1.0 SECTION I – DESCRIPTION OF SERVICES.
This Performance Work Statement (PWS) describes the technical and administrative requirements to produce and implement an Engineering Sustainment Program (ESP) to provide engineering design; engineering support, and technical support services for the modernization and sustainment of the B-52 Weapon System; its components; support and test equipment; and the System Integration Laboratory (SIL). The PWS requirements are associated with maintaining the B-52H aircraft as an available platform for the United States Air Force (USAF) and are provided under the technical and program direction of the B-52 System Program Manager, the 327th Aircraft Sustainment Group (327th ACSG).
General Requirements.
The Contractor shall fulfill the requirements of specific task assignments as designated in individual Engineering Assignments (EAs). The Contractor shall provide the resources to accomplish all requirements of this PWS within the specified timeframes. The Contractor shall have a quality program compliant with International Standards Organization (ISO) 9001:2000 requirements. The Contractor shall ensure all efforts accomplished under this PWS comply with the latest version of the Modification Planning Guide (MPG), D675-60000, and its Volumes as listed in PWS Appendix C to ensure compliance with B-52H requirements.
Management Plans.
The Contractor shall provide and update Management Plans.
Systems Engineering Management Plan (SEMP).
The Contractor shall prepare and deliver a Systems Engineering Management Plan (SEMP) for use in the performance requirements of all B-52 EAs initiated under this PWS. [Data Item (DI) DI-MGMT-81024, Contract Data Requirements Lists (CDRL) B001]
Configuration Management Plan (CMP) The Contractor shall prepare a B-52 platform level Configuration Management Plan (CMP). (DI-CMAN-80858B, CDRL B002)
Program Requirements.
The Contractor shall accomplish both “Recurring” and “Non-Recurring” services to conform to the requirements of this PWS and the individual EAs meeting cost and schedule requirements. The Contractor shall provide continuous Contractor action and involvement with “Recurring” services. The Contractor shall accomplish the specific requests of the EA for “Non-Recurring” services. The Contractor shall provide design data, modification data, production data, and technical personnel with specific skills and expertise to meet all PWS requirements. The Contractor shall accomplish all EAs with consideration of current and on-going integration efforts on the B-52 Weapon System as one entity using a disciplined systems engineering approach ensuring delivery of factual and timely data. The Contractor shall be responsible for all Government Furnished Property (GFP) listed in Appendix B of the contract and provided in “Recurring” tasks or provided on a “Non-Recurring” EA. The Contractor shall provide a Data Accession List (DAL) and provide to the Life Cycle Management Process (LCMP) Teams requested information. The LCMP Teams are responsible for the content of the “Recurring” and “Non-Recurring” efforts which consist of the following: (DI-MGMT-81453A, CDRL B003)

e. Electrical

g. Structures

NOTE 1: The Procuring Contracting Officer (PCO) is the only person authorized to direct work or change contractual requirements. The PCO is the only individual who can obligate the Government. In the event the Contractor implements a change at the direction of an individual other than the PCO, the change will be considered to have been made without official authority.
NOTE 2: All references to day(s) refer to calendar day(s).
Recurring Engineering Services.
Recurring Services are activities performed on a continuing basis and are aided by daily and effective Contractor response and execution. The Contractor shall provide recurring services to continue mission effectiveness and operation. The Contractor shall perform the following engineering services:
Generalized Fleet Support The Contractor shall provide general support required to maintain an engineering services capability for the B-52H aircraft. The Contractor shall examine opportunities for demodification or removal of equipment to accomplish weight reduction activities and provide a weight reduction management plan. (DI-MGMT-81503A/T, CDRL A001) The Contractor shall provide subject matter experts (SME) to respond to Technical Inquiries (TIs) regarding the design, performance, flight characteristics, qualifications, and test of B-52H systems and their functional operation on the aircraft. The Contractor is authorized to spend no more than 35 hours on any one TI. If a TI response will require more than 35 hours for the research and response, the Contractor shall recommend the effort as a separate EA to the LCMP Team Lead. 1.4.1.3 Provide software support for the B-52 information web page applications and maintain B-52 data, studies, reports, and plans on the web page.
