Air Force Technical Manual Contract Requirements (TMCR) for
ENGINEERING SUSTAINMENT PROGRAM (ESP)
ATTACHMENT A, TO CONTRACT DATA REQUIREMENTS LIST (CDRL) SEQUENCE NUMBER C01U, EXHIBIT
REQUEST FOR PROPOSAL/CONTRACT:
Date: 28 Jul 2008 Technical Manual/Technical Order requirements contained herein have been cleared for use by OMB Paperwork Reduction Project No. 0704-0188.
Section 1. Technical Order (TO) Program Requirements
1. TMCR Tailoring. This TMCR document, including the associated tables, matrices and Specification/Standard Interface Records (SIRs) is tailored for ESP. The tailored TMCR is attached to CDRL C01U for TO formatted source data delivery, Illustrated Parts Breakdown (IPB), TO 1B-52H-4, and Wiring Digrams, 1B-52H-2-23,manual changes and updates; and is included in the contract as a separate exhibit and referenced in the Performance Work Statement (PWS). Contractor supplied TO data shall be compatible with the Air Force (AF) infrastructure and support the ESP requirements specified in the individual Engineering Assignments (EAs). AF TO Acquisition procedures, including procedures for tailoring this document, are found in TO 00-5-3, located on the World Wide Web (WWW) at http://www.ide.wpafb.af.mil/toprac/to-syste.htm, under the link to “Digital Technical Orders.” Terms or procedures found in this document may be researched there.
2. TO Program Scope. The Contractor shall provide TO formatted source data, TO changes and updates, and commercial manuals prepared to Government standards (Table 1) or Non Government Standards (NGS) (Table 2) required to comply with ESP and specific EA objectives.
3. Commercial Manuals. The use of existing commercial manuals as identified or utilized in individual EAs are to be used when these commercial manuals support the objectives and requirements identified in the specific EAs and do not impair program or current TO objectives. The Contractor shall recommend and submit specific manuals or source date (commercial or Contractor-derived) to the Government for review and approval. NOTES: a) the Contractor shall use CDRLS C01U and A005 to provide recommended TO data and commercial manuals. b) Government activities will use MIL-PRF-32216, Evaluation of Commercial Off-The-Shelf (COTS) Manuals and Preparation of Supplemental Data, as a guide for review and acceptance of all recommended commercial manuals, and MIL-DTL-7700, Detail Specification: Flight Manuals, Air Refueling Procedures, And Abbreviated Checklists, as an additional guide for commercial Flight Manual contents. c) The Contractor shall use TO 00-5-1 in formatting the TO data as specified in the individual EAs requiring TO data to satisfy the EA requirements.
4. Contractor Suggestions. The Contractor shall submit written requests and justified suggestions for resolution through the Procurement Contracting Officer (PCO) to the B-52 Technical Manager:

The Contractor shall submit deficiencies and suggested improvements for TO data to the TO Manager as indicated above. The Contractor shall maintain TO Manager approved recommendations, corrections and clarifications with contract documentation.
5. Subsequent TO Data/Data Requirements. The Contractor shall provide a process to the Government and TO Manager when additional TO data requirements are identified subsequent to issuance of an EA on a Delivery Order. The Contractor supplied process shall require Government review and approval of recommended additional requirements prior to continuation of TO formatted source data development and delivery.
6. TO Development. The Contractor shall provide TO data in accordance with (IAW) TO 00-5-1 and AF standard development practices and procedures to ensure TO data are compatible with the AF Technical Order Concept of Operations (CONOPS) (http://www.ide.wpafb.af.mil/toprac/polinfo.htm) and the AF Standard TO Management System. In addition, TO data shall be written to a scope and depth of coverage to support operations and maintenance concepts, and to the Reading Grade Level (RGL) specified in MIL-STD-38784, Standard Practice for Manuals, Technical: General Style and Format Requirements.
6.1. The Contractor shall provide page-oriented Military Specification (MILSPEC) data formatted with text, graphics and delivery according to Section 2. The Contractor shall develop TO data files (tagged instances) using Standard Generalized Markup Language (SGML) according to the Document Type Definitions (DTDs) referenced in the appendix to MIL-STD-38784, military detail, or performance specification (MIL-DTL or MIL-PRF).
6.2. The Contractor shall provide SGML-tagged TO data files including required illustration (graphics) files in an approved graphics exchange format as identified (select “Guidelines” and “Graphics”) on the Technical Manual Specifications and Standards (TMSS) web page (http://www.ide.wpafb.af.mil/tmss/index.html). NOTE: Contractor illustration files developed, delivered, or available for other purposes shall be used in lieu of developing special TO data illustration files.
