1. SECTION I –DESCRIPTION OF SERVICES/GENERAL INFORMATION

This Performance Work Statement (PWS) defines the requirements for Contractor services for the High Frequency Global Communications System (HFGCS) mission by providing the engineering, labor, parts and material for antenna systems inspections, installation and maintenance, procurement of antennas, antenna parts, grounding, bonding, shielding and lightning protection (GBSLP), as well as electrical power evaluation.

HFGCS is the Department of Defense (DoD) world-wide high power, high frequency global Command and Control (C2) network that provides Beyond Line of Sight (BLOS) interoperable voice and data communications for strategic, tactical and air mobility forces. HFGCS is the primary High Frequency (HF) C2 platform directly-supporting the following Government organizations: President of the United States (POTUS); State Department; DoD Executives; United States Air Force (USAF); US Navy, the National Science Foundation and other various DoD Agencies. The program supports MYSTIC STAR (MS), System of Cooperation Among the American Air Forces (SICOFAA), and Defense Communications System (DCS) HF Entry missions and the North Atlantic Treaty Organization (NATO). HFGCS occupies the HF spectrum from 3-30 Megahertz (MHz) at a maximum output power of 4 kilowatts (KW).

The HFGCS antenna and sub-systems are comprised of Commercial-Off-the Shelf (COTS) equipment. The antenna subsystem extends from the antenna into the facility to the respective RF matrix input and includes pressurization systems, azimuth control systems, electrical power source and power equipment, and all above-and-below-grade grounding material. These subsystems are comprised of both Air Force, and Navy assets, which include several types of antennas in various stages of disrepair and obsolescence. Current antenna locations and types are listed in the Request for Proposal (RFP), Attachment 3: Locations of the HFGCS Stations and Attachment 4: Antenna Database.

1.1 Contractor Service Requirements

The contractor shall provide the program support, program engineering support, labor, parts and material for antenna systems inspections, scheduled and unscheduled maintenance installation/de-installation and maintenance, GBSLP, and electrical power evaluation. Short notice response time is seven (7) work days for Outside Continental United States (OCONUS) and two (2) work days Continental United States (CONUS), or as directed by the Procurement Contracting Officer (PCO). Routine response time shall be accomplished within nine (9) work days after notice to proceed. The contractor shall be required to travel to sites listed in the RFP, Attachment 3: Locations of the HFGCS Stations, during the performance of this PWS. The contractor shall be responsible for securing and safeguarding all contractor provided tools, equipment and materials. The contractor shall be responsible for the removal and disposal of all construction debris or other garbage generated during the completion of any tasks associated with this PWS.

1.1.1 Program Support

The contractor shall provide the labor and supplies required for program support for this effort. The contractor shall maintain a program management structure to accomplish administrative planning and integration of program requirements to optimize workflow actions by organizing, directing, and controlling overall program requirements. The contractor shall maintain a workforce that has pertinent industry certifications, licenses, partnerships and memberships in organizations such as National Association of Tower Erectors (NATE) or equivalent related to antenna/antenna subsystems as described in this PWS. The contractor shall prepare a Monthly Status Report (DI-MGMT-80368A; A001) and Contract Funds Status Report (CFSR) (DI-MGMT-81468; A004), providing it to the PCO and the Quality Assurance Personnel (QAP). The contractor shall provide the following documentation as directed by the PCO: Conference Agenda (DI-ADMN-81249A; A002), Conference Minutes (DI-ADM-81250A; A003), Trip Reports (DI-MISC-80508B; A005), Program Progress Reports (DI-MGMT-80555A; A006), Hazardous Material Management Plan (DI-MGMT-81398; B001), Management Plan (DI-MGMT-80004; E004), Environmental Health and Safety Plan (DI-ENVR-81375; B003), Facilities Design Data (SFDD) (DI-MISC-80508B; D001), Telecommunications System Installation Plan (TSIP) (DI-GDRQ-80150; D002), Site, Communications-Computer Systems Installation Records (CCSIRS) (DI-DRPR-80151A; D003), Technical Report (DI-MISC-80508B; E001).