System Integration Laboratory, Software Engineering Environment, and Special Test Equipment.
The Contractor shall provide engineering and all resources to operate and maintain the Government Furnished SIL, the Software Engineering Environment (SEE), and Special Test Equipment (STE) hardware. The Contractor shall perform the following efforts:
a. Coordinate SIL and SEE activities with LCMP Team;
b. Provide the as-built SIL and SEE equipment and software contained within the various SILs and SEE. (DI-CMAN-81516/T, CDRL A004);
c. Perform preventive maintenance;
d. Provide configuration management;
e. Provide hardware manuals for new or changed items; (DI-TMSS-80527B/T, CDRL A005);
f. Manage spares management and control;
g. Provide security management and control;
h. Provide environmental control required for equipment operation;
i. Document commercial system software updates and provide manuals; (DI-TMSS-80527B/T, CDRL A005)
j. Provide technical support required for installation of hardware and software upgrade products.
LCMP Administrative Efforts.
1.4.3.1 The Contractor shall provide administrative support to accomplish the following efforts:
a. Process, coordinate, and track draft EAs;
b. Process, coordinate and track approved EAs;
c. Process, coordinate and track EA studies, technical reports;
d. Update data and costs for each EA;
e. Provide administrative liaison and customer interface between Boeing Integrated Defense Systems (IDS), the LCMP Teams, and other Boeing divisions;
f. Provide a monthly Engineering Service Status Report; (DI-MGMT-80368A, CDRL A006)
g. Report the status of each active EAs and all inactive EA awaiting expenditure closure in the Performance and Cost Report; (DI-FNCL-80912A, CDRL A007)
h. Provide Earned Value Management Systems (EVMS) on tasks as identified within the EA. (DI-FNCL-81537, CDRL A008)
1.4.3.2 The Contractor shall provide support required to accomplish data collection and analysis for aircraft and platform prioritized requirements list. The Contractor shall assist the LCMP Team Leads in the creation of sustainment, maintenance, and modernization plans to meet the service life requirements of the weapon system. The Contractor shall provide revisions to the LCMP Process Guide. (DI-MISC-80358, CDRL A009)
In-Flight Emergency and Mishap Support.
The Contractor shall provide a 24-hour/7 days a week focal point for in-flight emergency assistance to crews and technical personnel assuring responsive actions. The Contractor shall provide the name and telephone number for 24 hour Point of Contact (POC) to the PCO within five (5) days of contract award. The Contractor shall provide personnel to assist in the investigation of aircraft and equipment mishaps, accidents, and incidents. The Contractor shall provide a mishap POC within three (3) days of direction for response. The Contractor shall administer a program to ensure investigative personnel are technically, physically, and medically prepared for response. The Contractor shall coordinate with on-site Government personnel to determine actions or problem correction. The Contractor shall provide a report of actions and response time. Weapon System Integrity Program (WSIP).
Institute a Weapon System Integrity Program (WSIP) in accordance with (IAW) Air Force Policy Directive (AFPD) 62-6 and AFPD 63-10 using MIL-HDBK-515 as a guide.
The Contractor shall maintain and update an Aircraft Structural Integrity Program (ASIP) IAW MIL-STD-1530C and Air Force Instruction (AFI) 63-1001 and document and deliver an ASIP Master Plan and a Force Structure Maintenance Plan (FSMP). The Contractor shall: (DI-MGMT-80004A, CDRL A00B, DI-QCIC-81110, CDRL A00C)
a. Provide updates to the Economic Life Prediction model based upon aircraft usage; (DI-FNCL-80448/T, A00D)
b. Identify FSMP structure risk;
c. Perform Durability and Damage Tolerance Analysis (DADTA) analysis and static strength analysis on emergent and paramount structural members; (DI-MISC-81487, CDRL A00E)
d. Provide field level Non-Destructive Inspection (NDI) support.
e. Monitor Analytical Condition Inspection (ACI) activities. Review ACI results and provide recommendations. (DI-MISC-81391, A00F)
f. Perform a Reliability Centered Maintenance (RCM) analysis and provide recommendations on new depot level tasks. (DI-ILSS-80111A, CDRL A00G)
g. Provide field level corrosion support.