6.3. The Contractor shall develop Interactive Electronic Technical Manuals (IETMs) required for TO data IAW MIL-PRF-87268 and MIL-PRF-87269. Additional requirements are in the SIR for MIL-PRF-87269 in Section 3 of this document.
6.4. The Contractor may propose use of NGS for development of TO data, but must justify this choice based on life-cycle cost savings to the Government and compatibility with existing systems identified in the EA. If proposing the use of NGS, the Contractor shall contact the PCO and TO Manager to request guidance from the Air Force Preparing Activity (PA), 754 ELSG/ILMT, Technical Order Section, 4375 Chidlaw Rd Suite 6, Wright-Patterson (WPAFB) AFB OH 45433-5006.
6.5. The Contractor shall contact the B-52 TO Manager for pre-approval before modifying or developing any new DTDs to support use of NGS or to canceled TOs. If permission is granted, the Contractor must submit proposed DTDs through the PCO and TO Manager to 754 ELSG/ILMT for validation of TMSS compatibility with approved electronic TO (eTO) viewing solutions. The Contractor shall not develop new DTDs in lieu of existing DTDs, including those for legacy TOs. The Contractor shall construct TO data to ensure the output complies with the functional requirements of the B-52 Technical Manuals, and shall be documented in a SIR. Contractor developed DTDs and rule sets submitted and approved in execution of this contract shall become the property of the Government. The Contractor shall direct questions about the application of SGML tagging of digital TO data files to 754 ELSG/ILMT (SGMLSupport@wpafb.af.mil) if the B-52 TO Manager cannot or does not respond within thirty days of the request.
7. TO Numbering. The Contractor shall notify the B-52 TO Manager through the PCO of new manuals requiring TO numbers due to the development of TO data. TO numbers are not required for manuals to be used exclusively by Contractor personnel, but a copy may be required by the Government for information and future use a directed by the PCO. AF procedures for numbering TOs are described in TO 00-5-3 and TO 00-5-18 (available under the link to “Digital Technical Orders” at http://www.ide.wpafb.af.mil/toprac/to-syste.htm).
8. Data Rights. Government rights in data are specified in the Defense Federal Acquisition Regulation Supplement (DFARS)clauses specified in the contract. The Contractor shall provide Unlimited Rights for all TO data prepared specifically for this contract and its individual EAs.
8.1. If some TO data is copyrighted or contains proprietary data or procedures, the Contractor shall request Limited Rights or Government Purpose License Rights (GPLR) only. When the Contractor provides commercial manuals, GPLR or Limited Rights shall be specified and approved by the B-52 TO Manager. The Contractor shall observe copyrights according to contract clauses.
8.2. Specifically, if an NGS (e.g., ASD/Aerospace Industries Association (AIA) S1000D, International specification for technical publications utilizing a common source database) is proposed, the Government shall be given unlimited rights for all business rules (tailoring, application methods, and procedures) and documented business processes developed for use in TO data development. Government data rights shall extend to the common source database, transformation style sheets, and other tools or products used to author or display S1000D or other NGS technical data.
9. Classification, Distribution, Destruction, Disclosure, and Export Control Notices. The Contractor shall determine the correct markings and controls for classified and restricted distribution data requiring TO data IAW the program’s Security Classification Guide (SCG) and Department of Defense (DOD) 5200.1-R, Department of Defense Directive (DODD) 5230.24, Air Force Instructions (AFIs) 21-303, 31-401 and 61-204, and MIL-STD-38784. The Contractor shall review markings and notices for TO data during the individual Life Cycle Management Process (LCMP) Team meetings and Program Management Reviews (PMR). NOTE: Distribution limitations are determined on a case-by-case basis by the Government as TO data is developed and is dependent upon content.
10. TO Source Data Quality. The Contractor shall provide a quality assurance program which ensures TO data is prepared IAW this contract. Recommended Quality Assurance (QA) methods include actual performance of procedures and use of desk-top analysis for non-procedural data. Simulation (walk-through or talk-through) is reserved for those procedures which would activate explosive devices or present a hazard to personnel or equipment. The Contractor shall describe how the Government is allowed to interact with the Contractor’s TO data development team. NOTE: Quality requirements for the Joint Nuclear Weapons Publications System (JNWPS) and for Non-nuclear Explosive Ordnance Disposal (EOD) Data are contained in TO 11N-1-1 and DODD 5160.62, respectively. The Government performance tests all JNWPS and EOD TOs and the Contractor provided TO data may also be subject to these performance tests.
