E-9A Contractor Logistics Support
RFP: FA8106-16-R-0008
Questions and Answers September 09, 2016
1. Should the incoming contractor plan to provide all computing equipment at the start of the contract or will there be systems in place that will eventually have to be replaced?
Currently there are government computers in place, the E-9A Program Information Technology (IT) computers, printers, monitors and scanners are very dated and showing signs of their age, several units need frequent upkeep to keep them functional.
2. If there is no computer equipment in place, how does the government intend to transfer all of the historical data to the new contractor?
Currently there are government owned computers in place. Historical data will be able to be transferred to the new contractor.
3. Will a new telephone system be required at the start of the contract or will the existing phone system remain in place?
The contractor will need to have a new phone system at the start of the contract, existing infrastructure, e.g. wiring, may be used.
4. For insurance liability purposes, can the Government provide the value of the planes E-9A aircraft?
Approximately $18.1M per aircraft.
5. Would the government consider changing the evaluation criteria related to past performance confidence by adding the level of “substantial confidence” above the current highest level of “satisfactory confidence” specified in the solicitation (Attachment 4, Evaluation Factors for Award, paragraph 2.3.1, Table 2, Performance Confidence Assessments)? Such a change in the assessment criteria aligns this solicitation with the DoD source selection procedures issued on 1 April 2016 (paragraph 3.1.3.3, Table 5) and is also consistent with the earlier DoD source selection procedures dated 4 March 2011 (paragraph 3.1.3.3, Table 5). More importantly, the change will permit the government to make meaningful distinctions regarding past performance as part of the best value tradeoff and contract award decision. As currently written, an offeror that would have earned a rating of “substantial confidence” (if it were available) will be constrained to the top rating of “satisfactory confidence.” Given this reality, it is highly likely that there will be shades of (or even substantial) differences among offerors earning the same rating of “satisfactory confidence,” yet it will be difficult for the government to fairly consider these differences in the best value tradeoff.
No, the Government will not consider changing the evaluation criteria related to past performance confidence by adding the “Substantial Confidence” rating. Paragraph 3.1.3.3 of the DoD Source Selection Procedures dated 01 April 2016 states, “For those source selections requiring less discrimination in the past performance evaluation, the past performance evaluation team may use, as a minimum, “Satisfactory”, “Limited”, “No”, and “Neutral” confidence ratings”.
The E-9A CLS source selection requires less discrimination in the past performance evaluation.
IAW the note of Table 2 paragraph 2.3.1 Ratings of Addendum to FAR 52.212-2 Evaluation Factors for Award, “With regards to the best value award decision, all offerors rated as “Satisfactory Confidence” will be considered equal for the Past Performance Factor”.
6. We would like to request a 2 week proposal extension on the proposal due date. Please let us know if an extension can be granted.
The Air Force is currently making changes to the RFP resulting from questions 2 (a) and 4 of the 06 September 2016 Questions and Answers. The impact to the proposal response date is currently being determined.