The Contractor shall maintain and update a Functional Systems Integrity Program (FSIP) IAW D520-14351-1. (DI-MGMT-80004A/T, CDRL A00H)
Reliability and Maintainability Information System (REMIS).
The Contractor shall maintain access to the REMIS. The Contractor shall use REMIS to obtain historical field and depot level discrepancy data in support of maintenance activities and general inquiries by the 327th ACSG personnel. The Contractor shall provide reports detailing the trend analyses obtained from REMIS. (DI-SESS-81315A/T, CDRL A00J; DI-SESS-81315A/T, CDRL A00K)
Meetings.
The Contractor shall attend or conduct the following meetings. (DI-ADMN-81373, CDRL, A00L; DI-ADMN-81250A, CDRL A00M; DI-ADMN-81249A, CDRL A00N.)
The Contractor shall develop suggested agenda topics for each LCMP Team and brief project status and risk management status during monthly meetings. The Contractor shall hold these meetings at a facility within the local area of Tinker Air Force Base (AFB) or by telephone as requested by the LCMP Team. The Contractor shall develop and deliver minutes from each LCMP meeting. The Contractor shall accomplish these for each of the LCMP teams.
The Contractor shall provide agenda topics for quarterly Program Management Reviews (PMR) with the 327th ACSG Command Section. The Contractor shall convene half of the meetings in the local Tinker AFB vicinity and the other half at the Contractor’s facility location, alternating between the two locations. The Contractor, in conjunction with the LCMP Team, shall develop and brief project status, schedule, cost, and risk management to address 327th ACSG concerns. The Contractor shall develop and deliver minutes from the meeting The Contractor shall attend bi-annual Weapon System Reviews (WSR) and the Corrosion Program Advisory Board (CPAB) in the local Tinker AFB area to answer questions and be cognizant of concerns from the B-52 Bomber Groups and the 327th ACSG. The Contractor shall assist LCMP Leads in preparing briefings and attend side meetings to answer questions on progress, concept, or content of efforts.
The Contractor shall conduct quarterly Contract Quality Improvement (CQI) meetings and participate by providing inputs for improving the interaction between Contractor and Government personnel; issues and problems with current EAs; and making recommendations for the resolution of problems or issues presented to the Contractor. The Contractor shall perform these meetings through WebEx, or other data tool, with Government personnel connected at the Contractor’s facility in the local vicinity of Tinker AFB, except when a face-to-face meeting is the only remedy to resolve an issue or discrepancy.
The Contractor shall attend Product Improvement Working Group (PIWG) and System Safety Working Group (SSWG) meetings held bi-annually and prepared to respond to technical questions asked by the System Program Office (SPO) and the B-52 users.
The Contractor shall attend and participate in discussion at Crew Station Working Group (CSWG) and Human-Machine Interface Working Group (HMIWG) meetings.
The Contractor shall provide data and information to the LCMP Teams for preparation of briefings to the Weapon System Sustainment Council (WSSC). The Contractor shall attend the bi-annual WSSC upon request of the 327th ACSG.
The Contractor shall attend Source of Supply (SOS) reviews held bi-annually.
1.4.7.9 The Contractor shall attend the Nuclear Program Officer’s Group Meeting and the Nuclear Weapon System Safety Meeting at the request of the 327th ACSG. (DI-MGMT-80368A/T, CDRL B004)
Secure Internet Protocol Router Network Support and Local Area Network Support.