10.1. Conferences and Technical Reviews. The Contractor shall propose conferences and reviews to allow insight into TO data development processes and ensure contract compliance. The Contractor shall host a Technical Interchange Meeting (TIM) within 60 days of contract award to ensure mutual understanding of TO data contract requirements, schedules, and points of contact. The Contractor shall host reviews to ensure TO data are being developed according to contract requirements and open discrepancies are cleared prior to delivery to the Government for incorporation into the TO. For eTO based programs, the Contractor shall accomplish an initial TO data review using the approved viewing presentation system. NOTE: Reviews are required for critical safety and nuclear surety procedures and the PCO may direct reviews for these Contractor developed TO formatted source data and for other developed complex procedures.
10.2. TO Certification. The Contractor shall provide their method for documenting certification that TO data procedures are accurate, adequate, current, and usable for their intended purposes.
10.3. Verification Support. The Contractor shall participate in Verification of TO data during TO Verification at the request of the PCO.
10.4. Technical Data Assessment (TDA – originally called First Article Testing). The System Program Office (SPO), with the assistance of 754 ELSG/ILMT and the Contractor, will determine if Contractor attendance at the TDA is required for each TO data type . The Contractor shall submit an in-work sample of each type of SGML-tagged TO data file to the SPO at the LCMP Team meetings and the PMRs for TDA compliance of the digital files to AF Digital Support Suites (DSSs). The Contractor shall deliver a representative percentage of Indexed Portable Document Format (IPDF) TO data files to verify indexing compliance with the Technical Order Conversion Requirements (TOCR) (http://www.ide.wpafb.af.mil/toprac/working.htm).
11. TO Data Maintenance. The Contractor shall propose methods for maintaining accuracy, currency and configuration of TO data throughout the contract period of performance. Maintenance includes preparation of TO formatted source data and TO updates to incorporate corrections, equipment configuration changes, and maintenance and operational concept changes.
12. TO Data Delivery. The Contractor shall propose practices and procedures for secure access to or delivery of digital TO data files, including those for Preliminary TOs (PTOs), reproduction masters, and program support data. TO data file delivery formats shall be according to CDRL C01U and the tailored Technical Manual (TM) Delivery Requirements Matrices included in Section 2 of this document. Paper TO data delivery is not acceptable for final delivery. EXCEPTION: Commercial Manuals required by CDRL A005 not available digitally are acceptable.
12.1. SGML-Tagged Files. The Contractor shall parse and compose SGML-tagged TO data document files prior to delivery to the Government, and verify that content tagging has been accomplished to the levels provided in the DTD. NOTE: The Government will parse the files prior to acceptance using the public domain “SGMLS Parser” (ftp://ftp.jclark.com/pub/SGMLS).
12.2. SGML-Tagged Files for Use with the eTO Viewer. The Contractor shall use the Government Furnished Property (GFP) transformer and Formatting Output Specification Instance (FOSI) to convert tagged instances to Hyper Text Mark-Up Language (HTML) files compatible with the eTO viewer, and certify the output complies with TMSS requirements.
12.3. Interactive Electronic Technical Manuals (IETM). The Contractor shall deliver IETM data base TO formatted source data according to the SIR for MIL-PRF-87269 in Section 3 of this document.
12.4. Indexed Adobe™ Portable Document Format (IPDF) Files. The Contractor shall validate indexing of PDF TO data files using the specifications contained in the TOCR found at http://www.ide.wpafb.af.mil/toprac/working.htm.
13. Schedules. The Contractor shall include TO data program events and schedules in the Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) for each individual EA, and update the IMS throughout the period of performance. NOTE: AF policy requires delivery of TO data prior to delivery of operational equipment to the field (AFI 21-303) and Verification of the TO data is included in the IMS. This policy determines TO data development and TO Verification delivery schedules during the course of this contract.
14. Time Compliance Technical Orders (TCTOs). The Contractor shall provide practices and procedures to develop AF TCTOs and related TO data updates when tasked by an EA to change or modify configured items. The Contractor shall include costs broken out separately for TCTO package development and source data updates as a separate cost in the EA and not include this as direct costs. NOTE: Changes to configured items are reviewed and approved by the Government’s Configuration Control Board (CCB). When the CCB determines a TCTO is the approved method of implementation, the Contractor shall develop the TCTO package as specified in the EA for Air Force coordination and approval. 15. TO Reproduction Management. The Contractor is not required to provide reproduction media and reproduction assembly sheet data as a part of ESP.