1.1.2 Program Engineering Support

The contractor shall provide technical and engineering support to include data, tools, facilities, laboratories, and indirect materials to accomplish the review, evaluation, and development of solutions of engineering and technical problems pertaining to the operation, installation, design, maintenance, logistical support, modifications, tear-down analysis and repair of antenna/antenna subsystems. The contractor shall provide a Technical Report (DI-MISC-80508B; CDRL E001) when directed by the PCO. Upon completion of Government review, the contractor shall accomplish the delivery order as directed by the PCO. The contractor shall include status of delivery order in the Monthly Status Report (DI-MGMT-80368A; CDRL A001) until completion of task. The contractor shall assist the Government in implementing and maintaining the approved HFGCS Systems Engineering Plan (SEP).

1.1.3 Maintenance Support

The contractor shall provide all services, parts, labor and materials to perform maintenance tasks as directed by the PCO to support HFGCS mission needs. The contractor shall develop a Maintenance Plan (DI-MISC-80508B; CDRL G002) that incorporates all sites and antenna types to include scheduled, unscheduled and short notice site visits. The maintenance plan, at a minimum, shall include the Preventive Maintenance Inspections (PMIs) required in accordance with (IAW) the Original Equipment Manufactures (OEMs) Standards and Specifications performed at one (1) year intervals and address corrosion prevention and mitigation which shall result in the following resulting reports: Periodic Maintenance Inspection (PMI) Report (DI-MISC-80508B; CDRL E003), GBSLP Installation/Repair Report (DI-MISC-80508B; CDRL E005), Corrective Actions Report (DI-MISC-80508B; CDRL E006) and Corrosion Control Report (DI-MISC-80508B; CDRL G001). Communications – Computer Systems Installation Records (CCSIRs) (DI-DRPR-80151A; D003) and. Reference the RFP, Attachment 4: Antenna Database, for information on antenna types and Attachment 5: Antenna Replacement Matrix, for the planned replacement schedule.

1.1.3.1 Scheduled Maintenance Support

The contractor shall provide all services to perform scheduled maintenance tasks IAW OEM standards and specifications as directed by the PCO. Scheduled maintenance consists of annual PMIs which result in the PMI Report (DI-MISC-80508B; CDRL E003); Corrosion Control Report (DI-MISC-80508B; CDRL G001), Corrective Actions Report (DI-MISC-80508B; CDRL E006) and Communications – Computer Systems Installation Records (CCSIRs) (DI-DRPR-80151A; D003).

1.1.3.2 Unscheduled Maintenance Support

The contractor shall provide all services, parts, labor, and materials to perform unscheduled maintenance tasks as directed by the PCO to support the HFGCS mission. Unscheduled maintenance shall include corrective actions of deficiencies noted during PMIs as directed by the PCO. Unscheduled maintenance travel shall begin within nine (9) business days after notice to proceed, or as directed by the PCO. All unscheduled maintenance actions shall be reported in the Communications – Computer Systems Installation Records (CCSIRs) (DI-DRPR-80151A; D003), GBSLP Installation/Repair Report (DI-MISC-80508B; CDRL E005), Corrective Actions Report (DI-MISC-80508B; CDRL E006) and Corrosion Control Report (DI-MISC-80508B; CDRL G001), as tasked by the PCO.

1.1.3.3 Short Notice Maintenance Support

The contractor shall provide all services, parts, labor and materials to perform short notice site visits to perform inspections and maintenance tasks directed by the PCO to support the HFGCS mission. Short notice travel shall begin in seven (7) business days for OCONUS and two (2) business days for CONUS, or as directed by the PCO. All short notice site visit actions shall be documented in the Corrective Actions Report (DI-MISC-80508B; CDRL E006), GBSLP Installation/Repair Report (DI-MISC-80508B; CDRL E005), Corrective Actions Report (DI-MISC-80508B; CDRL E006), Corrosion Control Report (DI-MISC-80508B, CDRL G001) and Communications – Computer Systems Installation Records (CCSIRs) (DI-DRPR-80151A; D003).

