M."
Questions: (i) In that the part numbers of the Compressor modules being supplied do not include the fuel system accessories (Fuel Control, TD Valve, Fuel Pump) and the Turbine module does not include a Combustion Section, how is the testing of these modules to be done? (ii) Is the Government
| supplying slave equipment for this purpose? | No, slave equipment will not be furnished to the contractor. Overhauled modules will be inspected and tested as applicable IAW the applicable work package contained in the 2J-T56-53 or as required by the TCTO. When the modules are delivered to the field units, the accessory components required for testing will be installed. | |
| 16 | Reference PWS 1.3: "The Contractor shall use or save for build-up any T56 modules, Management of Items Subject to Repair (MISTR) components, piece parts and assemblies that are determined serviceable or can be economically repaired." Reference PWS 1.3.2.5: "The Contractor shall overhaul to the Depot Overhaul TO requirements any modules, assemblies, and MISTR components IAW DO schedule". |
Question: Wouldn't the MISTR components and piece parts be
| repaired/overhauled and reinstalled on the unit from which they came? | Yes, if the MISTR components are serviceable or conform to the repair criteria they will be reused if applicable to the T56-A-15A configuration. | ||
| 17 | Reference PWS 1.8.3: Is the DLA source for parts and components preferred for CSM? | Yes, as the PWS states, DLA is the preferred source for all CFM. If a part cannot be procured through DLA, then other government approved sources may be used. | |
| 18 | Reference PWS 1.3.5: When 3.0 parts are removed to be replaced by 3.5 parts, are the 3.0 parts to be cleaned and inspected in any way or simply stored in the condition as removed? | Any 3.0 asset being sent back to the government for reuse will not need to be cleaned and inspected before shipment back to the government. All the PWS requires is proper storage until shipment occurs. | |
| 19 | Reference PWS 1.8.3: When procuring parts from DLA, will the Contractor be charged the "standard unit price" and if not how will the Contractor know what the price is? | Yes, the contractor should be paying the standard price through DLA. | |
| 20 | Reference PWS 1.4.3 and 1.8.3: Please supply the list of "other Government approved sources." | Contractor Furnished Material (CFM) is a Contractor responsibility fo insight into sources and pricing for proposals. The Government does not contain a compiled listing of every 339 source approval for DLA consumable items. It is assumed that if the consumable item is being bought through DLA that DLA procured the item from an approved source. For the items that are bought around DLA, "other approved sources" refers to the Original Equipment Manufacturer (OEM) or their approved parts distributors. | |
| 21 | Reference PWS 1.3.6 and Solicitation CLIN 0006: Please clarify whether |
"and TCTO as well as produce the first 3.5 serviceable compressor and turbine module pair" stated in Solicitation CLIN 0006 is missing from PWS
| 1.3.6. And if PWS 1.3.6 is correct as written, please clarify what the Contractor is to do with the disassembled modules after Validation/Verification is completed. | PWS 1.3.6 will not produce a serviceable compressor or turbine module. The validation/verification is for overhaul procedures used during sustainment. Disposition of disassembled modules will be provided after validation/verification is complete. | |
| 22 | Will all compressor and turbine modules have the OEM-defined |
prerequisites previously complied with? What shall the Contractor do if the prerequisites have not been installed? Will the USAF supply the necessary
| prerequisite materials? | The compressor and turbine module may or may not have the OEM-defined prerequisites complied with. It will be the contractors responsibility to requisition the required components from the approved source of supply and install the required components during module overhaul. | ||
| 23 | Request an extension to the 7 Dec 15 Solicitation Due Date. | The Government will extend the proposal deadline to 3:00 p.m. CST on 22 Dec 15. | |
| 24 | Reference Solicitation Section L 2.3 Table 1 (indicates quantity of hard copies/disk copies and 2.6 indicates 1 original and 2 hard copies and 1 CD ROM. There is a conflict between the requirements of these 2 articles for the quantities of hard copies/disk copies for each proposal volume. Please advise which reference is correct. | Section L paragraph 2.6 is in reference the Section L, 2.3 Table 1 Volume IV only. All other volumes are to be submitted in accordance with Section L, 2.3 Table 1. | |
| 25 | Reference Solicitation CLINs 0001XX and 0002XX and PWS 1.3.1 regarding a conflict between "Calendar Days" and "Business Days" relative to Delivery. Please advise which reference is correct. | Both references are correct as written. Calendar days applies to the induction of the asset upon receipt of the asset and funding. Business days applies to the delivery of the asset. The Government recognizes normal flow times and does not intend to have premium weekend time priced into the CLINs. | |