The Contractor shall provide engineering and technical resources to support the hardware and software maintenance; security compliance monitoring; and control of the B-52 dedicated Secure Internet Protocol Router Network (SIPRNET) domain at the Boeing IDS facility and provide documentation as delineated in Department Of Defense (DOD) 5220.22-M and DOD Overprint to the National Industrial Security Program Operational Manual (NISPOM) Supplement 1. The Contractor shall monitor activities for the B-52 dedicated secure computing capability and acquire unique application hardware and software as required to:
a. Ensure Defense Security Services (DSS) coordination and management of Authorization to Operate (ATO) for the B-52 dedicated Fleet Support Server;
b. Coordinate with the Defense Information Systems Agency (DISA) to maintain the Interim Authorization to Connect (IATC) for the Wichita SIPRNET circuit CCSD 771U.
c. Coordinate and support collaborative efforts to maintain point-to-point file exchange with Offutt AFB, NE and the Wichita SIPRNET circuit;
d. Manage Communications Security (COMSEC) equipment and materials for the Boeing IDS SIPRNET Network domain; and
e. Manage user account and password management for the B-52 Fleet Support Server and Boeing IDS SIPRNET client computer.
f. Provide engineering and technical resources to support B-52 dedicated Local Area Networks (LANs). Support includes hardware and software maintenance and the acquisition of unique application expense items to continue LAN connections with Edwards AFB.
Ground and Flight Test Engineering Support The Contractor shall provide sustainment support of ground and flight test engineering at Edwards AFB, CA, which support includes Integration Flight Test development, Operations Outline and Checklist (OOCL) development in coordination with the 419th Flight Test Squadron (FLTS), 327th ACSG, and Wright-Patterson AFB. (DI-NDTI-80566A/T, CDRL A00P; DI-SESS-81635A, CDRL A00Q) The Contractor shall perform flight test engineering and mission planning activities and tasks, including build operations, packaging of test points into missions, coordination of test range requirements, and coordination of test asset requirements. The Contractor shall perform preflight instrumentation checkout and perform investigation and resolution of all anomalies. The Contractor shall provide maintenance of Test Facilities Requirements Document (TFRD). (DI-ATTS-80041A/T, A00R; DI-FACR-80810A, A00S)
Non-Recurring Engineering Services.
The Contractor shall perform the activities denoted in individual EAs; these activities require the production of engineering studies, concept analyses; product improvement; reverse engineering; and process improvements into the B-52 aircraft as an entity and are related in providing mission accomplishment. The Contractor shall perform the following engineering services as required in the individual EAs and focus on the integration of efforts as a total B-52 system. The Contractor shall produce an Integrated Management Plan (IMP) and Integrated Master Schedule (IMS) for each EA to be presented to the Government on meeting task concepts and expectations for the EA. The Contractor shall provide safety analyses and mitigation plans IAW MIL-STD-882D, paragraphs 4.2, 4.3, and 4.4 on LCMP Team priorities and critical safety items to support critical LCMP decision milestones. The Contractor shall obtain approval from LCMP Team Lead for all travel taken in accomplishing the efforts of the EA at least 4 days prior to the travel date. The Contractor shall provide trip reports to the LCMP Team for all travel. The Contractor shall perform the following activities as required in the individual EAs. a. Exploit lower life-cycle cost alternatives in system configurations by using current technology components and adapting common equipment to multiple requirements and applications. (DI-MISC-80508B, CDRL C004.)
b. Improve the productivity, effectiveness, efficiency, and environmental friendliness of USAF maintenance, repair, and operational support activities and processes. Provide for the automation of approved processes with the required Automated Data Processing Equipment (ADPE) hardware and software. (DI-MISC-81384, CDRL C005)
c. Improve the performance, accuracy, reliability, maintainability, deployability, survivability, and supportability of the B-52 weapon system, subsystems, aircraft equipment, and support equipment. d. Develop new approaches to accommodate life cycle cost considerations in system development and support with improved specifications, standards, processes, and techniques. (DI-FNCL-80448/T, CDRL C00B; DI-SDMP-81464A, CDRL C00C; DI-SDMP-81465A, CDRL C00D.)
e. Evaluate and insert new technology to extend the life or improve the performance of the B-52 weapon and support systems to modernize and improve operational support, maintenance, and repair processes. (DI-MISC-81384, CDRL C00E)
f. Reduce life cycle costs of weapon system management through improved management techniques, process improvement, process re-engineering, automation, configuration management, and quality assurance. (DI-MISC-80508B, CDRL C004)
g. Utilize a systems approach for all design and integration efforts in meeting the technical requirements of the EA IAW the Contractor’s SEMP.
