Questions and Answers #8
SOLICITATION – FA8106-14-R-0004
Question #1: Reference Appendix D - ITO, Addendum to FAR 52.212-2 PWS (1.27.3 and follow-on paragraphs) discusses the following Tow Services:
• Tow Scheduling (1.27.3)
• Mission Planning, Conduct, Scheduling and Reporting (1.27.3.1)
• Weather/Severe and Weather Procedures (1.27.3.2)
• Pilot Responsibility (1.27.3.3)
Appendix D, Table 2.2.8 Correlation Matrix, page 7, T4a “Provide Tow Aircraft Specifications” references PWS paragraphs1.27.3-3.3.3 which is not relevant and is an addition to the PWS paragraphs 1.27.2 and 1.27.2.1 as appropriately referenced in Appendix D, page 11 paragraph 3.2.6 a. Is this an oversight?
Answer: The reference to para 1.27.3 will be removed.
Question #2: Appendix D, Table 2.2.8 Correlation Matrix, page 7, T4b “Provide and Maintain Tow Pilots” references PWS paragraphs1.27.3.1-3.3 which addresses the above and extends, as written, through PWS paragraph 3.3 which cannot be found. Appendix D, page 11 states that Tow pilot qualifications must be IAW 14 CFR Part 61, Section 61.69 and the requirements in PWS paragraph 1.27.1, 1.27.1.1, and 1.27.1.2 which accurately address pilot qualifications. Is the reference to 1.27.3.1-3.3 an error?
To ensure a compliant submittal in accordance with the correlation matrix, the contractor recommends the reference to PWS 1.27.3 be deleted from both T4a and T4b in Table 2.2.8.
Answer: See answer to Question #1 above.
Question #3: Reference Appendix E - Evaluation Factors for Award, Addendum to FAR 52.212-2: The excel format of the TEP, AppendixFPricingMatrixAmendment0002.xls,dated 1- 16-2015 changes CLIN 0018 for O&A Material from an un-evaluated CLIN to an evaluated CLIN with the pricing based on arbitrary material $$ values (in thousands) as shown in Appendix E Table 2.4.7 Estimated Quantities – Page 16. Contractor assumes that the material values from this table are to be multiplied against a material handling rate to satisfy the “each” unit values to be entered into the TEP pricing matrix. Is this a correct assumption?
Answer: This CLIN is referring to a Material Handling Rate, to be applied when necessary.
CLIN 0018 has always been an evaluation CLIN. Converting the document to PDF may have cutoff part of the name. See CLIN structure under para 2.4.6., page 14 for how the CLIN should be calculated.
Question #4: The excel format of the TEP, AppendixFPricingMatrixAmendment0002.xls,dated 1-16-2015 shows CLIN 0011, Engineering Support appears as a basic evaluated costs. However Appendix E Table 2.4.7 Estimated Quantities – Page 16 shows CLIN 0011 Engineering support as an Over and Above Rate. Which is correct?
Answer: Engineering Support is an as needed “to be negotiated” CLIN. This requirement will be used as required by the PCO. It is not an over and above. Labor rates for this CLIN should be FFP and evaluated in accordance with Para 2.4.10.
Question #5: Appendix D, Page 19 Section 5.4.10 Submission of Price Models (b), Item states that the "Data file should be .XLS file format (MS-Excel 2007 or earlier) compatible format without passwords or hidden information." Since the default file format for MS-Excel 2007 has extension .XLSX, is this format acceptable to the Government?
Answer: Yes, .XLSX is an acceptable format.
Question #6: After further review of Appendix L, it appears this information only captures open purchase orders and open repair orders, and does not provide data on closed purchase orders and closed repair orders that would provide usage data to support the replenishment requirements of
1.18.2 Procurement and Stocking.
Is it the government's intention that we use the data provided in Appendix L to price the repair, replacement, and replenishment the government provided spares and SE (PWS paragraph 1.18.2)?
Answer: Yes. It is the Government’s intention for Offerors to use, (if deemed necessary), the Appendix B along with Appendix L to price the repair, replacement, and replenishment.