1.1.4 Site Survey/Installation/De-Installation

The contractor shall conduct a pre-installation site survey. Subsequent to the completed site survey, the contractor shall prepare and implement installation plans for all new antennas or de-installation/repair of existing antennas as directed by the PCO. The services shall include the disposal of construction debris. The contractor shall meet the requirements of Military Standard 188-124B (MIL-STD-188-124B), Military Handbook 419A (MIL-HDBK-149A) Vol. 1&2, TO 31R2-2GRC244-1 and the applicable OEM Standards and Specifications. The contractor shall deliver to the PCO a Telecommunications System Installation Plan (TSIP) (DI-GDRQ-80150; D002), Communications-Computer Systems Installation Records (CCSIRS) (DI-DRPR-80151A; D003), Site Facilities Design Data (SFDD) (DI-MISC-80508B; D001), Installation and Acceptance Test Plan (IATP) (DI-QCIC-80154A; CDRL F001), Technical Report (DI-MISC-80508B; E001), Corrective Actions Report (DI-MISC-80508B; CDRL E006), Corrosion Control Report (DI-MISC-80508B, CDRL G001), Quality Assessment Report (DI-QCIC-81187, CDRL C002) for review, comments and approval. This test plan must be accepted and approved prior to any testing. The contractor shall prepare and submit an Installation Test Report, (ITR) (DI-QCIC-80512; CDRL F002) indicating the performance characteristics of the installed HF Antenna Systems, meeting or exceeding the OEM specifications, MIL-STD-188-124B, MIL-HDBK-419A Vol. 1&2 and Voltage Standing Wave Ratio (VSWR) sweeps accomplished in accordance with (IAW) TO 312R2-2GRC244-1. Failure to meet any of the performance characteristics as indicated in the aforementioned reference material shall not be considered a satisfactory installation until all discrepancies are resolved. Furthermore, the contractor shall prepare and deliver ITR (DI-QCIC-80512; CDRL F002) to the PCO or their designated representative upon completion of each site test. During and after installations/de-installations the contractor shall digitally document the work performed. Reference the planned replacement schedule in Table 1-1 below and the RFP, Attachment 5: Antenna Replacement Matrix, for information on antenna types.

1.1.4.1 Antenna and Antenna Subsystems

The contractor shall provide new antennas and antenna subsystems as directed by the PCO.

1.1.5 Inspections

The contractor shall accomplish PMIs, Phase Inspections and GBSLP Inspections as directed by the PCO to support the HFGCS mission.

1.1.5.1 Preventive Maintenance Inspection (PMI)

The contractor shall provide the necessary services to perform PMIs as tasked. The contractor shall deliver a systematic plan of approach for each site where PMI’s are requested. The contractor shall identify to the PCO those items that require corrective action. After completion of the PMI’s the contractor shall submit a Technical Report (DI-MISC-80508B; CDRL E001), PMI Report (DI-MISC-80508B; CDRL E003), Management Plan (DI-MGMT-80004; E004), GBSLP Installation/Repair Report (DI-MISC-80508B; CDRL E005), Corrective Actions Report (DI-MISC-80508B; CDRL E006)Corrosion Control Report (DI-MISC-80508B; CDRL G001), Corrective Actions Report (DI-MISC-80508B; CDRL E006) and Communications – Computer Systems Installation Records (CCSIRs) (DI-DRPR-80151A; D003) for review, comment and approval that details work accomplished. Reference the RFP, Attachment 4: Antenna Database, for information on antenna types and Attachment 5: Antenna Replacement Matrix for the planned replacement schedule.

Note: The PCO will direct the contractor as to which corrective actions shall be taken.

1.1.5.2 Phase Inspection

The contractor shall provide the services necessary to plan and implement phase inspections every two (2) years or as requested by the PCO. The contractor shall meet the requirements listed in Attachment C: Applicable Documents and Attachment D: Phase Inspection Requirements. Upon completion of the effort the Contractor shall submit a Phase Inspection Report (DI-QCIC-80512; CDRL E002), Corrective Actions Report (DI-MISC-80508B; CDRL E006), Corrosion Control Report (DI-MISC-80508B, CDRL G001) and Communications – Computer Systems Installation Records (CCSIRs) (DI-DRPR-80151A; D003) which details work accomplished.