h. Perform studies to assess technical and logistical problems and determine solutions and alternatives; technical and cost trade-offs; and defining project designs, development, and integration. These studies include Manufacturing Engineering, Industrial Engineering, and Process Engineering in support of Lean Manufacturing. (DI-MISC-80508B, CDRL C004)
i. Establish, maintain, integrate, utilize, provide or develop test plans, processes and procedures to manufacture and install prototype systems for the purposes of testing artificial or real-time environments against the criteria of the EA. j. Research and assist Government personnel in resolving problems and issues identified by maintenance personnel, field or depot, not contained in Technical Orders (TOs), repair, or installation data. (DI-MGMT-81232, CDRL C00L.)
k. Provide on-site technical assistance to resolve aircraft problems associated with aging affecting safety, durability, reliability and maintainability. The WSIP identifies potential systems problems that might degrade safety, availability or capability of the aircraft; the Contractor shall provide recommendations for revisions to WSIP methodology processes due to investigations, damage, and mission related changes. l. Provide engineering for pollution prevention, environmental compliance, and pursue the health and well being of military and civilian personnel. Improve the environmental friendliness and environmental protection. Provide a preliminary hazard analysis IAW MIL-STD-882, Section 4 and paragraph 6.7. (DI-ENVR-81375/T, CDRL C00N; DI-SAFT-80106B, CDRL C00P)
m. Attend Technical Interchange Meetings (TIM) as required by the EA and requested by the LCMP Team. The Contractor shall be responsible for responding to questions and providing SME opinions on the stated subject matter. (DI-MGMT-80368A/T, CDRL B004)
n. Consider and maintain the nuclear hardness and nuclear surety IAW the MPG. (DI-MISC-80048/T, CDRL C00Q)
o. Investigate Problem Quality Deficiency Reports (PQDRs) IAW TO 00-35-D-54. The Contractor shall provide root cause analysis, resolution, and recommendations to correct the deficiency. (DI ILSS-81495, CDRL C00R; DI-MGMT-80258A, CDRL C00S; DI-ALSS-81534, CDRL C00T.)
p. Provide engineering support and tests to ensure existing Electromagnetic Interference (EMI), Electromagnetic Compatibility (EMC), and Electromagnetic Pulse (EMP) requirements are maintained IAW the MPG. r. Provide a risk analysis for meeting system requirements, safety, and hazards. (DI-SAFT-80101B, CDRL C012 and DI-SAFT-80102B, CDRL C013; DI-MGMT-81398, CDRL C014.)
s. Identify Technical Performance Measures (TPM) from the MPG and provide analysis of the changes or additional requirements. The Contractor shall provide an update to the MPG Volumes as required to maintain configuration of the System Specification and Configuration Management. t. Develop Interface Control Documents (ICDs) for equipment changes and additions due to integration concepts or diminishing manufacturing sources. (DI-CMAN-81248A, CDRL C016)

Prototypes.
The Contractor shall design, develop, certify, and manufacture prototypes for Line Replaceable Units (LRUs) or Shop Replaceable Units (SRUs) identified as having Diminishing Manufacturing Source (DMS) issues, repair problems, or to test additional capability to maintain mission capability. The Contractor shall provide test plans and test reports for functional or non-functional prototypes and their installation to ensure compliance with all aircraft and mission requirements. The Contractor shall design, develop, certify, and manufacture tooling and jigs required in qualifying new sources for parts or components and deliver the tooling and jigs upon completion of certification. The Contractor shall provide the drawings, specifications, and operational requirements of developed tooling. Software System Support.
