Performance Incentive Document (PID)

1. INTRODUCTION

This PID is the basis for the Parker-Hannifin Enterprise Contract evaluation of the contractor’s performance and for determining the amount of incentive earned by Parker. It describes specific criteria and procedures used to assess the contractor’s performance and to determine the amount of incentive earned. Actual incentive determinations and the methodology for determining incentive are unilateral decisions made solely at the discretion of the government; however, the determination is subject to the Disputes clause of the contract.

The incentive earned will be provided to the contractor through contract modifications and is in addition to the firm-fixed-price provisions of the contract. The incentive earned and payable will be determined by the Primary Procuring Contracting Officer (PPCO) based upon review of the contractor’s performance against the criteria set forth in this plan. The PPCO may unilaterally change this plan prior to the beginning of a new evaluation period. The contractor will be notified of changes to the plan by the PPCO, in writing, before the start of the affected evaluation period. Changes to this plan that are applicable to a current evaluation period will be incorporated by mutual consent of both parties.

2. RESPONSIBILITIES

a. Primary Procuring Contracting Officer (PPCO). The PPCO is the liaison between contractor and government personnel. The PPCO maintains all records of the contractor’s performance, including, but not limited to, interim evaluations from all performance monitors, end-of-period evaluations from all performance monitors, PPCO letters, and any other data requested. The

PPCO is the only individual authorized to monetarily obligate the government.

b. Performance Monitors (PM). PMs maintain written records of the contractor’s performance in their assigned evaluation area(s) so that a fair and accurate evaluation is obtained.

PMs will maintain delivery order tracking and provide a quarterly review to the PPCO for reconciliation. PMs prepare interim and end-of-period evaluation reports as directed by the PPCO and must provide justification for their ratings, documenting both strengths and weaknesses in the specific area(s) of responsibility.

3. INCENTIVE PROCESSES

a. Available Incentive Amount. The maximum available incentive for each evaluation period

(EP) is shown in Annex 1. The incentive earned will be paid based on the contractor’s performance during each evaluation period.

b. Evaluation Criteria. If the PPCO does not give specific notice in writing to the contractor of any change to the evaluation criteria prior to the start of a new evaluation period, then the criteria will be used in the subsequent incentive evaluation period.

c. Interim Evaluation Process. The PPCO notifies each PM 30 calendar days before the mid-point of the evaluation period. PMs submit their evaluation reports to the PPCO 45 calendar days after this notification. The PPCO determines the interim evaluation results and notifies the contractor of the strengths and weaknesses for the current evaluation period. The PPCO may also issue letters at any other time when it is deemed necessary to highlight areas of government concern.

d. End-of-Period Evaluations. The PPCO notifies each PM 30 calendar days before the end of the evaluation period. PMs submit their evaluation reports to the PPCO 15 calendar days after the end of the evaluation period. The PPCO prepares the evaluation report and recommendation of earned incentive. The PPCO determines overall assessment and earned incentive amount for the evaluation period within 60 calendar days after each evaluation period. The PPCO informs the contractor of the earned incentive amount and issues a contract modification or delivery order authorizing the payment of the incentive amount earned within 30 calendar days after the PPCO’s decision is made.

e. Contractor’s Self-Assessment. When the contractor chooses to submit a self-assessment, it must be submitted to the PPCO within 15 calendar days after the end of the evaluation period. This written assessment of the contractor’s performance throughout the evaluation period may also contain any information that may be reasonably expected to assist the PPCO in evaluating the contractor’s performance. The contractor’s self-assessment may not exceed 20 slides. The contractor may request to present, in person, information related to their self-assessment to the

PPCO. The contractor shall make notification to the PPCO not later than 15 calendar days after the end of the evaluation period. The contractor presentation shall not exceed 30 minutes.

4. PERFORMANCE INCENTIVE DOCUMENT (PID) CHANGE PROCEDURE

The PPCO, in coordination with the Requiring Activities, approves changes to the PID. Examples of significant changes include changing evaluation criteria, adjusting weights to redirect contractor’s emphasis to areas needing improvement, and revising the distribution of the incentive dollars. The contractor may recommend changes to the PPCO no later than 60 days prior to the beginning of the new evaluation period. After approval, the PPCO shall notify the contractor in writing of any change(s). Unilateral changes may be made to the PID if the contractor is provided written notification by the PPCO 60 days before the start of the upcoming evaluation period. Changes affecting the current evaluation period must be by mutual agreement of both parties.

5. CONTRACT TERMINATION

a. Termination for Convenience: In the event that the contract is terminated for the convenience of the government (in accordance with Federal Acquisition Regulation (FAR) 52.249-2

Termination for Convenience of the contract), the amount of incentive to which the contractor is entitled shall be determined as follows:

(1) Incentive earned or earnable by the contractor for incentive evaluation periods completed prior to the effective date of the termination will not be affected by the termination.

(2) Incentive deemed earned and to be paid for performance during the period in which the termination becomes effective will be determined by the PPCO in accordance with the approved Incentive criteria and will not be subject to negotiation as part of the equitable adjustment in accordance with the termination clause of the contract. For purposes of incentive determination, contractor performance evaluation will end as of the date of termination.

b. Termination for Default: If the government terminates this contract for default (in accordance with FAR 52.249-8 Termination for Default of the contract), the contractor shall not earn any incentive for the period in which the default occurred. Consequently, no additional incentive shall be paid during the termination settlement of the contract. Incentive earned or earnable by the contractor for incentive evaluation periods completed prior to the effective date of the termination will not be affected by the termination.