1.1.6 Grounding, Bonding, Shielding & Lightning Protection (GBSLP) The contractor shall provide the services and supplies to inspect, plan for and implement GBSLP at facilities associated with the HFGCS system as requested by the PCO. The contractor shall meet the requirements listed in Attachment C: Applicable Documents and applicable OEM Standards and Specifications. The contractor shall deliver to the PCO an Installation and Acceptance Plan for review, comment and approval. Upon completion of the effort the contractor shall submit a Technical Report (DI-MISC-80508B; CDRL E001), Grounding, Bonding, Shielding and Lightning Protection (GBSLP) Installation/Repair Report (DI-MISC-80508B; CDRL E005), Grounding, Bonding, Shielding and Lightning Protection (GBSLP) Inspection Report (DI-MISC-80508B; CDRL E008), Telecommunications System Installation Plan (TSIP) (DI-GDRQ-80150; D002), Communications-Computer Systems Installation Records (CCSIRS) (DI-DRPR-80151A; D003), Installation and Acceptance Test Plan (IATP) (DI-QCIC-80154A; CDRL F001), Site Facilities Design Data (SFDD) (DI-MISC-80508B; D001) and Installation Test Report, (ITR) (DI-QCIC-80512; CDRL F002) that details work accomplished.

1.2. Customer Interface

The contractor shall ensure all contractor personnel interfacing with Government personnel shall conduct themselves in a professional manner and have the ability to communicate clearly speak, read and write fluent English.

1.3. Records/Data

The contractor shall provide the PCO or designated representative copies of all OEM, manuals and technical data associated with the material and parts delivered under this contract.

1.4 Contractor Points of Contact (POC)

The contractor shall provide in writing to the PCO, within ten (10) work days after contract award, the contractor’s contact information and alternate names with both duty hour (0600-1800) and non-duty hour telephone numbers and be available to be contacted by telephone during duty and non-duty hours to discuss and resolve issues pertaining to the services provided.

1.5 Contract Funds Status Report (CFSR)

The contractor shall develop and maintain processes to identify, review, analyze, and forecast all budgetary and financial impacts to program. The contractor shall document contract funds requirements, funding changes, budget estimates, and funds in excess of contract needs. The contractor shall develop and deliver a Contract Funds Status Report (CFSR) (DI-MGMT-81468; CDRL A004) for review, comment and approval.

1.6 Contractor Identification Badges and Vehicle Passes

The contractor shall ensure all contractor employees obtain identification badges and vehicle passes. The contractor shall ensure each employee displays badges on the outer clothing on the front of the body between the neck and waist so that the badges are visible at all times. The contractor shall comply with the following paragraphs.

1.6.1 Military Installation Identification Badges and Vehicle Passes The contractor shall comply with local procedures provided at post award conference for obtaining military installation identification badges and vehicle passes. Contractor personnel shall comply with directives pertaining to operation of privately owned vehicles on military installations.

1.6.2 National Agency Check (NAC) Requirements

The contractor shall ensure all employees performing tasks at HFGCS sites maintain favorable National Agency Check (NAC) status.

1.7 Safety Requirements

In the event of an accident, the contractor shall take action to establish control of the accident scene, prevent further damage to persons or property, preserve evidence until released by the accident investigative authority, cooperate and assist Government personnel in the investigation of the accident, and submit an Accident/Incident Report (DI-SAFT-8156; B002). The Government will not provide for removal of contractor personnel in the event of emergency.

1.8 Compliance with Laws and Regulations

The contractor shall be knowledgeable of and comply with all applicable Federal, State, Local and foreign (see Attachment C: Applicable Documents) laws, regulations, and requirements. In the event laws and regulations change during the term of this contract, the contractor shall be required to comply with such laws when enacted.

1.9 Program Management Reviews (PMR), Meetings, Reports and Studies The contractor shall attend annual Program Management Review (PMR), bi-weekly telephone conferences and Technical Interchange Meetings (TIMs). The contractor shall participate in TIMs, working groups, and integrated product teams (IPTs) with both Government and contractor organizations. The contractor shall prepare briefings and special technical reports or position papers; develop and provide presentation materials. The contractor shall prepare monthly status reports; trip reports, meeting agendas, and meeting minutes as required in scope of this effort. 1.10 Quality System and Quality Program Requirements

The contractor shall implement a quality system and quality program that is International Standard ISO 9001-2000 compliant. The contractor shall prepare and submit Quality Systems Plan (DI-QCIC-81379; CDRL C001) and as required submit a Quality Assessment Report (DI-QCIC-81187; CDRL C002).