| 26 | Reference PWS Attachment F titled T56 Appendix E Stock Listed Price Items (also labelled PWS Attachment F – GFM Listing): There is a section within this list that is titled “Job Routed NSNs” Should the Contractor assume that these parts are also GFM? | The job routed NSNs listed on Attachment F will be supplied by USAF. Contractor will have to requisition these assets through CAV-AF as needed. | |
| 27 | Follow-on question to the below previous question responded to on 17Nov15: Questions: Will each compressor and turbine module require “Contractor assistance”? What constitutes “Contractor assistance”? How will the US Government reimburse for “Contractor assistance”? QUESTION: Reference PWS 1.3.2.8 Final Acceptance: The Contractor shall inspect and test all T56-A-15A Series 3.5 configured modules IAW all applicable technical orders and this PWS to ensure all 3.5 modules are delivered to the Government in a tested, serviceable and Ready-for-Installation (RFI) condition. The Contractor shall maintain performance data and test cell maintenance logs during each engine's acceptance testing with the engine records. The Contractor shall deliver performance data IAW CDRL A00M." Questions: (i) In that the part numbers of the Compressor modules being supplied do not include the fuel system accessories (Fuel Control, TD Valve, Fuel Pump) and the Turbine module does not include a Combustion Section, how is the testing of these modules to be done? (ii) Is the Government supplying slave equipment for this purpose? RESPONSE: No, slave equipment will not be furnished to the contractor. Overhauled modules will be inspected and tested as applicable in accordance with the applicable work package contained in the 2J-T56-53 or as required by the TCTO. When the modules are delivered to the field units, the accessory components required for testing will be installed. Testing and performance data collecting will done with contractor assistance at a designated field unit test cell facility | Nov 17 response is edited to reflect the following: “Overhauled modules will be inspected and tested as applicable in accordance with the applicable work package contained in the 2J-T56-53 or as required by the TCTO against applicable test stands / benches. When the modules are delivered to the field units, the accessory components required for testing will be installed. Testing and performance data collecting will be done at the field level. Contractor assistance at the field unit is not required. CDRL A00M will be deleted from the solicitation.” | |
| 28 | If the SAR package(s) were received at the USAF on December 22nd would the SAR approval process allow enough time for the SAR package(s)to be approved prior to the selection/award of the solicitation FA8121-16-R-0001? | Yes | |
| 29 | If a contractor were a company without access to DLA pricing, for the purpose of responding to the subject solicitation, would it be allowed to inquire from another company/source that does have access? | For purposes of submitting a proposal, a vendor, on their own decision, may contact another vendor to try and gain insight into DLA pricing. The Government does not have any insight into DLA pricing nor control over another vendor’s willingness to provide any insight. Vendor proposal pricing decisions are strictly those of the submitting vendor. After contract award, the winning vendor must comply with all PWS reporting and tracking requirements. Paragraph 1.11.1 of the PWS identifies Programs, Databases and Websites the Contractor shall obtain and maintain at a minimum. The various Programs, Databases and Websites are located at the bottom of page 15 and top of page 16 of the PWS. | |
| 30 | Pre-Preposal Telecom Even though Vector is a large business do we still submit our SAR package to the Small Business Office? | Yes, T56 3.5 SAR packages must be submitted to the Tinker AFB Small Business Office, regardless of the size of the company submitting the package. | |
| 31 | Pre-Preposal Telecom Is the solicitation only limited to companies within the United States? | No, the T56 3.5 solicitation is a full and open competition. | |
| 32 | Pre-Preposal Telecom In follow-up to previously posted question numbers 3 and 5, request the government provide a breakout of the kit parts and clarify the life limited turbine parts times and engine serial numbers of the modules for repair. | The government does not have currently have insight into the exact engine serial numbers of the modules that will be sent in for repair. The government will post the OEM kit parts listing to FedBizOps. Basically, the compressor kit includes all wheels except for the 14th Stage Compressor Wheel. The Turbine Kit does not include the wheels and spacers. The 4 stages of turbine wheels are provided as Government Furnished Material (GFM) items and are basically free issue to the contractor. The 3 turbine spacers are Contractor Furnished Items which will require vendor decision as to how to adequately price those items. | |
| 33 | Pre-Preposal Telecom Where is the listing of GFM? | GFM listing is provided with the solicitation on FedBizOps as PWS Attachment F - Government Furnished Material. If items are not on the GFM listing, they are considered to be Contractor Furnished Material (CFM). | |
| 34 | Pre-Preposal Telecom If SAR packages are submitted in early January 2016, will that allow for adequate time for SAR Reviews? | Yes | |