SECTION 2. TM TYPE AND DELIVERY REQUIREMENTS
NOTES:
· Mark the TM Type Selection Tables indicating the applicable TO types and related specifications. For additional interface requirements see the program-specific Government Concept of Operations (GCO).
· All page-based TOs developed under this contract must conform to the general style and format requirements of MIL-STD-38784; IETMs must conform to MIL-PRF-87268 and MIL-PRF-87269.
· Check the ASSIST database, http://dodssp.daps.dla.mil/assist.htm, for updated versions of the required TMSS prior to initiating any work on this proposal/ contract.
· Manuals delivered using this table and DI-TMSS-80067, Contractor Furnished Aeronautical Equipment (CFAE)/Contractor Furnished Equipment (CFE) Notices, must be reviewed and approved by the AF prior to delivery.
· Illustrated Parts Breakdowns (IPBs) are developed IAW MIL-PRF-38807, except that MIL-DTL-87929 will also be used for IPBs combined with work packages.
· All checklists, except aircrew and nuclear weapons checklists, are developed IAW MIL-PRF-5096.
· MIL-PRF-83495 requires MIL-HDBK-863 requirements to be levied on engineering data for preparation of end item wiring data and schematic diagrams.
· Delivery requirements are indicated in the TM Delivery Requirements matrices.

· For existing MIL-SPEC manuals not being updated to latest specification requirements, enter “Same style and format” under the specification heading.
· For manuals proposed to NGS, list the type of manual in the appropriate column and the NGS in the Specification column. Manuals proposed to an approved NGS shall meet the functional requirements of the approved TMSS for the TO type, e.g., Organizational Maintenance Manual Set (OMMS) prepared to S1000D shall meet the requirements of MIL-PRF-83495 (which serves as business rules for manual style, format, and content).

SECTION 3. SPECIFICATION/STANDARD INTERFACE RECORDS (SIRS)
NOTES:
· All TMSS applicable to this contract shall have an appropriately tailored SIR attached to this section.
· SIRs included in the untailored TMCR format represent the minimum tailoring requirements that must be included in the final contract, unless the entire SIR is not applicable; e.g., if MIL-DTL-22202D is not required, the entire SIR can be deleted.
· MIL-STD-38784 must be included in all contracts/proposals for AF TMSS-developed TOs.
· Most specification “Acquisition Requirements” list the same two items for paragraphs 6.2a and 6.2b. For this contract enter:
· 6.2a. The title, number and date of each specification will be listed in the heading of the applicable SIR.
· 6.2b. The Acquisition Streamlining and Standardization Information System (ASSIST) database (http://assist.daps.dla.mil) in effect at the start of TO development.
· Digital requirements shall not be tailored out. Tailoring shall be limited to the options expressed in paragraphs 6.2. Any requests for tailoring outside of these requirements must be coordinated with the specification PA.
· Unless otherwise indicated, copies of federal and military specifications, standards, and handbooks are available from the DoD Single Stock Point (DODSSP), ASSIST web page, http://www.dodssp.daps.dla.mil/assist.htm.
· Non-government Standards (NGS) shall be provided by the offeror. The Government will not be responsible for providing NGS.
· TMSS entries designated with A, F, M or N refer to Army, Air Force, Marine Corps or Navy requirements.
· Beneficial comments, recommendations, additions, data etc. which may be of use in improving any Air Force TMSS should be addressed to “Air Force Technical Manual Specifications and Standards Office, 754 ELSG/ILMT, Wright-Patterson AFB, OH 45433”. Use of sampling inspections shall be at the discretion of the Contractor, and in accordance with commercially acceptable quality assurance procedures. However, use of sampling in QA procedures does not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to accept defective material.”

“5.1 Packaging Requirements. For acquisition purposes, the packaging requirements shall be as specified in the contract or order. When the actual packaging of material is to be performed by DoD personnel, these personnel need to contact the responsible packaging activity to determine packaging requirements. Packaging requirements are maintained by the Inventory Control Point’s packaging activity within the Military Department’s System Command. Packaging data retrieval is available from the Military Department’s or Defense Agency’s automated packaging files, Compact Disc – Read Only Memory (CD-ROM) products, or the responsible packaging activity.
“5.1.1 Encoded Computer Products. Packaging of encoded computer products for delivery shall be in accordance with the requirements of MIL-STD-1840.
“5.1.2 Classified Material. Classified material shall be packaged and identified in accordance with DOD 5200.1-R, DOD 5220.22-M, and the implementing Service regulations.”