1.10.1 Quality Program

The contractor shall ensure the quality program is designed to detect and correct conditions adverse to quality. The contractor shall investigate all Deficiency Reports (DRs) submitted against defective items manufactured, repaired, or overhauled by the Contractor. The contractor shall ensure each deficiency report is processed IAW TO 00-35D-54, USAF Deficiency Reporting and Investigating System. When the contractor receives a Deficiency Report (DR) or Quality Deficiency Report (QDR), the contractor shall ensure deficiency reports include: analysis of data to determine extent and cause of deficiencies; analysis of trends in processes or performance of work to prevent recurrence; and introduction of required improvement, corrections, and monitoring of the effectiveness of corrective action taken. Contractor shall ensure that the data is portable into the Deficiency Reporting and Information System (DREAMS) IAW TO 00-35D-54.

1.10.2 Deficiency Reports

If the contractor receives defective items, the contractor shall develop and deliver a DR or QDR IAW TO 00-35D-54. The contractor shall report IAW TO 00-35D-54 materials found damaged, malfunctioning, or otherwise unsuitable for use. In the event of damage or malfunction during or after installation, the contractor shall determine and record probable cause. The contractor shall submit Quality Deficiency Report (DI-QCIC-80736; CDRL C003) or Deficiency Report (DI-ALSS-81535; CDRL C004). Contractor shall ensure that the data is portable into the Deficiency Reporting and Information System (DREAMS) IAW TO 00-35D-54.

1.10.3 Customer Complaint Record

When the contractor on-site representative receives Customer Complaint Report from the QAP, the contractor shall initial next to the defective performance observation indicating acknowledgment of deficiency. The contractor shall complete the Customer Complaint Record and return within five (5) work days to the QAP.

1.10.4 Performance Review

The contractor shall support Government quality assurance surveillance to periodically evaluate the contractor’s performance IAW the Government’s Performance Plan.

1.11 Phase-Out Period Requirements

The contractor shall prepare a Phase-Out Plan IAW (CDRL E007). The contractor shall be fully responsible for all work performed under this PWS during the phase-out period. The contractor shall ensure the phase-out requirements are accomplished within sixty (60) calendar days prior to contract end date.

a.Cooperate fully to permit an orderly changeover of workload.
b.Allow recruitment notices to be placed in the work areas.
c.Allow all follow-on Contractor and Government personnel access on a non-interference basis, to observe equipment operation, workflow to include work in progress, reporting, priorities, forms, documents, scheduling, storage, safety, security, and quality control procedures.
d.Complete the phase-out joint inventory.

1.12 Other

1.12.1 Status of Forces Agreement and Technical Expert Status Accreditation The contractor shall comply with the Status of Forces Agreements (SOFA) and Technical Expert Status Accreditation (TESA) of the host nations in which work is being accomplished.

1.12.2. Shipping and Travel

The contractor shall be responsible for delivery of parts, tools and equipment to any of the HFGCS sites listed in the RFP, Attachment 3: Locations of the HFGCS Stations, as specified on individual orders issued by the PCO. The contractor shall comply with Freight on Board (FOB) Origin or Destination requirements as specified on all individual orders issued by the PCO. The contractor shall comply with packing, packaging and shipping requirements as specified on all individual orders issued by the PCO. The contractor shall utilize commercial standards to the maximum extent possible in lieu of military shipping procedures. However, when military travel/shipping is required, the Contractor shall be responsible for payment for all travel and shipping performed by MILAIR. The contractor shall establish an account with HQ AMC/FMFAB for payments of contractor personnel travel and shipments accomplished via military air (MILAIR) (See Paragraph 3.4).

When military transportation is used for shipping, the contractor shall provide to the PCO in writing the transportation control number (TCN), destination and date of shipment to include estimated arrival date.

1.12.3 Equipment, Tools and Test Equipment

The contractor shall provide all tools, equipment and test equipment.

SECTION II – SERVICE SUMMARY.

The contractor shall ensure the following service summary requirements are accomplished:

2.1 Service Summary (SS) Requirements

The contractor shall ensure the performance objectives and performance thresholds are met or exceeded.

