Answers 8 and 9 alter the terms and conditions of the RFP, all other answers do not alter the terms and conditions of the RFP. Answers number 8 and 9 have generated an amendment to the RFP, all other answers have not generated an amendment to the RFP.

02 Oct 08 - Question: Past Performance. Section 2.2.3, Proposal Organization foot note on PPIS says the following Request each offeror submit a minimum of three (3) PPIS forms for the prime contractor and up to three (3) for each significant subcontractor/teaming partner. Section 5.3 in evaluation criteria says, Also Offeror's shall include information on a maximum of three (3) recent contracts performed by each of the core team members and significant subcontractors considered most relevant in demonstrating their ability to perform the proposed effort
Question, is a total of three past performances to be submitted for the entire team or is it three minimum for the prime and each significant team partner?
Answer: Three (3) PPIS forms for the prime contractor and up to three (3) for each significant subcontractor/teaming partner.

02 Oct 08 - Question: Is travel separate from CLINs 8 and 9 for conducting maintenance and periodic inspections? Is it appropriate to assume that all travel would be handled under CLIN 12 for supporting these two CLINs?
Answer: Yes, travel is separate from CLINs eight and nine. Travel will be handled under CLIN 12 for supporting CLINs eight and nine.

02 Oct 08 - Question: How do we handle identification and support of Overtime Rates for CONUS based work in the labor categories and evaluated labor hours, particularly in the over and above CLIN 13 where one may encounter a potential for overtime work ?
Answer: There is not a requirement for overtime labor hours, therefore not requiring overtime rate.

07 Oct 08 – Question: In the Information To Offerors and Instructions For Proposal Preparation, Section 2.3 (located on page 193 of solicitation) Page Size and Format states, “Pages shall be single-spaced with 1.5 line spacing.”? Does this mean that paragraph text should have single line spacing and 1.5 line spacing between paragraphs? Or, does this mean that the entire document should have 1.5 line spacing throughout? If so, what is referenced by “single-spaced”?
Answer: Page line spacing shall be 1.5, disregard “single-spaced” verbiage.

17 Oct 08 – Question: Details of CLIN 007 and Attachment H indicate that the amounts are supposed to include the costs of replacement antennas. No suppliers will provide pricing past a limited time. In fact, none will commit beyond the first year of the contract. Will the Air Force provide an escalation factor for us to use for antenna pricing beyond year one, or are they planning to purchase all the necessary antennas during the first year of the contract?
Answer: The government is not planning on purchasing all the necessary antennas during the first year of the contract. The government will not provide an escalation factor for antenna pricing beyond year one. It is up to the contractor to provide the price for all seven years in the proposal.

17 Oct 08 – Question: The RFP, page 195, Paragraph 4.2.3 subparagraph b) discusses an accurate and reliable accounting information system available in real time via a web based application. Does that mean that all accounting data is updated and current daily or that the data reports (for example: most recent monthly cost reports) can be accessed any time?
Answer: Monthly funds status reports are required to be available via the web. Real time data is not required.

17 Oct 08 – Question: The pricing Matrixes in Attachment 7 have a limited number of job titles for each CLIN section. Can additional titles be added if felt necessary?
Answer: You will only be evaluated on the job titles that were provided to you in the RFP. It is not necessary to add additional titles.

29 Oct 08 – Question: Question in interpreting Page 191 the Table of Response. In the Cost Volume section it mentions that Section 3 is the Labor Category Rate Matrix (ATT H). Is this supposed to be the Attachment 7? If so would it be appropriate to provide the table back which is 7 pages as opposed to the 5 page limit in the Volume Requirements? If this is not Att 7 what is ATT H?
Answer: In the Cost Volume section where it mentions Section 3 is the Labor Category Rate Matrix (ATT H) this should be Attachment 7. I agree that the page limit should be 7 not 5. The RFP is being amended to reflect this change (FA8106-08-R-0001-0003).

29 Oct 08 – Question: Confirm that Exhibit H, CLIN X007 Antenna and Antenna Subsystem is only inserted in the Total Evaluated Price Model per 6.1.4.
Answer: Yes, completed Exhibit H should be inserted in Volume IV, Cost/Price, under 6.1.4.

29 Oct 08 – Question: Confirm that we can put the Table B pricing in the Contract Document as the RFP says only pricing can go in Volume IV whilst Vol 5 calls for this in ITO 7.1.2 – Supplies or Services and Costs/Prices “The offeror shall provide CLIN-level pricing including unit and extended pricing as specified in the schedule. Pricing shall be provided for each option year.”
Question: Paragraph 2.2.5 of the RFP is in direct conflict with paragraph 6.1.4 as to where cost information should be included. The former says it should be included in both Volumes IV and V the latter states only IV. Which is correct?
Answer: Per 7.1.2 (On page 200 of RFP), the Section B (which starts on page 3 of the RFP) which is placed under Vol V once completed, should be copied and placed under Vol IV under a new Tab 6.3.7. There currently is not a Tab 6.3.7 on page 191 under Vol IV, you need to add it. The RFP is being amended to reflect this change (FA8106-08-R-0001-0003).

29 Oct 08 – Question: What is the actual count of physical antennas (where a physical antenna is a structure with one or more antenna feeds) to be maintained? The PWS page 7 Table 1-1 states one count while the RFP Attachment 2 states a differing count. Please clarify.
Answer: Attachment 2 of the RFP is the actual count of antennas associated/connected to HFGCS, Table 1-1 of the PWS addresses the proposed antennas to be replaced with the contract.

29 Oct 08 – Question: Where would the government like to have the CSOW included within the proposal as it is not defined in ITO Section 2.2 or elsewhere within the solicitation?
Answer: Refer to Page 187 of solicitation (Contractor Statement of Work (CSOW). The CSOW is a stand-alone document within the proposal and there is no page limit. At time of contract award the PWS will be deleted from the List of Documents, Exhibits or Attachments and will be replaced by the CSOW.

29 Oct 08 – Question: Is there a cut off for questions?
Answer: Yes, the cut off for questions is the hour and date that receipt of proposals are due.

07 Nov 08 – Question: In attempts to obtain antenna pricing we received information leading us to believe that the Air Force does not intend to replace all antennas with identical systems that are currently in place. The Solicitation refers to a System Engineering Plan (SEP). In 2007 the Air Force indicated that they would be relying on the contractor to recommend which type of antennas should be used. In 2008 the Air Force indicated they would make those decisions. This Solicitation appears to indicate that the Contractor will not assist in the development of an SEP, references performing the contract in accordance with the SEP, and gives an impression that it already exists. Does the SEP exist? If so, can it be provided as it will affect bidding pricing and clarify any anticipated antenna revisions?
Answer: A copy of the SEP will be posted to FedBizOpps and is for information purposes only. The contractor shall assist the Government with regards to SEP, under this contract, by providing data and information about the antenna program for incorporation, by the Government, into the SEP and for program metrics.

07 Nov 08 – Question: In Question 2 Dated 02 October 08 you respond that travel is separate from CLINs eight and nine. Does that hold true for all CLINS that include travel?
Answer: Yes, travel will be handled under CLIN 12 for supporting all CLINs that include travel.