The Contractor shall provide updates and modifications to aircraft system software. The Contractor shall identify potential B-52 software changes to enhance mission performance from the following and provide data and recommendations for decision making on the priority and complexity of the changes or modifications. a. Review current B-52 software Problem Change Reports (PCR).
b. Consider past B-52 software deferred PCRs.
c. Investigate unresolved B-52 deficiency reports from software test efforts.
d. Changes due to evolving weapon functionality.
e. Recommend software enhancements and functionality not included in prior upgrades;
The Contractor shall perform technical and risk impact assessments for software changes and modifications for operational and mission software. The Contractor shall develop the software in the same language as the current program or as specified in the EA. The Contractor shall provide a cost-benefit analysis for each of the changes and modifications identified based on the following criteria: (DI-MISC-80344, CDRL C01G.)
a. Change complexity.
b. Consider inter-dependencies between changes.
c. Changes within the same software module or program.
d. Impact to other Computer Program Identification Numbers (CPINs).
e. Accommodate benefits to B-52 systems operation or maintenance personnel.
The Contractor shall recommend a priority for the potential software changes reviewed and investigated. The Contractor shall assist the LCMP Team in preparing the recommendations to present to the Software Configuration Control Sub Board (SCCSB).
The Contractor shall conduct reviews for design and test to ensure weapon system compatibility and requirement compliance. (DI-ADMN-81249A, CDRL C017; DI-ADMN-81373, CDRL C018; DI-ADMN-80250A, CDRL C019.)
The Contractor shall provide aircrew familiarization support to familiarize the crew with operational changes prior to equipment use. The Contactor shall provide Software Development Plan (SDP), Software Design Description (SDD), Interface Requirements Specifications (IRS), Software Product Specification (SPS), Computer Software Product, Software Version Description (SVD), Software Test Plan (STP), Software Test Description (STD), and Software Test Report (STR). The Contractor shall obtain CPINs IAW TO 00-5-16. Material Improvement Projects.
The Contractor shall evaluate Material Improvement Projects (MIPs). The Contractor shall assess the improvements provided to the system and the mission and provide recommendations including a cost benefit analysis of the MIP on the aircraft and the Total Life Cycle Cost. (DI-MGMT-80258A, CDRL C00S)
Weapons Certification Technical Support.
The Contractor shall provide technical support for weapon systems used or planned for the B-52 aircraft. The Contractor shall:
a. Review changes to baseline weapons, armament related support equipment, and TOs provided by the System Safety Group (SSG). (DI-MISC-80508B, CDRL C004.)
b. Provide feasibility assessments of proposed changes prior to change implementation. (DI-MISC-81384, CDRL C005.)
c. Provide technical support to ensure the accuracy and currency of B-52 armament system TOs provided by the SSG.
d. Provide armament segment recommendation updates. (DI-MGMT-80258A, CDRL C00S.)
e. Provide Nuclear Certification Impact Statements (NCIS) and Certification requirements. (DI-NUOR-81409, CDRL C01T)
f. Assist the Government in the conduct and the accomplishment of Integrated Functional Capability (IFC) re-certifications for all changes.
g. Perform an assessment of changes to baseline weapon ICDs. (DI-CMAN-81248A, CDRL C016)
TO Data.
The Contractor shall provide technical data support resulting from EAs and for sustainment.

Operational Safety, Suitability, and Effectiveness.
The Contractor shall ensure Operational Safety, Suitability, and Effectiveness (OSS&E) IAW AFPD 63-12, AFI 63-1201, Air Force Materiel Command Instruction (AFMCI) 63-1201, and the guidance provided in MIL-HDBK-514 is addressed during integration assessments, studies, and review for all of system modification or manufacturing process changes.
Classified Material Requirements.
The Contractor shall conform to the provisions of DOD 5220.22-M and DOD 5220.22-M, Supplement 1 for safeguarding classified information and material contained in the Contractor’s possession. The Contractor shall ensure only those persons who have the proper security clearance and a need to know under this PWS be given access to classified information or material.
Initial Inventory.
The Contractor shall conduct and complete with Government representatives, as designated by the PCO, an inventory of all classified documents and material within 20 days of contract award. During the joint inventory, the Contractor shall determine the current status of all classified documents and material and document the condition. The Contractor shall notify the PCO in writing within five (5) days of the results of the joint inventory completion of and confirm receipt of classified documents and material.
Final Inventory.