2. Incentive Evaluation Criteria

3. Delivery Schedule

ANNEX 1

Incentive Available for all Evaluation Periods

The incentive earned by the contractor will be determined at the completion of evaluation periods shown below. The percentages shown are the same for all evaluation periods and are the maximum available incentive that can be earned during that particular evaluation period.

The incentive available for delivery performance is TBN% of the value of items delivered during the evaluation period in accordance with the incentivized delivery terms per annex 3.

The incentive available for program management is TBN% of the value of all items delivered during the evaluation period in accordance with the incentivized delivery terms per annex 3.

The disincentive applicable to delivery performance is TBN% multiplied by the quantity of items delivered during the evaluation period after the required delivery schedule in accordance with the delivery terms per annex 3.

These incentive amounts will be computed in and expressed in estimated dollars at conclusion of negotiations using percentage shown.

NOTE: Each ordering office/user (638 SCMG/748 SCMG/848 SCMG) shall be responsible for committing/reserving incentive funds sufficient to cover maximum incentive for all incentive bearing contract line items ordered. Incentive funds shall be committed/reserved in accordance with ordering office/user funds management guidelines. Upon notification by the PPCO, ordering offices/users shall be required to provide their apportioned share of the incentive to the PPCO within seven (7) working days.

ANNEX 2

Incentive Evaluation Criteria

The government will evaluate contractor performance with respect to the criteria identified in Annex 2, Incentive Evaluation Criteria. The use of rollover of unearned incentive from one evaluation period to the next is prohibited.

All rounding will be done by the Symmetric Arithmetic Rounding or Round-Half-Up Method. Rounding will be to the first decimal place. (<.5 rounded down, = or >.5 rounded up).

I. Schedule/Delivery Performance

Delivery performance will be measured based on on-time performance of remanufacture items and spare items delivered in accordance with incentivized delivery terms. Incentivized delivery terms will be specified in the Contract Line Item (CLIN) description. Delivery for remanufacture and spare items are based on the date of the order to the date of government acceptance. For any item to be considered as meeting the incentivized delivery terms, all previous deliveries for that item on previously awarded delivery orders shall have been accepted by the government. Items that do not have an incentivized delivery term specified in the CLIN description will not be eligible for a delivery incentive nor subject to a delivery disincentive.

II. Quality

The Government expects that all items delivered under this contract will delivered free of quality issues. For those items delivered in accordance with an incentivized delivery term the delivery incentive will be forfeit if the any of the following standards are not met:

The number of units shipped, which do not require items to be returned to the contractor under confirmed warranty, workmanship deficiencies, material deficiency, or other contractor and/or subcontractor caused deficiency, is 100%.

There are no reported instances of undisclosed configuration changes which become known after the fact.

There are no delays in reporting parts and material recalls, and the impact from any recalls is minimal.

DEFINITIONS:

Timely notification is defined as “to notify the customer verbally and by electronic transmission within

24 hours following verification of a confirmed field non-conformance or confirmed field failure warranting a recall of product.”

Minimal is defined as “there are no significant effects on the government due to a recall of product.”

More than minimal is defined as “as a result of parts and material recalls, the government experienced negative impacts such as, but not limited to: grounded aircraft, personal injuries, MICAPs, increased administrative costs, increased maintenance cost and labor, and reduced field reliability and readiness.”

Once each area is evaluated and aggregate amounts are calculated for Schedule/Delivery and

Program Management Areas the earned incentive can be determined.

In this Evaluation Period One example:

Item 1 is a delivery incentivized item and all deliveries were made on or before the incentivized delivery date.

Item 2 is a delivery incentivized item and seven of ten deliveries were made on or before the incentivized delivery date.

Item 3 is a delivery disincentivized item and three of ten deliveries were made after the disincentivized delivery date, with the remaining seven deliveries made on the required delivery date.

Item 4 could be any of the following:

A delivery incentivized item for which none of the deliveries were made on or before the incentivized delivery date, A delivery incentivized item for which any earned incentive was forfeited due to failure to meet quality standards.

An item not subject to a delivery incentive.

The delivery incentive is calculated by multiplying the negotiated delivery incentive percentage by the total negotiated value of items subject to delivery incentive delivered during the evaluation period.

[7.5% of $170K]

The delivery disincentive is calculated by multiplying the negotiated disincentive percentage by the quantity of the items delivered after the required delivery schedule during the evaluation period. This results in the disincentive percentage to be subtracted from the evaluation period’s incentive delivery performance earned for the evaluation period. [(3 * 3) = 9%], [9% of $12,750]

For the Program Management area the PPCO has determined that the lowest percentages in the top of each subarea range are appropriate for the Evaluation Period. These percentages are summed to

91%. The calculation is to multiply the negotiated management area percentage by the total value of all items delivered during the evaluation period by the total value of all items delivered during the evaluation period and then multiplied by the summed percentage for program management. [1.5% *

$300K * 91%]
