This is a Performance Work Statement (PWS) for the BAE Next Gen Corporate Contract (Repairs, Spares, and Engineering Services) under Purchase Request FD2060-26-00154, dated November 20, 2025. The contract is with BAE Systems Technology Solutions & Services Inc. (CAGE 1Z126), a large business located in Fort Walton, Florida. The contract period is five years (3-year basic with 2-year option) and covers contractor-level repairs, spares manufacturing, and sustaining engineering services for specified National Stock Numbers (NSNs).

The primary objectives include: (1) providing depot-level repair services to return repairable end items to serviceable condition in accordance with OEM specifications and Government-approved repair procedures; (2) manufacturing spares/materials per Delivery Order requirements and design documentation; and (3) providing on-demand engineering support including technical analysis, redesigns, tests, and working groups. Key performance thresholds mandate 95% on-time delivery, no more than two repair failures per contract year, 100% compliance with the Quality Control Plan, and best-effort response to SURGE/MICAP requirements within 72 business hours. The Contractor must manage multi-functional teams, report via CAV-AF systems, maintain Government Furnished Property inventory, investigate Product Quality Deficiency Reports, and submit multiple Contract Data Requirements List (CDRL) deliverables including status reports, surge plans, engineering change proposals, and counterfeit prevention plans. Work is performed at the Contractor's facility with potential for Public-Private Partnerships. Appendices contain specific NSN repair forecast data and lay-in material requirements for the five-year performance period.

4.3.4 Item Unique Identification (IUID): The IUID Program requires each qualifying Air Force (AF) asset to be uniquely identified with a permanent marking that can sustain its information throughout the life of the asset. The program addresses two categories of assets— those already in the AF inventory and those currently under contract but not currently in the AF inventory. For assets under contract, IUID requirements are specified in DFARS 252.211-7003, Item Identification and Valuation and Department of Defense (DoD) 4100.39-M, Federal Logistics Information System (FLIS). All assets subject to marking must be recorded in the DoD IUID Registry.

Any changes to the approved ATP will require Government approval. Production delivery of affected items shall not occur prior to the Government approval of the ATP qualification activity.

4.3.8.4 Test Procedures: When included at time of DO issuance if required by CDRL, the Contractor shall prepare and submit for Government approval, an ATP in accordance with the requirements of this PWS, the CDRL, and the specification, drawing and/or Purchase Department Specification for each part number listed as an output item in this PWS. Otherwise, the Contractor shall complete testing of the item using Contractor’s established ATP. If required by CDRL and if no provisions for acceptance testing are contained in the referenced documents, the Contractor shall propose an ATP based upon their current engineering evaluation of the item, including all components, sub-components, and assemblies. The ATP shall include procedures that verify the item performance, functionality, quality, and reliability as specified in the item drawing, and include Environmental Stress Screening (ESS) for each part number referenced in this document as requiring ESS.

4.3.9 Nonstandard Parts: Nonstandard parts as defined as non-Mil-Standard or commercial equivalent that are used in this repair must be approved via submittal of a Parts, Materials, and Processes Management Plan (PM&P). 4.3.11 SURGE/MICAP: In the event that an item is required by the Government to fill MICAP (Project Code: N, JA, 1A, or 700) or SURGE (Project Code: 9 or GJ) backorders, the PCO/OPCO will notify the Contractor in writing via e-mail as soon as the need is identified and assign a priority code of DO or DX. In these situations, the Contractor shall employ a best effort to expedite the repair process to meet Government SURGE and MICAP requirements. For MICAP/SURGE requirements, Contractor shall propose a delivery schedule within 72 business hours after notification. The delivery schedule shall include constraints (such as carcass availability or funding), and any negative impact to the delivery schedule. Performance threshold is to meet the delivery schedule established for Surge/MICAP requirements 100% on time.

The Contractor shall establish a Single Manager POC (per contract) for program management, and one POC for contracting, having authority and responsibility for the overall effort for all DOs. The intent of each Single Manager is to give the Government agencies one point of contact for each management area to avoid possible duplication of effort from multiple DOs. The designated Single Manager shall serve as the Contractor’s focal point for the Government and ensure successful fulfillment of all PWS requirements within the agreed upon schedule. The Single Manager shall act as the task integrator, assuring that all technical and program elements of a DO provide a fully integrated approach. When required, the Contractor Single Manager shall report program status quarterly in accordance with Contract requirements. Items within the AFPAC that do not contain specific FAR references are needed for Government review and negotiation, as applicable. Non-compliances with the enclosed checklist will require immediate correction in order to proceed with proposal evaluation and negotiation; however, completion of the checklist does not relieve the Contractor from the responsibility of complying with regulations and any special requirements of the solicitation.