Once in receipt of classified material, the Contractor shall conduct and complete with Government representatives, as designated by the PCO, an inventory of all classified documents and material within ten (10) days before the contract end date. During the joint inventory, the Contractor shall determine the current status of all classified documents and material and document the condition. The Contractor shall notify the PCO in writing within five (5) days of the joint inventory completion of and confirm the transfer to Government control of classified documents and material.
Quality System and Quality Program Requirements.
The Contractor shall execute a quality system and quality program for ESP efforts. The Contractor shall provide and maintain a quality system that is ISO 9001:2000 or Aerospace Standard (AS) 9100 Revision B compliant incorporating no less than the following ISO elements:
a. 4.2 - Documentation Requirements,
b. 4.2.2 - Control of Documents,
c. 4.2.4 - Control of Records,
d. 5 - Management Responsibility;
e. 7.4 - Purchasing,
f. 8.2.2 - Internal Audit,
g. 8.5.2 - Corrective Action, and
h. 8.5.3 - Preventive Action.
The Contractor shall develop, maintain, and deliver a Quality System Plan. The Contractor shall provide the quality system procedures, planning, and all quality system documentation to meet the requirements. The Contractor shall ensure all material purchased or subcontracted from their vendors or subcontractors meet all technical requirements of the EA. The Contractor shall levy ISO 9001:2000 or AS9100 quality standards on subcontractor processes and practices by Contractor Approved Procedures. The Contractor shall develop, maintain, and deliver a Quality Assessment Report. The Contractor shall support quality audits as directed by the Administrative Contracting Officer (ACO) to determine the standards of performance and technical conformance meet the requirements of this PWS. The Contractor shall be required to correct a deficient process to eliminate the cause(s) of all defects as directed by the ACO. (DI-QCIC-81379, CDRL B005; DI-QCIC-81187, CDRL B006.)
Contractor Personnel.
The Contractor shall be responsible for the selection, staffing, hiring, training, expertise, assignment of duties, reassignment of duties, transfer, supervision, management, control, and termination of Contractor employees to perform all work IAW this PWS.
Contractor Employee Requirements.
The Contractor shall ensure Contractor employees required to communicate with Government personnel can read, write, and speak English. The Contractor shall provide an organization chart. (DI-MISC-81419, CDRL B007.)
| 1.8.11 | The Contractor shall provide the names of key personnel identified below to the PCO by letter within 10 days of contract award by name, title, and phone number. If the Contract Manager changes during implementation of this PWS, the Contractor shall identify the new Contract Manager to the PCO by letter within 10 days of the change. |
| 1.8.1.2 | The Contractor shall assign a Contract Manager who possesses a working knowledge of the B-52 aircraft and its mission requirements. The Contractor shall identify the Contract Manager to the PCO within 10 days of contract award. The Contract Manager shall possess the ability to perform the following tasks: |
a. Execute and implement contract provisions.
b. Plan workload requirements to ensure manpower availability to meet EA completion requirements.

Engineering Personnel The Contractor shall ensure personnel performing engineering on individual EAs are graduates of an accredited engineering school and have experience in the area of expertise required by the tasks of the EA. Engineering Personnel must be able to develop and integrate concepts that involve requirements, design, development, prototyping, production, testing, training and logistics support in all phases of system life cycle. Engineering personnel must be capable of including all aspects of a technical program involving trade-off of performance, life-cycle cost, risk, producibility, supportability, testability and specific engineering requirements required to satisfy the tasks within the EA
SECTION II – SERVICE SUMMARY.
The Contractor shall be aware that in the absence of any contract requirement from the Service Summary (SS) does not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract. The Contractor shall ensure the following Service Summary requirements are accomplished:
0. Service Summary Requirements.
The Contractor shall ensure the Performance Objectives, Performance Thresholds, and support for surveillance methods are achieved as follows:
Performance Objectives and Thresholds.
The Contractor shall achieve Performance Thresholds identified in Table 2-1 of this PWS.
NOTE 1: The performance thresholds are designed to:

The Contractor shall support the Government’s surveillance methods as identified below.

Contractor Performance Evaluation.