2.2 Performance Objectives and Thresholds

The contractor shall achieve or surpass performance thresholds identified in Table 2-1 of this PWS. The performance thresholds are designed to:

a.Align contractor performance with objectives.
b.Focus on critical success factors in meeting performance objectives.
c.Reflect performance goals.
d.Promote continuous improvement in performance.

2.3 Surveillance Methods

The contractor shall support the Government surveillance methods as identified below.

a.Periodic inspection of recurring service outputs.
b.Inspection of the output.

2.4 Contractor Performance Evaluation

The Government will evaluate contractor performance of services and materials provided to determine whether or not it meets the performance measures outlined in this PWS.

3. SECTION III - GOVERNMENT PROPERTY AND SERVICES.

The contractor shall conform to the provisions of AFI 31-101 for safeguarding the Government-furnished buildings and all classifications of Government property contained therein. All records, files, documents, and work papers provided by the Government or generated by the contractor in support of the contract are Government property and shall be maintained and protected IAW this PWS.

3.1. Government Furnished Material

The contractor shall specifically identify in their delivery order proposal the type, amount, and time frames required for any government resources, excluding those listed below. An initial familiarization/orientation provided at each site when visited.

3.2. Contractor Furnished Items

The contractor shall identify Contractor Furnish Items in each delivery order response to include all rented Equipment (such as heavy equipment such as trenchers, dump trucks, cranes, etc).

3.3. Packaging/Packing/Shipping Instructions

The contractor shall identify packaging, packing, and shipping in each delivery order response. When government transportation is used delivery shall be FOB Origination.

3.4. Travel

As part of the cost proposal for a delivery order, the contractor shall provide any anticipated travel costs, if known, to include: origination; destination; number of trips; number of persons; and a breakdown of lodging, meals, transportation and related costs. Note that some sites require the use of AMC flights (See Paragraph 1.12.2). Actual expenses are limited by the Government Travel Regulations and must be pre-approved by the 547 ACSS. Approval shall be in the form of a signed Travel Request with an assigned number. For the purpose of this PWS an “assigned number” is defined as a Travel Request Number (TRN).

3.5. Site Protection and Restoration

Restoration of all contractor-caused damage to existing landscape, environment, utility, facilities and equipment during installation shall be the responsibility of the contractor. If the contractor’s failure to use reasonable care causes damage to any of this property, the contractor shall replace or repair the damage at no cost to the Government. Contractor damage restoration shall be IAW local directives and specifications. The contractor shall keep the installation area, including storage areas used by the contractor, free from accumulation of waste material and rubbish. Upon completion of the installation, the contractor shall leave the work area and premises in a clean and orderly condition that is satisfactory to the Government QAP. The contractor shall assist the QAP and local base personnel in accomplishing inspections. If the contractor fails or refuses to replace or repair the damage promptly, the Government may have the necessary work performed and charge the cost to the contractor.

DEFINITIONS

Base Closure Dates: Any day the base closes other than on a National Holiday (i.e. the day after Thanksgiving).

Business Day/Work Day: Duration of time standardized eight (8) hour shift, not to include weekends.

Contract Data Requirements Listing (CDRL): List of data item description numbers.

Data Item Description: DID number used in a Contract Data Requirements Listing (CDRL)

Federal Holiday: Federal law (5 U.S.C. 6103(a)) establishes the following public holidays for Federal employees. Most Federal employees work on a Monday through Friday schedule. For these employees, when a holiday falls on a non-workday -- Saturday or Sunday -- the holiday usually is observed on Monday (if the holiday falls on Sunday) or Friday (if the holiday falls on Saturday). These holidays include New Years Day, Birthday of Martin Luther King, Jr., President’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.

Emergency: a situation which poses an immediate risk to health, life, property or environment. Most emergencies require urgent intervention to prevent a worsening of the situation.

Government Property: All property owned by or leased to the Government or acquired by the Government under the terms of the contract. It includes both Government-furnished property and Contractor-acquired property. This includes facilities, material, special tooling, special test equipment, and agency-peculiar property.

Hazardous Material: Any material which by virtue of its potentially dangerous nature, requires controls to assure adequate protection. This excludes ammunition, weapons, explosives, actuated devices, propellants, pyrotechnics, chemical and biological warfare materials, medical and pharmaceutical supplies, and bulk fuels.