| 35 | Pre-Preposal Telecom Will the government extend the proposal deadline from 22 Dec 15? | No, the deadline for proposals remains firm at 22 Dec 15 3:00 p.m. CST | |
| 36 | Pre-Proposal Telecom We have noted the Government responses to questions about PWS para. 1.3.2.8 “Final Acceptance”, the revision to the PWS, and the continued existence of section 1.14.3 “Fuel”. Is it true that the contractor will not be required to mate the turbine and compressor modules into a power section using contractor supplied slave combustion section and compressor accessories and then test the power section in an engine test cell? If that is true, will 1.14.3 be deleted? | Per Pre-Proposal Telecom discussion, the power section will be a one time effort in support of CLIN 0006 to validate and verify the 3.5 sustainment technical data. No changes are required to the PWS. The testing of the power section can be done at the beginning or end of the val / ver effort. It is the government's preference to perform the testing val/ver at the end of the effort. All work packages in the -53 TO will be validated and verified for this effort. Disposition of the power section at the end of the effort will be provided by the Government PCO. Most likely, the power section will be sent back to Rolls Royce or sent to USAF supply as a reparable item. | |
| 37 | Pre-Proposal Telecom Referring to PWS 1.3.2.8 - In T.O. 2J-T56-53, WP 216 00, para.3.1 the process of installing the turbine in a shipping container is described. The first step is removing the Cone Assembly, Inner Rear Exhaust, the Insulation Blanket, the Rear Scavenge Chamber, and Turbine Scavenge Oil Pump Support Assembly (assume the Scavenge Pump is part of that assembly) before installing the turbine in the container. In sub paragraph q. these items are packaged and installed in the container with the Turbine. Also, a review of the OEM part prints for several of the Turbine part numbers being provided (Ref. 23002760) indicates these parts and a number of other parts to be “shipped loose” with the turbine. Will the units provided be packaged in this manner and is the contractor to return the unit with all the OEM print defined “shipped loose” items in a “kit” within the container? | After reviewing the TO 2J-T56-53, WP 216 00, para 3.1 engineering and technical services has determined this is an error in the TO. Technical services will make the necessary corrections to remove. The T56 "Complete Basic Gas Turbine Engine" listing is found in TO 2J-1-24 and the applicable figures for the turbine module are listed in 2J-T56-54. | |
| 38 | Pre-Proposal Telecom CDRL A00Q – This CDRL is confusing in that it’s title is “Request for Engineering or Technical | ||
| Assistance” and the referenced PWS section 1.4.2 is about “Request for Deviation”. Are all of the “Preparation Instructions” on the associated DID DI-TCSP-80235A replaced by the Block 4 changes to Para 10.1 and 10.2? | CDRL A00Q title has been revised to reflect "Request for Deviation". Block 4 changes are replace the DID paras 10.1 and 10.2. All other DID paragraphs apply. | ||
| 39 | Pre-Proposal Telecom CDRL A00U – We do not have the “Contract Reference” document PWS Attch K Section 1.2.3. Also, Block D refers to Navy Aircraft Engines and Modules and the distribution address in block 16 is a NAVAIR address in Jacksonville, Fl. Is this the correct CDRL for this contract? | CDRL A00U has been deleted from the T56 3.5 solicitation. | |
| 40 | Pre-Proposal Telecom Regarding SAR qualification – does the USAF recognize source reciprocity, as presented in the SAR handbook, in that Sources approved by one Service, for items that are common use items, should be recognized across all Services? For example, would repair qualification for the US Navy qualify a vendor for this work effort? | The T56 3.5 effort requires a USAF SAR approval. The Navy SAR approval will not count as an approved USAF SAR for this effort. | |
| 41 | Pre-Proposal Telecom In reference to PWS para 1.3.1, is the build standard 200 Engine Flying Hours only, or can the language be changed to reference storage shelf time or EFH which ever comes first? | No, PWS language refers to EFH only. Storage shelf time is not applicable to this solicitation effort. | |
| 42 | Pre-Proposal Telecom If SAR packages are received by the 22 Dec 15 proposal deadline, what is the typical timeline for USAF SAR reviews? | If the SAR submitted is from a Rolls-Royce AMC, AMOF, or FMC, then typical review timelines are approximately 30-45 days. | |
| 43 | Pre-Preposal Telecom In reference to CLINs 0003-0005, please explain what is meant by Firm-Fixed-Pricing? | CLIN 0003, Over & Above requires the vendor to provide a fully burdened firm-fixed price labor wrap rate which will be applied to each Over and Above task negotiated hours along with added material to compile a total price for each O&A task as they generate. The vendor for proposal purposes for CLIN 0003 is to only provide a fully burdended labor wrap rate. CLIN 0004 and 0005 pricing should relfect the vendor's labor, overhead and administrative, contractor furnished materials and profit and shall be a firm-fixed-price for the sustainment repairs of any 3.5 generated compressors or turbine modules. | |