The Contractor shall be aware that the evaluation of performance occurs whenever the Government Quality Assurance Personnel (QAP) evaluates the service of the Contractor to determine whether or not it meets the performance measures of the contract. The Contractor shall sign QAP notification of non-compliance, this signature does not indicate agreement with the QAP finding, but the fact the QAP has notified the Contractor of the deficiency.
NOTE: The QAP will notify the Contractor of non-compliance through written reports or evaluations requesting correction and request Contractor signature for receipt. When more than one Performance Threshold is not met by the Contractor and notified by the QAP, the QAP will forward the information for PCO action.

Section III – Government Furnished Property (GFP).
Data.
The Government will make available data and drawings owned or in its possession to assist technical evaluation requirements of this PWS.
Government Furnished Property.
EA Specific GFP.
When a “Non-Recurring” EA specifies evaluation or tear-down of GFP, the Government will furnish the specific equipment requiring analysis or investigation. The Contractor shall perform all work and provide all tools or equipment to perform the teardown IAW PWS paragraph 1.5.o and return the GFP after completion and closure of the EA.
Recurring GFP.
The Contractor shall maintain GFP currently in possession of the Contractor and previously provided in the support of “Recurring” or “Non-Recurring” EAs for maintenance, upgrade, or repair. The Contractor shall add property purchased by an EA to the GFP Inventory. (DI-MISC-8140/T, D001.)
Physical Inventory.
The Contractor shall support a physical inventory of Government property as follows:
Beginning Inventory.
The Contractor shall accept the final inventory performed from Contract #F34601-99-C-0006 as the beginning inventory for all GFP.
Ending Inventory.
The Contractor shall complete, with the QAP, an inventory no earlier than 20 days prior to the end of the last performance period. During the inventory, the Contractor shall determine the working order and condition of all GFP and obtain QAP concurrence. The Contractor shall document the condition of all GFP listed in Appendix B of the contract and notify the PCO in writing within five (5) days of completion of the inventory. The Contractor shall resolve discrepancies between the inventory and official government records with the QAP. (DI-MGMT-80269, CDRL D002.)
NOTE: The Ending inventory may include the incumbent, follow-on Contractor, and QAP.
Replacement Of GFP.
The Contractor shall submit requests for replacement of GFP to the QAP. The Contractor shall ensure requests specify the reason for the replacement and justification for the continued need of such property.

APPENDIX B
Definitions
Bi-annual – an event occurring twice per year.
Contract Manager - Contractor person who shall be responsible for the performance of the work and shall have full authority to act for the Contractor on all matters relating to the performance of this contract.
Engineering Assignment (EA) – recurring or non-recurring efforts identifying actions required by Contractor employees.
Government-Furnished Property (GFP): All property acquired using government funds and subsequently delivered or otherwise made available to the Contractor. This includes agency peculiar, special tooling; special test equipment; military property; and facilities.
Nonrecurring Services - discrete activities required on a one time basis.
Procuring Contracting Officer (PCO) – Government individual authorized to commit Government resources or funds.
Prototypes - non-production LRUs or SRUs designed and manufactured for a specified weapon system configuration. This unit is used to test whether the LRU or SRU meets all specified requirements and passes EMI, EMC, and EMP tests.
Recurring Services - activities performed on a continuous basis and generally incorporated into one EA to aid in timely and effective Contractor response and execution.

APPENDIX C
Applicable Documents
A. General Information. The Contractor shall ensure requirements in this PWS are accomplished IAW the latest version of the following documentation if it does not impact cost and delivery schedules or if a conflict does not arise in implementation of the new procedures. If the preceding conditions occur, a written evaluation, along with specific backup data and estimated cost data for those changes which impact the Contractor’s performance shall be provided to the PCO within ten (10) days after receipt of an updated publication. The Contractor shall not incorporate these publication changes until approved by the PCO. In the event there are conflicts between two or more referenced documents, the Contractor shall provide written evaluation, along with specific backup data to the PCO within ten (10) days after knowledge of the conflict. Resolution of the conflict will be provided by the PCO.