Maintenance: In telecommunications the term maintenance has the following meaning: Any activity, such as tests, measurements, replacements, adjustments and repairs, intended to retain or restore a functional unit in or to a specified state in which the unit can perform its required functions.

Phase-Out Joint Inventory: An inventory conducted at the end of the last performance period by both the Contractor and a Government representative in order to determine the working order and condition of property.

Quality Manager: Personnel who are responsible for managing the quality assurance system, scheduling and directing inspections and audit activities, developing and implementing corrective and preventive actions, developing and providing quality inspection and audit metrics, and for executing quality plans.

Quality Systems: Model for Quality Assurance in Production, Installation, and Servicing.

Routine: A customary or regular course of procedure.

Systems Integration: System integration is the bringing together of the component subsystems into one system and ensuring that the subsystems function as a system. This includes the process of linking together different computer systems and software applications physically or functionally.

Urgent: Compelling or requiring immediate action or attention; imperative; pressing

ATTACHMENT C

APPLICABLE DOCUMENTS

A. General Information. The Contractor shall ensure requirements in this PWS are accomplished IAW the latest version of the following documentation if it does not impact cost and delivery schedules or if a conflict does not arise in implementation of the new procedures. If any of the preceding conditions occur, a written evaluation, along with specific backup data and estimated cost data for those changes which impact the Contractor’s performance shall be provided to the PCO within ten (10) workdays after receipt of an updated publication. The Contractor shall not incorporate these publication changes until approved by the PCO. In the event there are conflicts between two or more referenced documents, the Contractor shall provide written evaluation, along with specific backup data to the PCO within ten (10) workdays after knowledge of the conflict. Resolution of the conflict will be provided by the PCO. In addition, the Contractor shall immediately implement those publication changes that result in no change in contract price or delivery or have no conflicts. The Contractor shall be aware that only those military, federal, and contractor specifications cited in Section II, down to and including the equipment and product specifications and their first-tier references shall be mandatory for use and that lower tier references are for guidance only and will not be contractually binding unless raised to the direct cite level.

Planned Comprehensive Phase Inspection Requirements at Transmit Site, Receive Site and Control Site

· TRANSMIT SITE

· Climb antenna towers looking for and photographing anomalies such as signs of corrosion; guy wire thimbles broken, worn or out of place; radiating elements degraded or broken or structural members of the antenna tower loose, broken or missing (Record all anomalies in the Phase Inspection Report)

· Verify guy wires, guy wire anchors, guy wire thimbles, guy wire turnbuckles and guy wire insulators are in serviceable condition; in addition, measure guy wire tension (Record all anomalies as well as guy wire tensions in the Phase Inspection Report)

· Verify the antenna tower is properly grounded, and verify the coaxial cable exterior shield at the antenna is properly grounded with a grounding kit (Record all anomalies in the Phase Inspection Report)

· Record estimated years of service life left on antenna system in the Phase Inspection Report

· Measure the earth resistivity of the Earth Electrode Network (EEN) at the antenna with the coaxial cable disconnected from the balun. (Record antenna EEN reading (where < 10 ohms is acceptable) in the Phase Inspection Report)

· Inspect antenna tower legs with a transit ensuring they are plumb (Record anomalies in the Phase Inspection Report)

· Ensure the coaxial cables are properly grounded as they enter the transmit facility, and ensure the surge arrestors on the coaxial cables as they enter the transmit facility are in serviceable condition (Record anomalies in the Phase Inspection Report)

· Examine coaxial cables from inside the transmit facility for cable loss, distance to fault and VSWR disconnecting the coaxial cable from the balun at the antenna at appropriate stages of tests (Record findings in the Phase Inspection Report)

· Measure signal ground and aisle ground in the transmit facility as well as noting any place where signal ground, aisle ground or neutral are making improper connections inside the transmit facility (Record findings (where < 10 ohms is acceptable) in the Phase Inspection Report)

· Verify the transmit facility Uninterruptable Power Supply (UPS) is in serviceable condition as well as estimating the months of service life left on the UPS batteries (Record findings in the Phase Inspection Report)

· CONTROL SITE