| 44 | Pre-Preposal Telecom Please clarify PWS para 1.2 Transition Phase-In reference of 30 days to reach Full Operating Capability (FOC) when there is a 90 day validation/verification effort that is required on the 1st module pair build. | PWS para 1.2 FOC language is being revised to reflect FOC 90 business days after asset induction. | |
| 45 | Pre-Preposal Telecom If a company already has an approved SAR IAW the T56 RQR-1 dated 2 Feb 12, do they need to submit a new SAR package for the T56 3.5 solicitation? | No, if a company already has a USAF approved SAR for T56 RQR-1, and there are no changes in repair locations or any items that were in the approved SAR for which they will be using to do the T56 3.5 effort, they do not need to submit a new SAR package. | |
| 46 | Pre-Preposal Telecom Reference Vol IV, 6.1.1, page 69: Contractor is instructed to complete certain blocks on SF1449. However, the Solicitation is provided on SF1447 so the blocks requested to be completed by the Contractor do not match. Please clarify what blocks/information the Government wants completed on SF1447. | Para. 6.1.1 in Section L has been corrected to reflect the blocks required to be completed on the SF1447 on Solicitation Amendment FA8121-16-R-0001-0004. | |
| 47 | Reference Vol IV, 6.1.2, page 69: Pricing Matrix, Appendix E, is requested to be included in Vol IV. However, that contradicts Vol III, Pricing, 5.2, page 68. Please clarify. | IAW criterion set forth in Volume IV, Contract Documentation, all RFP / Model Contract (Sections A-J) must be provided. Included in Sections A-J is the Appendix E pricing matrix. It is submitted as part of the RFP Model Contract under Vol IV and again in Volume III Price Volume. Submittal of the Appendix E pricing matrix is not in contradiction to Section L paragraph 5.2 as the intent of para 5.2 is to not have the technical volume 1 and past performance volume 2 information submitted to pricing or as part of the contract volume files. | |
| 48 | Pre-Preposal Telecom Reference Table 1, Proposal Organization, page 63: What is meant by “N/A” in Page Limit column for Vol IV under “RFP/Model Contract (Sections A-J)” and “Representations and Certifications (Section K)”? Please clarify how instructions at 6.1.3 and 6.1.4 are to be placed in Vol IV | Table 1. Proposal Organization in Section L has been revised to state "unlimited" pages for RFP/Model Contract (Sections A-J) and Representations and Certifications (Section K) on Solicitation Amendment FA8121-16-R-0001-0004. | |
| 49 | Pre-Preposal Telecom Reference Vol IV.6.1.4 page 69: Will the evidence of a valid, current registration in the System for Award Management (SAM) suffice for reps and certs, or will the contractor be required to provide printed copies of the reps and certs in Volume IV? | The offeror is to complete annual representations and certification electronically in SAM as well as provide the requested number of copies in Volume IV per Table 1. | |
| 50 | Pre-Preposal Telecom Reference Vol IV, 6.3.3, page 70: Is the Government requesting the Contractor’s usual DCMA, DCAA, and Government Paying Office to be stated in Vol IV? Please clarify | That is correct. The offeror is to provide the requested information in para. 6.3.3 for their local/usual DCMA, DCAA and Government Paying Office. | |
| 51 | Does the USAF have depot level maintenance usage rates for the T56-A-15 Compressor and Turbine legacy parts not being replaced by the 3.5 kits and if so, are they available to the bidders? | The USAF has flying hours and usage rates of 3.0 compressor and turbine modules. However, these are not relevant as the contract pertains to overhualing / repairing / and installing mod hardware into 50 module pairs. Overhaul and repair of the known quantity of modules shall be performed IAW T56 technical manuals as prescribed by the PWS requirements. | |
| 52 | (Ref. PWS para 1.3.6) For the technical Validation/Verification of 3.5 Module Sustainment Repair Data, will the contractor be inspecting and repairing the 3.5 specific parts only or will all parts including legacy 3.0 parts / components be inspected and repaired? In that the results of this effort will not produce a serviceable item but will be assembled and test cell run, the requirement for the inspection and repair of legacy 3.0 material is not clear. | For the Technical Validation/Verification of 3.5 Module Sustainment Repair Data, the level of repair of legacy parts to ensure they are satisfactory for reuse and successful verification of the test procedures may be determined by the contractor, with the understanding the engine is not expected to be returned to overhauled or serviceable condition. There is not a requirement for full overhaul of the power section, but only to ensure the power section is disassembled, reassembled, inspected and repaired, and tested as necessary to val/ver the T56-A-15A technical data. The power section modules will have to be completely disassembled and reassembled to meet this requirement, but not all legacy 3.0 subassemblies such as the accessory drive gearbox and external engine accessories. All new T56-A-15A components will need to be inspected and repaired as directed by applicable work packages, but it will not be required that all legacy 3.0 parts/components be overhauled for the val/ver. |
