Questions and Answers September 06, 2016
1) Reference Request for Proposal FA8106-16-R-0008 (h) Additional Work Proposal Requirements on page 5 of 63 and Flying Hours Item No. X005 on page 10 of 63.
a. Can the Government clarify the difference between depot level maintenance of mission systems that would be covered as Over & Above (O&A) under CLINs X007 – X0011 and the mission systems components, parts, and consumables that need to be included in the flying hour program?
The flying hours CLIN includes organizational maintenance and intermediate level maintenance repair to mission systems components. Depot level maintenance of the mission system is considered O&A.
2) The Government uses the term “Inspection” in the Pricing Matrix, the term “Overhaul” in the PWS 1.20.24, and “Overhaul/Inspection” in the pricing section of the RFP for the FFP price for Engine, Propeller and Landing Gear (nose and main) Inspections (CLINS X006AA, X006AB, X006AC and X006AD).
a. Does the Government expect the price provided by the contractor to cover just the inspections?
a. Yes, the pricing for X006AB, X006AC and X006AD is for inspection only. The CLIN description for sub-CLINs X006AB and X006AC in the RFP will be revised to match the price matrix and addendum to FAR 52.212-2 Evaluation Factors for award.
b. Are all necessary AD’s / SB’s and discrepancies / required repairs found during the inspection treated as an O&A?
b. CLIN X006 includes the price the depot inspections, which shall be accomplished at an FAA-certified repair station IAW CFR Title 14, Part 145 with appropriate ratings for the work being performed.
The inspection will include complete tear-down, inspection and replacement of consumables parts as needed and reassemble. Additional repairs to the engine, propeller, or landing gear found during these complete tear-down inspections will be treated as O&A.
O&A items will be evaluated on a case by case basis. AD’s/SB’s to the aircraft airframe and engines and discrepancies found during the inspections that are directly associated with the AD/SB will be treated as O&A. Discrepancies found during inspection which are not associated with the item sent for depot inspection will be covered under flying hours if considered normal wear and tear.
3) Reference PWS 1.20.29 Complete Aircraft Repaint
a. Does the Government’s request for a price for complete aircraft repaint need to include labor and travel for E-9A contractor personnel to travel to the paint facility to accomplish the removal and reinstallation of the Telemetry antenna?
The cost of complete aircraft repaint shall include all costs associated with the paint effort, to include costs such as travel, Per Diem and labor to ship and recover aircraft.
4) Is the Government expecting only an hourly rate for partial strip and paint (Pricing Matrix CLIN X006AF) since a detailed work scope is not provided? Alternatively, if the Government is expecting a project price for partial strip and paint, can the Government provide a scope of work to determine a project price?
The Government is not expecting a project price for a partial strip and paint. The RFP will be revised to remove CLIN X006AF from pricing matrix and the supplies or services and prices and costs section of the RFP. Partial strip and paint will be priced as O&A.
